PRESENT: Josh Lydon, Alli Karrels, Tony Polkoski, Wil Calkins, Kevin Schmitz ABSENT: Jim Church, Tom Brown ALSO PRESENT: Brad Gilbertson, Mark Sund, Dave Kuderer, Mayor Button, Kevin Riley, Lisa Gaunkey, Nick Carlone, Julie, Garrett and Dane Geier, citizen

Josh Lydon called the meeting to order at 6:00 p.m.

A motion was made by Alli Karrels and seconded by Wil Calkins to approve the Consent Agenda consisting of minutes of the July 10, 2017 meeting, Park & Rec Director's monthly report for August, October and November, monthly bills for July, August, September and October and River Run Reports forJuly, August, September and November, Motion carried 5-0.

Lisa Gaunkey from the Farmer's Market gave the Park Board Committee an update on how the market went this year. The Farme/s Market was open on Saturday mornings and Wednesday afternoons starting May 20th throu8h October 21st. They offered various activities during the summer including things for kids, music and cooking demonstrations. They ordered 2 light pole banners to promote the market and may look at other avenues to advertise for next year. There was a concern from a member of the Board stating when cars are parked in front, you can't see too well what is going on in the market That may be addressed also next year. Overall, it was a very good year.

A request was received from Cathy and Don Schwarz asking for a l year extension on their contract for C & D Concessions to operate the concession stand in Memorial Park. They are also asking for a reduction in payment from 56,000 to 55,000 as tournament numbers are down and people bring carry- ins to the park. A motion was made by Kevin Schmitz and seconded by Wil Calkins to approve the one year extension for C & D Concessions to operate the concession stand in Memorial Park and also to reduce payment from S6,000 to S5,000. Motion carried 5-0.

Brad went over the Park and Rec equipment replacement fund for 2018. He had on the list a copier to be purchased, but he is now removing that item. The total would be approximately $45,000.00. He would also like to set up a playground equipment replacement fund starting next year. The Golf Course had a list which totaled about 551,400.00. The Park and Rec does share the cost and some ofthe equipment with the Golf Course. A motion was made by Wil Calkinsand seconded byKevin Schmitz to approve the Equipment Replacement Plan for both the Park and Rec and the Golf Course. Motion carried 5-0,

Tony Polkoski is a Rotary Club member and the Club would like to take on a project in Blyton Park. There are several war memorials in this park and the Club would like to install pathways from Montgomery Street to the main memorial and branch off West to Spring Street and East to Benton Street. The pathways would either be made from asphalt or concrete. They plan to do fundraisers to help fund this project and there may be interest from other Clubs to contribute also. A motion was made by Wil Calkins and seconded by Kevin Schmitz to approve the improvements to Blyton Park by the Rotary Club to install pathways in this park. Motion carried 5-0. KNS Enterprises, the current concessionaire at The Green's, will not be renewing their contract with the City at the end of 2017. Brad put together a Request for Bids packet which includes instructions to bldder, terms and conditions, specifications and a bid form. The Board requested a few changes be made to this form. There will be 3 ads in the newspaper indicating that the deadline for these bids is November 29th. The Board will then go through the bids and make a decision at their December meeting. A motion was made by Wil Calkins and seconded by Kevin Schmitz to approve the Request for Bids form and to proceed with the advertisement for the Golf Course concessionaire and to make the changes in the forms as discussed, Motion carried 5-0.

Alli mentioned that the Little Free Libraries are located in 5 of the parks in Sparta. Some members would like to see a data comparison for the golf course for the year 2016 and zoLT

Adult Volleyball We only had 2 tearns that registered so we didn't run a season this year. We are trying to get a tournament running on Jan. 6'l\ 2018.

Fitness Classes We are half way through the early winter session ofclasses and registration numbers continue to be stroug. We will statt another sessiou of programs right after the New Year'. The new fitness center is working out well, we are still working tlrough some difficulties with the combination door.

Archery This class continues to fill up and the kids are having a great time with the program. We have already filled the next session ofarchery and may need to look at expanding the classes to accommodate the increased demand. We will be looking for a new instructor for next session.

Wrestling We will start wrestling in the beginning of January. This is traditionally a pretty large program for us and we are looking forward to the start ofthe season. The practices will be held at tlie AEC building on Monday, Tuesday and Thursdays. Corey Zimmerman has been hired to be our new Head Wrestling coach Corey has been volunteering with the program tlre past couple seasons.

Basketball - Youth We have been working with the Basketball Association to help run a 1-2 grade and 3-4 grade in house basketball progratn. We have taken the registrations and the basketball association has provided all the coaches and season schedules. Practices have been held at the Community Center and the nights that we would have previously had fitness classes. This additional gym space has been very heipful. The basketball association is looking to transition out of this program and have the Palks and Recreation run the program in the future. This will be some increased revenue for the Parks and Recreation.

Gymnastics This program continues to be a very lalge program for us. We have close to 100 participants in the program and rnany classes are full or near capacity.

Our Competitive team will be competing at the State Tournaments the uext 2 weekends. We have rnade improvetnents at each meet and hopetodo well at state. Wewill offer some fun elective meets for tlre gylnuastics to participate in over the next couple months as the competitive seasol'l is wrapping up.

Golf Course Tlre course is shut down for tlte willter alld we have staded our winter maintenance of all the rnowers, vehicles, cafts and grinding all tlre rlower blades.

I grew up on a dairy farm, just outside of Ontario, working from the time I was little all the way up until I graduated. I spent many hours feeding calves, cows, and our goats. I remember milking in the evenings during school days and morning and nights on weekends, holidays, and summer vacation. We also spent countless hours haying, chopping corn, and doing anything else that needed to be done to keep the farm up and running. Thisfarmwas the basis of teaching me the value of hard work and working long hours to do whatever has to be done.

Related to the food service industry, I worked 6 months at Pizza Hut in Tomah. There I delivered pizzas and prepped the dough. We also had to sweep, mop and wash dishes as needed, as well as help keep all the food stocked and help put away truck deliveries when they came in. I would work some nights as late as 12:00 while having to get up at 4 am to go to my full-time job.

I also worked for Doug Cable for 2 years at the Greens as a bar tender and cook. I would prepare drinks. cook food to order, wash dishes, stock food and beverage, change soda as needed, sweep, mop, take bottles out, take garbage out, and put away truck orders when they came. I believe all of this has prepared me very well to take over as concessionaire of the Greens bar and restaurant. References

This agreement offered on the 29'h day of November, 2017, between the city of Sparta, a Wisconsin Municipal Corporation, hereinafter "City", Josh Brueggeman, hereinafter "Concessionaire", to take effect January 1,2018.

Whereas, City is engaged in the operation and maintenance of a certain public facility known as the River Run Sparta Golf Course, and whereas, Concessionaire desires to obtain from the City of Sparta the right to operate a concession for sale of food and beverages at the River Run Sparta Golf Course in accordance with rules and policies established by the Park Board, Parks and Recreation Director, Golf Pro/ Proshop Manager and City of Sparta, and

Now therefore in consideration ofthe premises and ofthe mutual agreement hereinafter contained, said parties and each of them agrees as follows:

I Premises: This agreement covers the golf course clubhouse consisting of a kitchen, lounge, restrooms, storage rooms, bar, and all approaches and porches, affixed thereto, situated at the River Run Sparta Golf Course in the City of Sparta, Monroe County, Wisconsin. Excluding the Proshop, locker rooms, downstairs bathrooms and golf cart storage sheds. 2 Use of Premises: The Concessionaire shall have the right to operate all concessions within the clubhouse and immediate area. Such concessions include rights to food and beverage sales. 3 Rents: In consideration ofthe right to operate all concessions within the clubhouse and immediate are, Concessionaire shall pay to the City the sum of 520,000 over the life of the 2 year contract. Monthly payments will be made for the life of the contract (51,000.00 per month for the months of April -November and $500 per month for the months of December -March). The first payment is due January 1, 2018. Concessionaire shall not assign this lease or sublet the leased premises without the prior written consent of the City. The cost of fuel to operate said beverage carts will continue to be the responsibility ofthe concessionaire. The Concessionaire will be responsible for %50 ofthe utility costs (water/sewer, electric, heating, and cooling) April-November and %75 ofthe utility costs December -March for the duration of the contract. 4 Term: The initial term ofthis agreement shall be in effect for 2 years from January 1, 2018 to December 31, 2019. Provided, however, in the event the Concessionaire or City shall breach this contract by failinB to substantially perform any of the covenants and agreements herein contained, or shall willfully or maliciously do injury to the premises, or shall file a petition in bankruptcy or have an involuntary petition in bankruptcy filed against him/her, or make an assignment for the benefit of creditors, or shall commit such acts or omissions which result in revocation of either a retail liquor or fermented malt beverage license, the Concessionaire or City shall have the right at any time to declare this agreement void and the terms herein contained terminated and City may reenter the premises and expel the Concessionaire. 5 Operation: The golfseason is herein defined ascommencing on April l each yearand termination November 15 of each year, weather permitting. During the golf season, the Concessionaire shall keep the premises open for business seven days a week, according to the minimum schedule of hours as established by the Parks and Recreation Director and/or Golf Pro/Proshop Manager, but wil not be less than 11am to half hour past sunset. Between December L and the following March 31, Concessionaire may have the premises open for business at his/her discretion, observing the laws pertaining to open hours.

The concessionaire will be expected to maintain one (1) beverage cart on the course Tuesdays, Wednesdays, Thursdays, and Saturdays. Beverage carts will also be required on other dates as directed by the Parks and Recreation Director or Golf Pro. Also, two (2) beverage carts during all scheduled tournaments. All beverage carts will at all times display a menu and cart operators shall hold a valid driver's license. The Concessionaire agrees to employ sufficient personnel as necessary to have a bartender on duty at all times that the premises are open for such business. 6. Care of Premises: The Park Board and the Parks and Recreation Director and/or Golf Pro/Prosho p Manager shall be responsible for supervising the playability of the golf course and will inform the Concessionaire as to any restriction thereon. The Concessionaire shall be responsible forthe care for the clubhouse building and all equipment used by him/her belonging to the City (including the beverage carts (2)) and the Concessionaire agrees to at all times keep the clubhouse building premises neat, clean, and orderly. Janitorial work and minor maintenance items shall be done by the Concessionaire, or employees, including washing windows, sweeping floors and vacuuming carpeted areas at a minimum of one time per day, and thoroughly cleaning toilet areas once daily. The Concessionaire shall keep kitchen floors, appliances and all other kitchen items clean and disinfected at all times. Concessionaire shall clean bar and eating area on a daily basis, keeping areas free of garbage and debris. Concessionaire clean ramp goinB into the basement, and clean outside entrance are ofcans, bottles, and other litter accumulating each day. Concessionaire shall secure outside umbrellas on a nightly basis (umbrellas should be removed from tables upon notification of pending storm, high winds, etc.-.). The City shall be responsible for cleaning the proshop and the locker rooms. The city shall furnish appropriate garbage and trash receptacles and garbage pickups of twice per week. Concessionaire shall provide all cleaning supplies and plastic bags, and the City will provide paper products for the restroom facilities. The City may at any time said premises to view and inspect the same, carry on official functions, make repairs and alterations to the building and such other facilities for the preservation, maintenance and improvement of the building and its facilities. The Parks and Recreation Director and/ or colf Pro/Proshop Manager shall attempt to notify the Concessionaire prior to having maintenance workers on the premises. The Concessionaire shall be responsible for the cleaning of the facility. The premises should be I as good of condition at the end of the contract as they were at the beginning. 7. Food Services: Concessionaire agrees to provide food and beverage services to the public. Concessionaire agrees to provide quality food, provided either from Reinhart Foods or Martin Produce with snacks provided by Holiday Wholesale. Beverages provided by 7UP, S&S Distributing, La Crosse Beverage, Phillips, and other alcoholic distributors. 8. Covenants of the Concessionaires: The Concessionaire shall be res ponsible and paV for television services to the clubhouse for their use

Concessionaire shall furnish any additional equipment needed to operate their business that is not provided by the City on the inventory report. Dishwasher, juke box, televisions, and miscellaneous kitchen items are the responsibility and option of the Concessionaire. Concessionaire shall be responsible for the removal of snow from the sidewalks and approaches to the clubhouse and the sanding and salting of said sidewalks. Concessionaire shall be responsible for verifving the cart shed doors are shut and locked at the closing time of the bar. 9. lnsurance: Concessionaire shall maintain at his/her own expense the following coverage: A. Worker's Compensation covering the statutory liability of the Concessionaire in the operation of the golf course clubhouse. B. General liability coverage including personal injury and contractual liability with limits of at least 5300,000 for each occurrence and 5300,000 in aggregate naming the City and Concessionaire as insured under Concessionaire policy.

Concessionaire shall indemnifo and save harmless the City from any and all losses, costs (including attorney's fees), damages, expenses and liability (including statutory liability and liability under Workers Compensation laws) in connection with claims for damages as a result of injury or death of any persons or property damage to any property sustained by Concessionaire, his agents, employees, customers, invitees, contractors, subcontractors and all other persons which may arise from an in any manner grow out of the act or neglect on or about the clubhouse premises by Concessionaire, his agents, employees, customers, invitees, contractors, subcontractors and all other persons.

10. Liouor License and Fermented Malt Beverage License: Concessionaire shall comply with all laws of the State of Wisconsin and fermented malt beverages and shall suffer no act or omission to jeopardize the issuance or continued issuance ofa liquor and fermented malt beverage licenses. The Concessionaire shall also be required to obtain restaurant license, bartender's license, food service license, and any other license or schooling deemed necessary by the state of Wisconsin. 11. Surrender of Premises: Concessionaire agrees and covenants that at the termination of this agreement he will quietly and promptly yield and surrender the premises to the City in as good condition of repairs as when entered by him/her, reasonable wear and tear and damage by the elements alone excepted. River Run Golf course has been my sanctuary since I can remember. My mom, Julie Geier, and aunt, Kathy James dragged me on the course when I was four years old, and for the next fifteen years I had spent more time at the course during the open months than not. A large portion of my family has been involved with memberships, fundraisers, parties, ceremonies, and countless other events at the course, and are still to this day. No one else applying for this position knows more about the customer base, the course, and running a smooth operation more so than my brother, Garrett and l. we have always been obsessed with this way of life, and golf will forever be our passion. This facility and course means so much to our family that a successful, sustaining business for years to come is inevitable. The friends and everlasting relationships we have built there, alongside our creativity and bright personalities will make this a thriving, efficient business for all parties involved.

I recently moved back to Sparta after a year and a half pursuing employment in the golf industry in san Diego, cA. lhad some great experiences, but unfortunately the marketforgolf equipment has more or less collapsed on itself. Garrett informed me of the open Concessionaire position several months back, and I have been 'all-in, since that day. l,m not sure I have been more excited about anything in my life. I quit my job, packed up my stuff in my vehicle, and dropped everything to give chase to this tremendous opportunity.

Kim Giraud and Sam Cable heard of my endeavors and were happy to get behind me. They hired me on as a cook on November rst, 2077. since, I have learned the ins and outs of the bar/kitchen, and even cooked alone on several occasions. They have been running a successful business for the most part, but have been overlooking opportunities I can capitalize on.

CONCEPT

l, Dayne Geier, intend to head the open concessionaire position at River Run Golf course. My main goal in running this business is to provide a place where the community can come together-golfers or non-golfers, but also to be as efficient and cost effective as possible for the city of sparta. My brother, Garrett Geier (Head Golf professional), will be my first cost saving tactic. currently he is laid off as of Friday, Novemb er r7rh,zor7. I would be happy to furnish him with employment, saving roughly $3,500 in unemployment costs during the winter months (Jan-mid March '18), and four months starting next year. His involvement and correspondence in the Restaurant/Bar will drive efficiency and allow for fluent communication from every end ofthe business. Our goal is to get people in the seats, and that will start with several upgrades in technology, outdoor deck renovations, menu changes, intriguing activities, and overall cleanliness.

The first goal of mine is to make the business smarter, in turn boosting efficiency. I intend to purchase a POS Software system doing away with the current, outdated cash register. This will allow us to track customer count, insure accurate pricing, track time cards & payroll, and effectively manage inventory.

I would like to propose the City ofSparta installs new locks and keys in all doorways to the facility. Vendors, suppliers and even old owners currently hold keys to the facility, and who is to say what goes on when no one is around, especially during the winter months. I would like to as well, with your approval, install at least one security camera on the property in the middle ofthe dining area facing inward making the bar, restaurant, and both registers visible. lfeel this will ensure safety, control inventory, and make for a safer, more controlled establishment. Currently, I sense a lack of order and responsibility within the business, and in some areas it shows.

Furthermore, too many things are being left on at night. (Lights, TVs, Jukebox, Gambling machines, etc.) I have come up with ways to reduce costs by at least 30% when it comes to cold and frozen storage alone. I have ran through those costs, and it is obvious to me as to why the City of Sparta feels they should increase the Concessionaire's portion. The problem with the current Concessionaire is that they are paying such a small portion of utilities (currently 10%) they genuinely do not care what gets left on at night or what is/is not cost effective. Theirtotal utilities cost will not fluctuate much between S250-300/month on average regardless of what they leave on at night. This will be one person's responsibility-mine--and there will be no miscommunication between Garrett and I in that regard. There truly is no reason the City of Sparta should be paying 90% of utilities, and that I understand.

Within the last month of being home, I have talked to patrons, members of the course, and previous owners who believe that the beer in the beverage cooler, as well as from the taps are not as cold as they should be. This is a huge, developing thorn from the rose'The Greens'once was. To my knowledge, the City of Sparta has put in a new cold storage cooler (56,000-57,000 cost) in the basement of the facility within the last three to four years. That cooler is currently holding four cases of beer, essentially unused at the moment. I will be filling that up with beer and kegs from the upstairs walk-in cooler and doing away with the old, half-broken cooler that currently holds bottles of beer and other canned beverages (35 years old and being salvaged from rattling with plastic straws). This will open up space for two more chairs at the bar, as well as giving the bartender ideal space to get in and out of the bar, without making patrons move from their seat. This will also allow me to move the cold food storage over to the current keg cooler, and use the current cold food storage as an all frozen unit. I can then empty the three plug-in freezers in the basement as well as one of the double-door freezer in the kitchen, in total saving rough ly 52,300 in utilities costs doing away with those fou r freezers. The beer and other beverages will be cold, the utilities cost will be down, and the City of Sparta will have 4 freezers they can sell.

ln saying this, I would also like to propose the City of Sparta furnish a flat-wall fourfive door cooler along that back wall, leftof the gambling machines. With the exception of twoorthree items, everything at that course is old and inefficient, especially that cooler. The layout of the bar area was not intended for the current beer cooler, the iced tea machine, and condiment/wine cooler to be behind the bar. This will give the bar a fresh look and a more open, comfortable space. To my understanding, this undertaking has been turned down in the past, but I feel it is necessary to maximize occupancy, allow for a more reasonable working space, and to insure cold beverages, and give the course a fresh, clean look. I know dozens of people that refuse to drink there solely because the beer isn't cold, and I intend on getting the 'regulars'back in their seat.

Another cost saving tactic will be the communication between the Pro Shop (Garrett) and I during the summer months. Everynightof the week during the golf season (March-November) the City of Sparta pays employees an extra 45 minutes to an hour waiting around to collect golf cart keys at the end of each night. This will no longer be an issue, as I can collect the keys at the end of each night depending on weather and sundown times throughout the golfing months. Garrett and I can handle scheduling as the length of days changes throughout the summer. Signage on the pro shop counter reading'Leave Cart Keys with Bartender'will save the City an hour a night on wages for an employee to sit there with their feet up, simply waiting for cart keys to be returned. That's roughly 245 days at $9/hour saving ot least 52,2OO annually, and even more if Garrett is working/closing at S1s+/hour (53,700).

Signage and advertising will be a huge component of my business. lwill place a new sign outside the course indicating whether or not a beverage cart will be on the course. Weather permitting, I will always have a beverage cart on the course during designated times, per our last meeting. (Tuesdays, Wednesdays, Thursdays, Saturdays, and two for tournaments during summer months) This was a huge missing piece to the puzzle, and I know this is something we can capitalize on. For example, if we have a group of 30 soldiers come into town from base to golf, Garrett can relay that information to me and we can have a cart out on the course for those five to six hours.

Alongside the beverage cart, I would place signs and menus on hole #8 and hole #17 with 'The Greens' phone number to call in and order ahead, boosting business especially if the course is backed up. This frees up time for me in the kitchen, and saves Garrett the headache of rearranging groups as they make'the turn' in their own accordance. During busy days/tou rnaments I would post a tent between holes #1 and #10 with hot dogs/brats/bu rgers and beverages to free up space in the clubhouse and to speed up groups, allowing for more tee times, and in turn more money in the City of Sparta's pocketbook. This too allows for more raffle opportunities during fundraisers and charity events.

f awarded Concessionaire, I will, at no cost to the City of Sparta, clean all aspects of the kitchen ncluding equipment, floors, walls, ducts, fans, etc. between December Sth, 2017 and January lst, 2018. Family and friends have generously come forward to assist me in cleaning everything from top to bottom. I will coordinate proper times through Kim Giraud and Sam Cable to assure I am not interfering with their current operations. All kitchen appliances, glassware, flatware, etc. will be assessed and evaluated during the walk through prior to January 1't, 2018. lwill also be purchasing new beverage chips/tokens. I intend on publicly announcing a stop date upon entitlement of Concessionaire where the tokens can be used until December 31't, 2017. This will bring in maximum business for Kim and Sam to finish strongly, as well as bringing in a new, more modern look for us. I will also be providing fresh, new inventory on Iiquor and several new flat-screen televisions for the bar and dining area.

A major factor to the success of this business is an investment in the future. Together, Garrett and I intend on presenting a Junior Program much like we had when we were younger that was ran by Roger Johnson with the help of volunteers. lf the kids are out there until dark, mom and dad will be out there as well, hopefully getting dinner and drinks as well as purchasing new memberships. I want to instill etiquette, honesty, and fairness into a younger generation that will be at the course for years to come.

Promoting the course to the younger generation with a social media campaign will set me apart from my fellow competitors. Upon my approval I will be creating my own social media push through several different outlets to promote 'The Greens' and the clubhouse. Thelastposton Facebook from The Greens' was in 2014, and I plan on taking that page over from Doug Cable. I will run weekly/daily food and drink specials, and with the City of Sparta's approval, will promote both sides of the facility with a 'Play & Eat' special, with terms to follow in the future. Several bartenders here also have 800-1000 followers on lnstagram, and I intend on compensating them for uploading media posts before their shifts to promote themselves and any specials/deals the City of Sparta and I agree upon, if the City of Sparta chooses to participate. I will also like to do some legwork around town, placing signage directing traffic to the course, as well as promoting ourJunior Program at places like the hockey rink, library, schools, and the Boys & Girls Club.

The deck out back ofthe clubhouse is in rough shape. Throughout the winter and early spring, I intend on giving the deck a major facelift. Long-term, composite boards are the best solution, but that would entail 570,000+ in cost. I will provide the labor and sanding myself to re-do the whole wooden platform, railings, and stairs. For compensation of labor, time, and tools, I am recommending the City of Sparta furnish the cost of paint and finish to complete the project, as well as 4-5 new deck tables and 20-25 new outdoor chairs of my choosing (as cost effective as possibte). Upon finishing the deck and fixing/cleaning the outdoor grill, I want to bring back grill-your-own steak night for Men's Night on Thursday, and perhaps more nights if it goes well. I will be purchasing a projector and a screen for the deck to watch sports games and other entertainment. There was hardly anyone using the deck at all last summer, and I want to turn an eye sore, into a money-making machine like it should be--appearance is everything.

I have been getting some great feedback on my idea of a 'drive-in' movie night at the course. Based on turnout, lwould do one or two nights a week, perhaps up the driving range--or wherever I am permitted by the city-to show the 'old-school' drive and park movies. Patrons, members or not, can rent a golf cart for 52/3 and drive over to the driving range, park and watch a movie (cheap-S3/4) I will have set up with the projector. We can utilize the rental carts & beverage carts (using little to no fuel or mileage). All rental cart money collected will be entitled to the City of Sparta. I would continually change signage and provide updates on movie themes, titles, showing times, etc. This will bring in a vast market of people, old and young, to come out and participate in good, old-fashioned fun as well as drink specials with your ticket at the bar after the movie. Alongside, or separate from that lwant to do a trivia/chicken wings night. I did a cost analysis, and I can have a deal on 55-60 cent wings and trivia. (The wing sauce on your fingers prevents you from using your phone and cheating) There is no place in Sparta, that I can think of, that does quality, saucy wings, and I have the secret recipe to keep the people coming back for more. Along with trivia and drive-in movie night, I want to bring back Tuesday Bingo night perhaps this winter or next.

Prior to January 1st, 2018 I will complete all licensing and certifications to take over operations. (State of Wisconsin Department of Health Services Division of Public Health Certification- Department of Agriculture, Trade and Consumer Protection License--Wisconsin Business Tax Registration Certificate- Food Safety, ServSafe Certification-Class'B'Retail License- Bartending & Cigarette License)

A large part of the 'The Greens' success will run through proper communication with the Pro Shop. Garrett and I are constantly bouncing ideas off of each other and it gets me excited knowing what we are capable of producing. Our friends and family currently visit The Market and The Zone regularly, and we can produce a lot of business simply because both of us are out there. Therewill be no handouts, and the POS system and security camera will besureofthat. lf I buy someone a drink, it will come out of my pocket, not the businesses. No one gets a free ticket, and I can vow to the City of Sparta the costs of utilities will be down by 30% and business will skyrocket with this proposed business plan by end of year 2018. With this and my cost saving proposals in mind, I would be keen in negotiating the percentage of shared utility costs. I will be pouring my heart and soul into this facility, and I expect the City of Sparta and I to benefit exponentially in the years to come.

-I, Dayne Geier, have included Garrell Geier, Head Golf Professional, as a part of my proposal as we intend to group his merchandise in the pro shop as well The Greens' profits under one enterprise. My plan to save the City of Sparta money includes his involvement in being employed by me during the winter months to save on unemployment costs.

-Monthly payments will be made for the contract ($1,000 per month for the months of April-November and $500 per month for the months of December -March). We will conditionally add $2,000 annually to the previous bid offer to be paid to the City of Sparta before January 1'r, 2018 based on high profit times, to be paid at our leisure throughout the year.

-Reinhart will be our main vendor for food. This was based on Sysco conventions I attended at Three Bears Lodge in Warrens, Wl as well as figures I have gathered from previous Concessionaires. I too have looked through Martin Brothers catalogs. Based on ROI, days of deliver, food quality, and cunent menu items and ingredients, Reinhart was an easy selection to make.

- The menu is in rough draft form. It will be on cardstock paper, lamented, and include our pricing. Our drink prices will be lower for rail drinks and several tap selections. I have vendor relationships that can provide us with monthly keg and case deals. I will also be at 'The Greens' nearly all hours of operation. I will be able to 'haggle' with vendors and suppliers to get deals on things previous Concessionaires simply could not because they were employed elsewhere. This will provide me the opportunity of daily/weekly promotions on specialty items/drinks.

-There is no logo for'The Greens' on the intemet but I intend on drafting my own logo to be approved by the City of Sparta before January 1't, 2018. 0
