    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. It is an independent multi-disciplinary national policy research institute. The activity of the institute is focused on issues in science and technology, education, economy and industry, physical infrastructure and social development which determine Israel’s national resilience. Policy research and surveys are executed at the Samuel Neaman Institute and their conclusions and recommendations serve the decision makers at various levels. The policy research is conducted by the faculty and staff of the Technion and scientists from other institutions in Israel and abroad and specialist from the industry. The research team is chosen according to their professional qualifications and life achievements. In many cases the research is conducted by cooperation with governmental offices and in some cases at the initiative of the Samuel Neaman institute and without direct participation of governmental offices. So far, the Samuel Neaman Institute has performed hundreds of exploratory policy research projects and surveys that serve decision makers and professionals in economy and government. In particular the institute plays an important role in outlining Israel’s national policies in science, technology and higher education. Furthermore, the Institute supports national projects, such as the Ministry of Industry, Trade & Labor clusters - the MAGNET program in nano-technologies, media, optics and communication, chemistry, energy, environmental and social projects of national importance. In this course we shall survey this new historical narrative and test the “myth of equality between men and women” in pre-state Israel and in the State of Israel. We will study the lives and status of women in the light of the reality of women’s lives and different types of settlements in the following periods: the end of the Ottoman Empire, the British Mandate and the State of Israel. Students will read, view and discuss a wide variety of primary and secondary texts. We will explore ways in which women acted creatively to affect social change, and the projects and organizations they formed to combat gender prejudice and discrimination. We will one field trips: to meet with ultra orthodox women, then meet with Arab women and then visit kibbutz Kibbutz Mishmar Haemek, and meet with Kibbutz women. Just beyond the wall lies the neighborhood of al-Ram, now severed from East Jerusalem. Inside front and inside back cover image: ‚ ‚ 31°49 10”N / 35°15 59”E Palestinian side of the Separation Wall on the outskirts of the Palestinian town of ʿAnata. The Israeli settlement of Pisgat Ze’ev lies beyond in East Jerusalem. This publication takes its point of departure from Fazal Sheikh’s Memory Trace, the first of his three-volume photographic proj- ect on the Israeli–Palestinian conflict. Published in the spring of 2015, The Erasure Trilogy is divided into three separate vol- umes—Memory Trace, Desert Bloom, and Independence/Nakba. The project seeks to explore the legacies of the Arab–Israeli War of 1948, which resulted in the dispossession and displacement of three quarters of the Palestinian population, in the establishment of the State of Israel, and in the reconfiguration of territorial borders across the region. Elements of these volumes have been exhibited at the Slought Foundation in Philadelphia, Storefront for Art and Architecture, the Brooklyn Museum of Art, and the Pace/MacGill Gallery in New York, and will now be presented at the Al-Ma’mal Foundation for Contemporary Art in East Jerusalem, and the Khalil Sakakini Cultural Center in Ramallah.     THE ISRAEL/PALESTINE QUESTION The Israel/Palestine Question assimilates diverse interpretations of the origins of the Middle East conflict with emphasis on the fight for Palestine and its religious and political roots. Drawing largely on scholarly debates in Israel during the last two decades, which have become known as ‘historical revisionism’, the collection presents the most recent developments in the historiography of the Arab-Israeli conflict and a critical reassessment of Israel’s past. The volume commences with an overview of Palestinian history and the origins of modern Palestine, and includes essays on the early Zionist settlement, Mandatory Palestine, the 1948 war, international influences on the conflict and the Intifada. Ilan Pappé is Professor at Haifa University, Israel. We base our evidence on a natural experiment that sharply reduced the cost of attending school and, as a consequence, significantly increased the education of affected cohorts. This natural experiment was the result of the de facto revocation in October 1963 of the military rule that had been imposed on Arabs in Israel, immediately creating free access to institutions of schooling.

    Hagefen www.gfn.co.il August 11, 2017 MENASHE SECTION Menashe Regional Council chair Ilan Sadeh signs the plan for the new industrial zone: Menashe Regional Council The Industrial Zone in Menashe: Planning completed for the Iron Industrial Zone The Menashe Regional Council has completed planning for the Iron Industrial Zone, with all approvals in hand Architect Leah Perry, engineer for the Menashe-Alona Regional Planning and Building Committee, noted that the land area chosen – part of the Menashe regional jurisdiction between the Menashe Regional Center and the Barkai intersection – is close to the country’s main transportation network, in proximity to the Iron interchange on Trans-Israel Highway 6 as well as Highway 2, Route 65 and Israel Railways. The location is also consonant with the master plan for Wadi Ara development. The industrial zone has a total area of 1085 dunams (c. 268 acres), with 628,000 square meters for industrial and commercial buildings and another c. 15,000 square meters of public buildings. by Yaniv Golan This week Menashe Regional Council chairman Ilan Sadeh and architect Leah Perry, the council engineer for the Menashe-Alona Regional Planning and Building Committee, signed off on the plans, which were forwarded for registration with the Haifa District Planning and Building Committee, prior to final approval of the plans. The Iron Industrial Zone will be shared by six Jewish and Arab local councils in the northern Sharon area of Wadi Ara. The new industrial zone is an initiative of Menashe Regional Council chairman Ilan Sadeh. Behind this project is a unique Jewish-Arab partnership involving Jewish councils – the Menashe regional council and the Harish local council – alongside a series of Arab councils in Wadi Ara – the Umm al Fahm municipality, the Kfar Qara local council, the Basma local council (comprising Barta’a, Ein a-Sahle and Muawiya) and the Arara local council.
