32 | www.huronkinloss.com By-laws & Regulatory Information By-law Enforcement Officer: Heather Falconer It is the By-Law Enforcement Officers responsibilities to ensuring all dogs are licensed within the Township of Huron-Kinloss and tending to any canine concerns residents may have. It is every dog owner’s responsibility to purchase and attach a Township tag to their dog. To report a lost or found dog, contact the By-Law Enforcement Officer by pager at 519-395-3844. The By-Law Enforcement Officer may be contacted with any questions or concerns regarding any enforceable by-law; namely by-laws concerning the protection of persons and property. Township By-Law Q&A Q: I am a business owner and would like to advertise my business on a sign, where can I place Township By-Law Q&A Township

my sign? | A: A business sign may be erected at the location of the business. The sign will need to meet size and zoning criteria that can be found in the Sign By-Law No. 2019-140. Signs may also require a building permit. It is important to read the by-law and if you have any questions to contact the Township office. No sign shall be attached to a tree, hydro pole, Township pole or support, or on Township or public property without Township permission. Q: Can I ride a golf cart on the Township of Huron Kinloss roads? A: Golf carts are not permitted on the roadways under the Highway Traffic Act. Golf carts do not meet the safety requirements to be considered a vehicle. Q: Are there regulations to aid with snow removal and alleviate safety concerns during the winter months? MUNICIPAL INFORMATION A: According to the Township of Huron-Kinloss Parking Control By-Law 99-20, one must not be parked on a highway or a boulevard between Nov. 1 and April 30, between the hours of 1 and 6 a.m., to ensure roadways get cleared of snow properly. Also, the Prohibition of Snow Piling By-Law 2011-136 prevents snow and ice being deposited on area roadways, which causes an imminent safety concern. Fines may be issued if caught in violation of either of the aforementioned offences. Q: How does the Noise By-Law pertain to me? A: General noise must be minimized between the hours of 11 p.m. and 7 a.m. the next day (9 a.m. on Sundays). Every homeowner should be mindful of neighbouring residents and properties at all times to not disturb the natural enjoyment of their properties. This includes persistent barking or whining of domestic pets. If you are hosting a celebration or gathering, exemptions to the Noise By-law can be obtained through Council to avoid prosecution. You must apply in writing to council at least 6 weeks in advance of the function. Contact the clerks department at [email protected] for further details. Q: Where may I ride my Off-Road Vehicle in Huron-Kinloss? A: The Township of Huron-Kinloss Off-Road Vehicle Use By-Law 2015-89 permits Off-Road vehicles to drive on Township roadways if all operators and the vehicles are properly licensed and they follow all regulations under the Highway Traffic Act. Off-Road vehicles are not permitted in any urban areas such as Ripley or Lucknow or in the area West of Lake Range Drive to Lake Huron except to obtain food, lodging or fuel. In no circumstances are Off-Road vehicles permitted on the beach, or public trails.

33 | HURON- KINLOS S DIS COVERY GUIDE 2020 Q: My neighbours’ yard is a mess. Is there anything the Township can do to have it cleaned up? A: The Township of Huron-Kinloss has a Property Standards By-Law No. 2018-100, which deals with the exterior and interior of a building and the yards surrounding it. This By-Law is a minimum maintenance by-law, setting out the minimum standards in which a property must be kept. These health and safety guidelines are in place to protect neighbours as well as the property owners.

Q: When can I have a family fireworks display? By-Law Q&A Township

A: According to our Noise Control By-Law 2005-101, the detonation of fireworks is prohibited in a residential area except in association with Victoria Day and/or Canada Day celebrations. All family members, tenants and renters visiting property in Huron-Kinloss should be made aware of these restrictions. Q: Does the Township have any regulations regarding the waterfront and beachfront area? A: The Township of Huron-Kinloss has entered an agreement with the Ministry of Natural Resources to help protect our lakeshore. There are four regulations which have been included in the agreement to enforce along the beachfront. They are noted below and are posted at many of the beach access points in Huron-Kinloss. • No Littering • No motorized vehicles permitted on the beach (by permit only, if a permit is required for equipment on the beach please contact [email protected]) • Clean up after pets MUNICIPAL INFORMATION • No dune destruction or alteration (this includes cutting down vegetation/trees) The Township of Huron-Kinloss By-law Enforcement Officer has been appointed by the Ministry as an enforcement officer. Thus giving authority to monitor beach activity, to educate the public and enforce these regulations using an Off-Road Vehicle. Q: When am I permitted to water my lawn? A: Lawn Watering By-Law 2010-46 is in effect from June 1 to September 15 annually. Lawn watering is permitted based on your house number. Even numbered houses may water on even numbered days and odd numbered houses water on odd days of the month. Watering is permitted between 6:00am and 9:00am and 6:00pm and 9:00pm unless you use an automated sprinkler system, which must be set to run between 4:00am and 7:00am on the property’s respective day. Fines will be issued for those in contravention. Q: I have a raccoon/skunk hanging around my property. What can I do to get rid of it? A: The Township of Huron-Kinloss does not deal with nuisance wildlife. We can provide the names of local trappers and/or private nuisance animal companies that will remove the animal for you at your expense. Q: What is Giant Hogweed and what should I do with it? A: Giant Hogweed is designated as a noxious weed in accordance with the Weed Control Act RSO 1990 as well as the Township of Huron-Kinloss Property Standards By-Law. It is very hazardous to human health, if the stem oils come in contact with human skin it may cause severe burns. Giant Hogweed must be killed immediately upon knowledge of its growth; if not done so by the property owner the Township will bring the property into compliance at the expense of the owner. If an established growth is found, it is recommended that a contractor be hired to remove the growth.

MUNICIPAL INFORMATION & Canada’s Plan for Used to Nuclear Fuel Project Coordinator: Elyse Dewar On January 24, 2020, the Nuclear Waste Management Organization announced that the Township of Huron-Kinloss was no longer being considered as a potential community to host the deep geological repository, which would store Canada’s used nuclear fuel. For more information on this announcement, please visit our website at www.huronkinloss.com. The Township of Huron-Kinloss provides funding opportunities to help build capacity to support education and skills development through the Early Investment in Education and Skills program. Support for Continuing Skills Development The Township offers support to residents to develop workplace skills and continue their education. Participants are eligible to receive 50% of the registration fee up to $1,000 and may include course materials such as books, tools, etc. Applicants must be a resident of the Township of Huron-Kinloss. Pre-approval and proof of completion is required. Funds are limited.. Support for Workplace Training Support for workplace training courses are available for Huron-Kinloss businesses. Training courses must be relevant to the applicant’s workplace and participants are eligible for 50% of the registration fee up to $500 per person. Training opportunities may include health and safety training, computer courses and First Aid training. Applicants must be a business in Huron-Kinloss and pre-approval is required. Council & Committee of the Whole The current municipal Council was elected in 2018 and is serving a four year term. Council consists of a Mayor, Deputy Mayor and 5 Councilors. Council and Committee of the Whole meetings are held in council chambers at the Municipal Office, 21 Queen St., Ripley. Committee of the Whole takes place on the first Monday of every month and Council takes place on the second and third Monday of every month unless it falls on a holiday.
