HIGHLIGHT

Forecast from Meteorological Department says “Seasonal low lies over north Baluchistan and adjoining areas. A shallow trough of westerly wave is also prevailing over Kashmir and adjoining areas”. As per the report of NDMA dated 14th September, 2014, Monsoon rains have affected 2,459,704 individuals caused 301 deaths and 507 people got injured in AJK, and GB. As per UNOCH report of 11th September, the authorities expect an estimated 3 million people to be affected by the floods in the coming days.

PRCS is responding in Punjab, AJK, GB and with an initial plan to assist 13,000 families (91,000 indiv), with provision of food, non food items, emergency shelter and health and care services. In Punjab three PRCS health units have already started working and disaster preparedness stocks are being sent to the affected districts for distribution.

So far PRCS Punjab Provincial Branch has distributed 2,350 x food packs to the flood affected families of , , Shikarpur, Chinniot, Gujrat, and Toba Take Singh. In GB 70 x NFIs have been distributed among the flood affected families of Astor District. In AJK 840 families have been assisted with provision of emergency shelter and NFIs in district Bagh, Poonch, and Muzafarabad. 2 MHUs have also been deployed in District Haveli today. So far, 51 patients were treated in Hallan Shamil of Union Council Kala Mula, District Haveli. than 15,200 flood afected people all over Pakistan with services including food and non food items provision,

HYDROLOGICAL SITUATION: River Chenab at Punjnad is in High Flood Level. River Indus at Guddu, River at Rasul, River Chenab at Trimmu & River Ravi at Sidhnai are in Low Flood Level.

a) METEOROLOGICAL FEATURES: Yesterday’s Shallow Trough of westerly wave over Kashmir continues to persist. Seasonal Low lies over North Balochistan.

b) FORECAST FOR NEXT 24 HOURS: Isolated thundershowers is expected over , , , , & DG Khan Divisions along with Baltistan & Kashmir.

c) RAINFALL RECORDED IN MM DURING PAST 24 HRS (UPTO 0800 PST): Lahore (Shahdara=56, Airport=32, Misri Shah=25,Shahi Qilla=15,City=12 & Upper Mall=10), Shadiwal=41, Mangla=39,Alexandra Bridge=38, Mandibahauddin=37, Sargodha(City=38 & Airport =35), Ravi Syphon & Parachinar=31(each), Palandri=17, Sialkot (Airport=16 & Cantt=11), =15, Marala & Jhelum=14(each), Sarae-Alamgir & Gujrat=09(each), & Joharabad=08(each), GS Wala & Garhiala=07(each), Palote=06,Sehrkakota, Kallar & Gujranwala=05(each), Kund=04, Jassar, Zafarwal, Baba Shah Jalal & = 03(each),Kotnaina=02, Chakri & Chilas=01(each).

d) WARNING: Pakistan Meteorological Department, Flood Forecasting Division has predicted following significant flood forecast in river Indus at Guddu & :- According to latest hydrological conditions and due to breaching of bunds of River Chenab between Qadirabad and Punjnad ,the risk of High to Very High Flood level at Guddu & Sukkur has decreased. Therefore, the River Indus at Guddu & Sukkur may attain Medium to High Flood Level ranging between 4,00,000 Cusecs to 5,00,000 Cusecs from 16th September to 18th September -2014.

2.SUMMARY OF LOSSES AND DAMAGES: As per latest reports of NDMA monsoon rains have affected 2,459,704 individuals caused 301 deaths and 507 people got injured in AJK, Punjab and GB. The increasing damages to agricultural land and livestock have also been reported by the NDMA. The province wise details of damages and losses are shown in below table: -

4.PRCS RESPONSE

a. NHQ: To respond to the situation NHQ took lead to coordinate with the branches and monitor the situation. So far PRCS NHQ has done the following:- 1) At National Level, the Operational Room has been made functional to coordinate with PRCS Provincial/ Regional Branches, Movement Partners and other line departments, while logistics and other necessary arrangements are being harmonized. 2) PRCS website and DMIS is being updated on regular basis. 3) A Rapid Assessment Team of NDRT had completed the assessment of Sialkot and Narowal and come up with the following recommendations:- i. Provision of Food Items and Non Food Items except tents. ii. Medical health units have deployed in the field by health department, however, ambulances are required alongwith anti medicines of skin, acute respiratory, malaria etc. iii. For clean draining water Aqua tabs are required. 4) While another team was deployed for rapid assessment of flood affected areas of district Jhelum, Gujrat, Gujranwala, Mandi Bahaud-din and Lahore. Based on their recommendations relief assistance is being provided to all affected district through PRCS Punjab Provincial Branch. b. AJK: Keeping in view the disaster situation the PRCS AJK State Branch in close coordination with SDMA has deployed 2 x assessment teams for District Bagh, 3 x assessment team in Poonch, 1 x assessment team in Kotli and 1 x assessment team in Sundhati. In addition to this the district wise activities/response actions taken by AJK branch are as follows:- 1) District Muzaffarabad i. Coordination with the State Disaster Management Authorities and district branches and the volunteers. ii. Emergency operation center has been functionalized to coordinate with the stakeholders and PRCS District Branches and NHQ. iii. Deployment of BDRT/NDRTs in District Poonch, Bagh and Haveli iv. The distribution of shelter and Non Food Items to 7 x affected families has done.

2) District Bagh i. Rapid assessment done in UC Dharry, Bagh ii. The distribution of emergency shelter and Non Food Items has done to the 240 x affected families of district Bagh.

3) District Poonch i. District Secretary alongwioth 1 x NDRT member is present and coordinating with the authorities. ii. The distribution of Non Food Items to 377 x affected families done. iii. District Office of MRE Hajira is declared as base camp of PRCS iv. 2 x teams each comprised of 4 x members deployed to operate (assessment & distribution) from base office Hajira.

4) District Haveli

i. 4 x BDRT is being deployed

ii. MRE District Supervisor is coordinating with District Administration.

iii. The distribution of shelter and Non Food Items to 216 x affected families has done

iv. 2 MHUs have been deployed in District Haveli today. So far, 51 patients were treated in Hallan Shamil of Union Council Kala Mula, District Haveli

5) Current Field Structure

i. 2 x functional district branches of Bagh & Neelum

ii. MRE Offices at Poonch, Haveli, Bhimber and Kotli

6) Identified Needs

c. PUNJAB: PRCS Punjab Provincial Branch has distributed 2,350 x food packs to flood affected families of Jhang, Sialkot, Shikarpur, Chinniot, Gujrat, Hafizabad and Toba Take Singh. The detail of food distribution is as under:-

d. Gilgit Baltistan: On request of Gilgit Disaster Management Authority, PRCS GB Branch has provided relief assistance of 20 tents, 440 blankets, 140 Plastic Sheets, 70 Kitchen Sets and 70 stoves to 70 snowfall affected families of Daiosai, District Astore.

5.IDENTIFIED FUTURE NEEDS

Following are the immediate needs of the affected communities:

1) Emergency Shelter (Tents and Tarpaulin Sheets) 2) Non Food Items ( Kitchen Set, Hygiene Kit, Blankets) 3) Food Package (1 month Package)

6.CRITICAL CHALLENGES / CONSTRAINTS

a. The assessment and relief efforts are being hampered due to non accessibility to the areas due to stagnate water and cut off roads. b. Accessibility to affected areas will be possible in 3 to 4 days after receding of the water in the area.

7.PRCS SECTORAL FUTURE INTERVENTION PLANS

a. PRCS Case Load for Support: Keeping in view the wide extent of damages and losses in Punjab, AJK and some areas in GB and possible flooding in Sindh, a bigger scale of response will be needed to support flood affected families. However, PRCS initial Caseload has been scaled up to support 13,000 families, as per details below: 1) AJK 2500 (Bagh, Poonch, Haveli, Muzaffarabad,Neelum, Kotli, Sudnoti, Mirpur, Bhimber, Hattian Bala) 2) Punjab 7,000 (District Sialkot, Hafizabad, Gujrat, Jhang, Toba Tegh Singh, Multan) 3) GB 500 (Astore and Gilgit) 4) Sindh 3,000 (Districts to be identified) b. Provision of NFIs. Distribution of NFIs will be done, as per the above caseload, from available stocks at respective District, PHQ, and State Branch.

c. Provision of Food Assistance. Distribution of food will be done, as per the above caseload.

d. Medical and Health Care. 4 x mobile health teams is being deployed with medicines for one month.

e. DREF Launch. To cater the requirement of food, health & care and operational cost (including NFIs distribution), launching of DREF request is suggested to support 3,500 families, initially.
