INTRODUCTION

1. PURPOSE

The purpose of this tender process is to procure Tender Offers from contractors to perform all works, services and supply all goods required in connection with Tender for The Supply, Delivery, Installation And Commissioning Of Phasor Measurement Unit (PMU).

2. BACKGROUND

Sarawak Energy is wholly-owned by the State Government of Sarawak and is responsible for the generation, transmission and distribution of electricity to industrial and residential customers within Sarawak.

Sarawak Energy has a proud history of more than 70 years of service to the Sarawak community and now provides electricity to more than 500,000 account holders.

The Phasor Measurement Units (PMUs) shall be able to interface/communicate via Sarawak communication facilities, WLAN for communicating with the device such as retrieving data, collecting data, transferring data, storing data, managing data, analyzing data and etc. The monitoring points for this project are listed below. Kindly refer to Appendices for power station/substation layout.

Tenderers are reminded to visit the site to ascertain the site condition and works to be carried before tendering . The Company will not be responsible for, nor pay for, any expenses or losses that may be incurred by the Tenderer.

Tenderer should note that incomplete entry of this Schedule will be treated as a non-compliance with Tender requirements and might influence the course of Tender Evaluation.

Tenderers must be manufacturers or their accredited agents.

1.0 INTRODUCTION

The monitoring of system parameters are lacking especially at critical points in the grid where relatively large generating plants and bulk load customers are located. Albeit the power generating stations have their own disturbance monitoring equipment, data captured by each station is not synchronized. This has posed some problems in post-disturbance analysis and may affect system restoration process.

Synchrophasor, together with an advanced telecommunication infrastructure and GPS technology made up the wide area monitoring system. WAMS will be able to capture power system dynamic phenomena, enabling operator to monitor and control on-line critical system operating indices, which are essential for secure operation of an interconnected power system.

The existing WAMS Network as describe in Figure 1: System Architecture.

2.0 OBJECTIVE

1. To monitor and record critical system parameters such as active power, reactive power, frequency, voltage, current and circuit breaker status.

2. To integrate into existing WAMS.

3.0 HARDWARE AND SOFTWARE REQUIREMENT

3.1 Architecture

The proposed Phasor Measurement Units (PMUs) in this project shall be integrated to the WAMS network.

3.2 System Components

The new PMU shall require communication channel to transfer to a local data concentrator, and then transporting the information continuously to the Master PDC; as well as store the PMU data locally for seven days.

3.2.1 Phasor Measurement Unit (PMU)

Phasor Measurement Units (PMUs) represent one of the main building blocks of the Synchronized Measurement Technology (SMT). They provide voltage and current phasor and frequency information, synchronized with high precision to a common time reference provided by the GPS. Their operation is based on numerical measurement algorithms,

which must be both computationally efficient and suitable for real-time applications, in particular for dynamic response type applications. Detailed specifications are as attached.

3.2.2 Phasor Data Concentrator (PDC)

Phasor Data Concentrator (PDC) is the core building block in the WAMS system. It is able

Some of the system features of the developed local PDC are as follows:

Receive asynchronous transmission packets from PMUs (maximum 16 PMUs). Sequence and correlate incoming PMU data, based on the GPS time-stamp. Supports incoming PMU data on IEEE PC37.118 data format and SEL Fast Messaging. Republish correlated data in super packets for external application in IEEE PC37.118 and OPC data format. Support Web interface for PDC configurations. Local data buffering for minimum 7 days.

3.2.4 Phasor Measurement Unit Interface

Master PDC is connected to th telecommunications network. At any one time, only one master PDC will be active but able to write to both historian database which are at two different location.

3.2.6 Communications

Sarawak Energy shall provide all communication channels for the project ( refer to Figure 2). The contractor shall provide all communication links between all equipment and protocol used over LAN and WAN is TCP/IP . Data rates for the Data Terminal Equipment (DTE) shall be 2.048Mbps. The digital interfaces shall be able to incorporate with E1 (2.048Mbps) as being the physical connection for TCP/IP data link.

4.3 Control panel

The control panel shall have the following dimensions:

The supplied control panel shall be suitable for mounting of Phasor Measurement Unit, etc (shall have load carrying capacity up to 400kg static load). The control panel shall form a complete enclosure and shall be of sheet steel construction with a minimum thickness of 2.0mm. Where sensitive equipments are mounted on hinged front panels, these shall be designed to minimize shock and wiring shall be so arranged as to impose no strain on terminations. No equipment whatsoever shall be mounted on rear access door. The control panel shall be durable i.e. mechanical stability, protection against dust and water penetration, optimum heat management (at least IP42). The control panel shall be degreased and de-rusted and sprayed with one coat of zinc chromate red oxide primer followed by one coat of light grey shade 631 to BS 381 ICI paint or equivalent. The interior of the control panel shall be finished with an interior lamp suitable for the local LVAC supply fitted at the top of the control panel and controlled by a door operating switch. The control panel shall be suitable for mounting on concrete floor and shall provide bottom entry of power and multicore cables via removable plates or sealing bushes. All necessary studs, connectors and earth bars are to be provided to permit the connection of the control panel to the substation general earthing system. The provisions for the earthing are to be such that no reliance is to be placed on the conductivity of metal to metal joints without the use of special connectors. Earthing connections shall be carried out in bare copper strip with appropriate cross section area.

4.4 Wiring cables

5.0 PROJECT REQUIREMENTS

5.1 Project Scope

This specification defines Sarawak Energy requirements Tender for The Supply, Delivery, Installation And Commissioning Of Phasor Measurement Unit (PMU) at selected critical locations as follows:

a. Sejingkat Power Station Relay Room b. Miri Power Station Control Room c. Bintulu Power Station Relay Room d. Batang Ai Power Station 275kV Substation e. Matadeng 132/33/11kV Substation f. Bintulu 275kV Substation g. Bintulu 132kV Substation h. Samalaju 275kV Substation i. Mambong 275kV Substation j. Bakun 275kV Substation k. Murum 275kV Substation

This work will also cover design, supply, delivery to site, complete installation, full integration into the existing WAMS network, testing and commissioning of the new PMUs including updating existing substation drawing.

The selected PMUs shall have functionality and performance that comply with the requirements in the specifications. Any other accessories deemed necessary to be included for the proper function of the equipment shall be provided.

Professional services such as customization of software package (when required), implementation and post-implementation support services shall be also provided.

5.2 Project Costs

Tenderer(s) must complete all schedule of prices in Schedule 2. Incomplete submission and leaving blank on any of schedules of prices will render the rejection at the discretion of Sarawak Energy. The unit prices in the Schedule of Prices shall be firm for the duration of the contract period. Quantity of works given in the Schedule of Prices is an estimate for the purpose of tender adjudication and Sarawak Energy shall not be liable for any loss incurred arising from actual volume of work lower than the estimate. Representative essential and necessary for the completion of the required rectification works.

5.3

The contractor shall show evidence of their experience in carry out power system automation project by submitting scientific papers or references for similar system installed in other power system.

5.4 Competent Supervisor

The Contractor shall provide a competent supervisor holding Substation Equipment Up to 275kV or higher voltage level with valid Competency and Authorization Committee (CAC) certificate issued by Sarawak Energy is required to be on site full time for this contract.

The contractors who are knowledgeable in the relevant field of work are required to be on site for this contract.

5.5 Safety

The Contractor shall take prime considerations on the safety of all his personnel involved in the works. The Contractor shall provide a competent supervisor holding Substation Equipment Up to 275kV or higher voltage level with valid Competency and Authorization Committee (CAC) certificate issued by Sarawak Energy to be on site full time. He must have adequate knowledge of the dangers of extra high voltage equipment associated with the installation and the necessary precautions to be taken when working inside 275/132/33/11kV substations. This competent supervisor can be the Responsible Safety Person.

5.5.1 Safety Requirements for Contractor/Sub-contractors

The Contractor must have on site a Responsible Safety Person in accordance with the contract requirements of the Company as follows:

a. On site, where the Contractor and its sub-contractors employ less than 20

A designated person in charge (Responsible Safety Person) and that person to be responsible for the safety and healthy matters of the operation.

b. On site, where the Contractor and its sub-contractors employ 20 or more

One full time Safety Supervisor (Responsible Safety Person) to be appointed on site from the start of the project. The Safety Supervisor (or Senior Safety Person) must report directly to the

requirements, with at least three years experience on construction safety work. If the complexity of the project will be or becomes too great to be handled

that the contractor appoint additional safety personnel. If the decision to increase the safety personnel is rendered after the Contract is let, the actual costs will be borne by the Company.

5.5.2 Compliance with Statutory/Contractual Safety Requirements

The Contractor shall ensure compliance with particular reference to:

a. Appointment of Responsible Safety Person in writing

b. Electrical installations; panels, switches, residual current circuit breakers, identification of circuits, condition of cords, plugs, etc.

c. Fire prevention/protection; appropriate and adequate equipment, maintained, properly located and demarcated; hot work permit programme.

d. First-aider (qualified); ample supplies and clean facilities; records kept.

e. Gas cylinders & pressure vessels; proper storage and handling; required inspections and registers; gauges and connections in good condition.

f. Hand tools; storage; maintenance; proper usage; restricted use of cartridge operated fixing tools.

g. Hazardous substance/volatile liquid control; list of products; Material Safety Data Sheets on hand; proper storage; containment and separation; first aid fire fighting equipment handy.

h. Housekeeping; yards, buildings, storage & stacking, removal of debris.

i. Hygienic facilities; canteens, toilets, change rooms.

j. Inspections of worksite held weekly.

k. Investigation of accidents and near-accidents.

l. Ladders, stairs, walkways, scaffolds; inspections, registers.

m. Lifting appliances, devices, rigging; certificates, inspection, maintenance.

n. Lighting (artificial) where necessary.

o. Machines/equipment; nip points guarded.

p. Personal protective equipment; issue, usage, maintenance.

q. Pollution control; air, ground, water.

r. Portable power tools & equipment; inspections, maintenance, register.

t. Reporting the number of man-hours

u. Talks on safety held each day, with workers.

v. Ventilation (artificial) where necessary.

w. Work procedures; hazardous jobs identified, job safety analyses, in writing.

5.6 Training

a. Tenderer shall deem to have included any other costs associated with training in the Contract Price.

b. Tenderers are required to submit the following recommendations:

i. Full details of training facilities as well the type of courses available. ii. Details and duration of the formal hardware and software training program and courses. iii. Proposed location for the formal hardware and software training courses. iv. All training courses shall be conducted in English by specially trained and experienced instructors and they must be fluent in English language (both spoken and written). The formal training courses for hardware and software shall be scheduled to be conducted consecutively, so that each trainee can attend both the hardware and the software courses. v. system. The cost of all materials (including documents) shall be included in the Contract Price. 5.7 Technical support

a. The Tenderer shall provide local technical support to Sarawak Energy at all time with regards to the entire proposed PMU project. The Tenderer shall submit to Sarawak Energy three names including the contact number of their local support based in Malaysia.

b. The Tenderer shall provide off-site technical support on the use of the purchased equipment and software, troubleshooting any problems and answering questions. These will be done through phone, fax, email or express mail with no extra charge during the first three years after the start-up and installation.
