Summary: 1) Name: 2017 AEARU Workshop on R&D Policy and Asian Research Universities 2) Hosted by: Korea Advanced Institute of Science and Technology (KAIST) Graduate School of Science and Technology Policy (STP) 3) Theme: “Responsible Innovation for Inclusive Growth in the Era of Global Inequality” 4) Date: November 3rd (Fri.) – 4th (Sat.) 2017 5) Venue: KAIST Main Campus (Daejeon) Korea Institute of Science and Technology (Seoul) Science and Technology Policy Institute (Sejong) 6) Overview: Asia, home to the world’s largest and fastest-growing economies, has also seen the steepest rise in inequality over the last two decades. With the Fourth Industrial Revolution (4IR) projected to bring not only benefits but socioeconomic risks (including job replacement and human alienation due to automation technologies such as artificial intelligence and robots), Asia can take full advantage of 4IR opportunities only with the inclusive growth approach. This workshop has provided a great opportunity for faculty and students of Asian research universities to discuss how to promote responsible innovation in order to assure the benefits of research and development (R&D) to be spread over the whole society. 2 2. Participated Faculty and Students: Professor So Young Kim Professor So Young Kim is the Chair of the Graduate School of Science & Technology Policy at KAIST (Korea Advanced Institute of Science & Technology). She earned her Ph.D. and M.S. from Northwestern University with Fulbright Scholarship specializing in international political economy and mathematical methods in social sciences. Prof. Kim worked as a data archivist for the Social Science Computing Centre at the University of Chicago and taught as an assistant professor at Florida Atlantic University before joining KAIST. Her research deals with high-stake issues at the interface of S&T and public policy such as government R&D funding and evaluation, basic science policy, science advising, science & engineering workforce, science-based ODA, and global governance of emerging technologies. Her scholarly work includes publications in International Organization, Journal of Asian Survey, Science and Public Policy, and STI Policy Review as well as the edited volume of Science and Technology Policy: Theories and Issues. Prof. Kim conducted large-scale science policy projects including Identification of Strategic Research Areas in Basic Research (funded by the National Research Foundation), Measuring Social Impacts of the Public R&D Programs (funded by the Korea Institute of S&T Evaluation and Planning), and the Kenya KAIST Feasibility Study (funded by Korea Eximbank). She is currently the editorial member for the East Asian Journal of Science, Technology, and Society and the program committee member of the biennial Atlanta Conference on Science and Innovation. As a public intellectual, Prof. Kim has served several governmental committees including the National Science & Technology Vision Committee, National R&D Evaluation Review Committee, Advisory Committee for the Science & Engineering Workforce Five-Year Plan, and Long-term Policy Planning Committee of the Korea Federation of Women’s S&T Associations (KOFWST). She also sits on the World Economic Forum’s Global Future Council on Technology, Values, and Public Policy as well as on the Expert Panel for the Public Understanding of Risk Institute of the National University of Singapore. 4 Professor Jae-Yong Choung Professor Jae-Yong Choung received his Ph.D. in Science and Technology Policy Studies from the University of Sussex (SPRU) in 1998. Since then, he continued to hold senior research and teaching positions at institutions such as the Techno-Economics Department of Electronics, Telecommunications Research Institute (ETRI, 1998- 2001) and a Professorship at the Korea Advanced Institute of Science & Technology (KAIST, 2001-present). He led the Centre for Technology and Innovation Policy (CTIP) as the Director from 2005. In addition, he holds the position of Director at the Post Catch-up Research Centre (PCRC) at KAIST since 2011. His current research interests include theoretical development as well as the empirical investigation of the transition phase to leadership of East Asian latecomer firms.     CAMPUS Asia Program Overview FY2017 budget: 650 million yen CAMPUS Asia is a program that promotes quality-assured student exchanges through cooperation among the governments, quality assurance organizations, and universities of Japan, China, and Korea. From FY2011, ten pilot programs were selected through joint screening by the three countries and conducted. Since FY2016, in addition to eight programs that applied from among the ten pilot programs, nine new programs by the university consortium participating in CAMPUS Asia have been added for a total of 17 programs that have begun the full-fledged implementation of their activities. Record/plan of exchanges (no. of Japanese students sent abroad, foreign students received in Japan) - FY 2011-2015 (actual): Sent: 1,392, received: 1,485 - FY 2016-2020 (planned): Sent: 2,199; received: 2,076 Details At the 2nd Japan-China-Korea Summit in October 2009, Japan proposed, and agreement was reached on, trilateral high-quality inter- university exchanges. In April 2010, the trilateral 1st Experts Meeting was held in Tokyo (Japan side chairman: Yuichiro Anzai, President, Japan Society for the Promotion of Science).
