EXECUTIVE SUMMARY The United States Agency for International Development’s Caribbean Clean Energy Program (“USAID CARCEP” Contract Number: AID-OAA-I-13-00018; Task Order Number: AID-532-TO- 15-00003) was executed with Deloitte Consulting LLP on October 1, 2015. The purpose of USAID CARCEP is to assist certain countries of the Caribbean – with emphasis on Jamaica and the Eastern Caribbean – in establishing effective policy and regulatory environments, as well as incentives, for greater energy efficiency and for low-emission growth in the energy sector. This program also works with the public and private sectors in these countries to spur on investment in Clean Energy (CE) development.

The program has six major task areas: 1. Improve Enabling Environment for Clean Energy Development 2. Optimizing Variable Renewable Energy Integration 3. Accelerating Private Sector Clean Energy Investment 4. Energy Efficiency Benchmarking in the Hotel and Tourism Sector 5. Coordination and Promotion of USAID and United States Government (USG) Inter- Agency Activities in the Energy Sector and Sharing Lessons Learned with other Island Nations 6. Coordination with the Caribbean Community (CARICOM)

In addition to these specific Tasks, the program focuses on cross-cutting areas, such as the Innovation Fund (grants), the promotion of gender equality, measurement and evaluations, and communication. This document serves as the USAID CARCEP Year 2 Third Quarter Report. The report is divided into seven sections, consisting of the six tasks listed above as well as a section on cross-cutting activities.

Task 1: Improve Enabling Environment for Clean Energy Development USAID CARCEP made strong progress in the Eastern Caribbean and Jamaica to improve the enabling environment for clean energy development and also explored new regional platforms to share the Task 1 lessons learned and technical assistance throughout the Caribbean.

The USAID CARCEP team’s Task 1 work in five of our seven Eastern Caribbean countries (Barbados, Dominica, Grenada, St. Lucia, and St Vincent and the Grenadines) advanced significantly as we defined the scope of technical assistance services and developed detailed work plans. We delivered training for the Dominica key electricity stakeholders on PPAs, ultimately leading to significant progress in achieving interconnection of the solar farm of the Kalinago Community in Dominica, which had stalled for over a year after project construction. We continued the Grenada Grid Code drafting process, a collaborative effort that will bring significant benefit to the Grenada electricity system when completed. We also offered a three- day introductory regulatory training to the Barbados Fair Trading Commission. We anticipate continuing technical assistance and training support in all these countries during the remainder of the year. During the Fourth Quarter, we plan to work with Antigua and Barbuda and St Kitts and Nevis to better understand their technical assistance needs and to develop technical assistance work plans, consistent with USAID CARCEP annual work plans and resources.

The USAID CARCEP team’s work in Jamaica progressed well in the private sector, including multiple engagements with potential vendors, customers and financing institutions to better understand the continued obstacles to CE sector growth and their recommended solutions, as well as opportunities to accelerate growth. The Task 1 and Task 2 teams offered technical assistance to JPS to support RE integration and JPS business plans for utility operations in the face of changing utility economics due to RE and EE. Our engagement with public sector stakeholders continued, including several efforts to engage MSET and OUR on technical

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 5 assistance training needed to support their respective duties under the 2016 Electricity Act. USAID CARCEP fielded both the OUR Office and OUR staff proposals to USAID seeking financial support for training and tariff consultant studies, offering an alternative detailed training proposal to meet the needs of both Office and staff. Finally, USAID CARCEP actively pursued an agreement with MSET for technical assistance and training. In addition to previous proposed trainings, USAID CARCEP proposed conducting a seminal study on electric vehicles to support MSET’s strategic planning efforts. We look forward to developing this electric concept for the remainder of the project with the Government of Jamaica and in other USAID CARCEP countries in support of our program goals as well as to meet public and private sector RE/EE goals.

On the regional level, USAID CARCEP contributed significant Task 1 support to the CARILEC Caribbean Renewable Energy Community (CAREC) platform, a virtual interactive learning and information-sharing website for the Caribbean clean energy community. We coordinated on planning the content of webinar series, developed two webinars on clean energy topics, and supported social media and external communications to promote the webinars and the upcoming CARILEC renewable energy conferences. This regional webinar approach and the CAREC library platform is a bright spot in our continuing efforts to maximize the impact of our technical assistance and to share lessons learned with the entire Caribbean RE/EE community in a sustainable manner.

USAID CARCEP also continued our long-standing practice of reaching out to electricity sector stakeholders during each visit to CARCEP nations or regional gatherings. These are opportunities to obtain information from electricity sector stakeholders that often refines our understanding of the obstacles to the implementation of RE and EE projects. In addition, we are able to identify opportunities of potential reforms to legislative and regulatory frameworks to accelerate RE and EE planning, financing and implementation as well as the development of a skilled workforce, which is needed to service the sector and supports government goals of increasing local employment and economic development.

Task 2: Optimizing Variable Renewable Energy Integration During the quarter, we finalized a lengthy and difficult process to sign a non-disclosure agreement (NDA) with JPS to facilitate the exchange of information necessary to support Task 2 activities. With the agreement completed, USAID CARCEP is now able to move forward with several initiatives with JPS and is looking forward to progress with the utility on key interventions in the Fourth Quarter and throughout Year 3. In support of achieving these goals, the USAID CARCEP team met on several occasions with Sheree Martin, Senior Vice-President of Energy Delivery at JPS, to explore potential engagement opportunities with JPS projects on Electric Vehicles, EE for customers, JPS’ exploration of adopting an Energy Services Company (ESCO) business model, a Smart City program through collaboration with the USAID CARCEP Caribbean Smart Grid Working Group, and other related RE/EE initiatives. During the quarter, JPS announced a new CEO, Mr. Emanuel DaRosa, who is expected to assume his role in the Fourth Quarter. The USAID CARCEP team initiated contact with Mr. DaRosa and confirmed his support for the key interventions previously agreed upon by the existing JPS leadership.

In the Eastern Caribbean, USAID CARCEP provided key support to Grenada in the development and delivery of the May 17th workshop, “Preparation and Promulgation of Electricity Sector Codes Workshop,” held in collaboration with the electric utility, Grenada Electricity Services (GRENLEC) and the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development. This is a collaborative effort under Task 1 and Task 2 covering overlapping legal, regulatory and technical issues.

During the quarter, USAID CARCEP and CARILEC reached agreement regarding their role on the Steering Committee for the Caribbean Smart Grid Working Group (CSGWG). With this

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 6 working relationship established, Task 2 Lead Dwight DaCosta reengaged the CSGWG members to both call for the next meeting of the group, scheduled for the July 2017 CARILEC Engineers Conference, and also to reaffirm the commitments in the previous meeting when CSWGW was launched. Additionally, USAID CARCEP is currently working with the Electric Power Engineers (EPE) subcontractor to develop a Smart Grid Roadmap for each counterpart country at this next session, in order for CSGWG members to contribute and weigh in regarding its feasibility and implementation.

Task 3: Accelerating Private Sector Clean Energy Investment During the quarter, there were several important developments for Task 3 work regarding increasing investments in clean energy and encouraging energy efficiency and conservation efforts. USAID CARCEP presented the results of its energy audit to the YMCA’s Board of Directors. The presentation focused on key measures YMCA could implement in their Kingston location, to generate significant cost savings while becoming more energy efficient. We anticipate submitting a final report to the YMCA in Quarter 4 of Year 2, and helping the organization attract financing for the implementation of key recommendations in Year 3.

USAID CARCEP met with several private and public sector entities regarding increasing the investment capability and interest in energy efficiency in Jamaica and the Eastern Caribbean. Meetings were held with Alquimi, an innovative greenhouse company considering a Jamaican project; MPC, a German-based investment fund building a portfolio of Caribbean renewable energy projects; and USAID’s own DCA, which offers an energy efficiency loan program in partnership with three Jamaican banks.

Task 4: Energy Efficiency Benchmarking in the Hotel and Tourism Sector Task 4 activities during the quarter expanded on work conducted in the previous quarters to develop and deploy the Energy Benchmarking Tool (EBT). It also included a series of high-level meetings with various stakeholders throughout the region.

The Task 4 Team conducted its third installment of the EBT workshop in Antigua and made preparations for the fourth EBT workshop held July 5-6 in Grenada. High-level meetings designed to facilitate future activities were conducted with the following people and/or entities: • Consultation with key stakeholders in Antigua • Consultation with key stakeholders in Barbados • Consultations with key stakeholders in St. Lucia • Meeting with the Executive Director of the Jamaica Manufacturers Association (JMA) • Ongoing consultations with PAHO (Pan-American Health Organization)

Other activities included ongoing USAID CARCEP outreach to secure donors for the proposed energy efficiency fund to develop the ESCO industry in the region; continued partnership with CHTA and the local hotel and tourism associations to rollout a series of eight energy efficiency training programs; and continued partnership with Energy Dynamics Limited (EDL) to conduct energy audits on hotels in beneficiary nations. Towards the end of the quarter, USAID CARCEP’s EE Promotion Specialist participated in a meeting held with representatives from St. Lucia’s Indigenous Bankers Association, NURC (Regulator), its Ministry of Energy and LUCELEC to discuss how to advance the development of funding packages to encourage the private sector to access funds to implement EE projects and to improve the legislative environment for the adoption of RE in the country.

The Pan American Health Organization (PAHO) expressed a strong interest in applying the EBT to hospitals, and the USAID CARCEP team will continue a dialogue with PAHO in the coming quarter regarding this request. JMA has requested an EE training program workshop and audit of their headquarters as a demonstration of its potential benefits for its membership.

Task 5: Coordination and Promotion of USAID and USG Inter-Agency Activities in the Energy Sector and Sharing Lessons Learned with other Island Nations Under Task 5, USAID CARCEP continued its efforts to build strong ties with USG donors and stakeholders, multilateral development banks, regional organizations, and other entities focused on renewable energy development in the Caribbean. This included an extensive outreach effort that sought to connect, or re-connect, with relevant entities and led to over a dozen consultations, during which USAID CARCEP provided updates on its activities and sought out areas of potential collaboration. For example, USAID CARCEP conducted a webinar presentation in June in collaboration with the US Department of Energy Office of Energy Efficiency and Renewable Energy, focused on the Energy Benchmarking Tool (EBT). The webinar generated keen interest from the twenty-three participants representing four different USG entities and there have already been expressions of interest regarding potential opportunities for collaboration and promotion of the EBT.

USAID CARCEP established new partnership initiatives and linkages with the International Renewable Energy Agency (IRENA) Sustainable Energy Marketplace Program, the Atlantic Council, a DC-based think tank, and CAREC, a Caribbean regional organization focused on renewable energy. USAID CARCEP also took steps to overcome challenges by developing new outreach material, increasing the regularity of communication with USG stakeholders, and leveraging relationships with other international and multilateral organizations that have similar goals in the region to maximize efforts. The two key benefits from Task 5 activities this quarter are establishing USAID CARCEP as a major player active in the Caribbean, and showcasing its capabilities and willingness to implement programs in close coordination with other large international donor agencies.

Task 6: Coordination with CARICOM Task 6 is an additional work stream added to USAID CARCEP’s scope and contract by USAID in the Third Quarter of Year 2. Key activities this quarter included establishing USAID CARCEP’s contract modification, and confirming target interventions with CARICOM. USAID CARCEP remains committed to the development of an effective working relationship with CARICOM and is excited to realize progress in critical areas. USAID CARCEP began work on target interventions, including the CARICOM Integrated Renewable Energy Atlas, an Integrated Utility Services (IUS) model, and technical advisory support regarding geothermal energy in the region.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 8 TASK 1: IMPROVE ENABLING ENVIRONMENT FOR CLEAN ENERGY DEVELOPMENT Top Achievements • Presented a three-day introductory regulatory training workshop for the Barbados Fair Trading Commission. • Presented a two-day workshop focused on geothermal and other RE Power Purchase Agreements (PPAs) with the Dominica Independent Regulatory Commission, Ministry of Energy, DOMLEC, Ministry of Kalinago Affairs and Kalinago Community representatives. • Assisted the Kalinago Community and Dominica Ministry of Kalinago Affairs to identify solutions to the long-delayed interconnection of Kalinago community small solar PV farm. • Presented a webinar in the CARILEC CAREC series on the legal and regulatory framework to support Integrated Resources Plans (IRP) with review of Caribbean practices. • Presented a Public Workshop on Grenada Grid Code with key electricity sector stakeholders and continued Grid Code development in spite of conflict between GRENLEC shareholder and GoG. • Developed detailed training programs for Jamaica MSET and OUR that address their most urgent training needs. • Worked with JPS to develop potential electric vehicle and energy efficiency programs consistent with new utility business model under the new tariff system.

Key Activities and Accomplishments of Task 1 During the Third Quarter of Year 2, USAID CARCEP made significant progress on legislative and regulatory framework improvement and technical assistance training with key stakeholders in Jamaica and the Eastern Caribbean beneficiary nations. Key Task 1 program activities and accomplishments during the third quarter are listed below:

Jamaica OUR – In response to a request from OUR, USAID CARCEP created a detailed workplan that would provide extensive technical assistance to support capacity building of OUR staff and Commissioners to best enable them to administer the tariff proceeding as well as identified ways to use expert consultants in a more targeted, controlled manner during the active tariff proceeding. USAID CARCEP advised OUR that its proposed approach raised the risk of using data not generated by the IRP and tariff proceeding process anticipated by the license and the JPS tariff application. The Task 1 team also encouraged OUR to take public input, especially from JPS, on the development of a Tariff Methodology Guidance and to provide a detailed explanation of what information should be included in the JPS application, making sure that JPS would provide the data needed for the tariff application as opposed to OUR developing the studies and data. Ultimately, OUR chose to use USAID CARCEP assistance only to develop the business plan requirements, and decided to seek international donor funding to hire consultants to develop a methodology for demand forecasting, rate of return on equity, productivity studies and wheeling rate tariffs. USAID CARCEP has a tentative schedule to offer the requested training for OUR in September 2017.

USAID CARCEP also met with OUR Office Secretary Peter Black in response to his request for USAID funding to support NARUC training and a regulatory partnership agreement with OUR. USAID CARCEP proposed a more cost effective workplan (estimated instead of NARUC’s ) through which it would address the introductory training or advanced training needs by bringing Thomas Welch to manage the courses. Unfortunately, this has not advanced, with the exception of the planned OUR staff training in September. Regarding the

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 9 regulatory partnership agreement, OUR Secretary Black agreed to a path forward to use NARUC for a peer-to-peer arrangement with a US state utility, without technical assistance training. USAID CARCEP will continue to offer training opportunities to the OUR Office.

MSET – On April 27, 2017, the USAID CARCEP team met with MSET Permanent Secretary Hilary Alexander to review MSET interest in a study on electrification of transport in Jamaica and to explore the status on the pending workplan offer. MSET expressed interest in a general study, and assigned responsibility to the MSET staff to provide comments on the proposed workplan, including a revised timeline. The Permanent Secretary expressed a strong interest in ensuring that the ongoing triennial CARICOM review of the Common External Tariff classifications included specific categories for electric vehicles, renewable energy, and energy efficiency equipment and systems. USAID CARCEP offered to support MSET staff in this effort. While we will continue to offer assistance to MSET on the workplan items and invite them to participate in training sessions, our understanding is that the MSET staff is currently fully engaged in implementing the IRP process, and does not have bandwidth to handle any additional work.

JPS – The Task 1 team supported USAID CARCEP efforts to finalize a NDA with JPS to enable next steps of engagement on grid integration and other technical projects. This was successfully concluded with solutions to JPS concerns and NDA execution on May 5, 2017.

The USAID CARCEP team also met with SVP Sheree Martin to explore how we can support JPS as considers potential new business models for the utility, including an electric vehicle program and energy services company. In response to JPS interest in an initiative to promote reliable energy efficient equipment, the Task 1 team shared information on the Energy Star program (administered by US EPA and US DOE) and provided contact information to JPS. This initiative could accelerate public access to needed information and labeling on EE equipment.

Public Outreach – USAID CARCEP experts presented at the US Embassy’s Earth Day Observation Event on April 21st regarding Jamaica’s transition to a green energy economy.

Barbados USAID CARCEP conducted a three-day workshop in Barbados during June 24-26th for the Fair Trading Commission (FTC) commissioners and regulators on introductory regulatory issues essential to effectively administering the transition to renewable energy and related tariff-setting. Nineteen participants attended the workshop, and all feedback data collected indicated the course helped improve their understanding of regulatory responsibilities, principles, and decision- making methodology. USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 10 USAID CARCEP is scheduled to deliver a follow-on workshop to the Barbados FTC in the Fourth Quarter of Year 2 on detailed tariff development training.

Dominica Early in the quarter, USAID CARCEP provided advisory support to the Ministry of Kalinago Affairs regarding the interconnection agreement with DOMLEC. Our current understanding from the Ministry is that the Kalinago Community and DOMLEC had agreed in principle to the contents of an interconnection agreement.

Grenada USAID CARCEP collaborated with the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development to deliver the Grenada Grid Code Public Workshop, “Preparation and Promulgation of Electricity Sector Codes Workshop,” on May 17th. The purpose of the workshop was to brief key electricity sector stakeholders on the process supervised by the Ministry to seek input on the development and promulgation generation, transmission, distribution and supply Codes. Facilitated by Philipp Vanicek, the GIZ-funded Technical Advisor to the Grenada Ministry of Finance and Energy, this workshop was attended by nineteen participants from fourteen various public and private institutions including the Grenada Bureau of Standards, GRENLEC, GIZ, the Grenada Industrial Development Corporation, the National Water and Sewage Figure 2 USAID CARCEP team provides technical assistance at a training Authority, and the Energy Division session for the development of the Grenada Grid Codes of the Government. USAID CARCEP Task Leads Lib Butler and Dwight DaCosta developed and delivered the training alongside Mr. Vanicek and Billy Yancey, a Senior Vice President of EPE.

The USAID CARCEP team conducted detailed technical working meetings in Grenada with the Ministry of Finance and Energy and GRENLEC and is drafting the Codes based upon their input. In the next quarter, USAID CARCEP is planning to present draft Codes for GRENLEC and Ministry review, as well as hold a public workshop to encourage input from industry experts.

St. Lucia USAID CARCEP conducted consultations with stakeholder Ministries, such as MIPEL and the NURC, and later received letters of interest for technical assistance, including training needs.

St Vincent & the Grenadines The USAID CARCEP team met with St Vincent & the Grenadines’ Energy Director, Ellsworth Dacon, on May 26th to discuss development of a detailed work plan in response to the Ministry of National Security, Air and Sea Port Development Energy Unit’s request for USAID CARCEP technical assistance. This assistance would support recent legal and regulatory framework changes as well as new programs to develop geothermal and other renewable energy projects in support of SVG’s objective of generating 60% of electricity output from renewable energy sources by 2030. USAID CARCEP sent a draft work plan to Mr. Dacon, which is under review, and tentatively scheduled follow up during the Fourth Quarter of Year 2.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 11 Regional CARILEC/CAREC On the regional level, USAID CARCEP Task 1 and Task 2 Leads devoted significant support to the CARILEC Caribbean Renewable Energy Community (CAREC) platform, designed to be a virtual interactive learning and information-sharing website for the Caribbean clean energy sector. We coordinated extensively with CARILEC’s CAREC team, offering suggestions for webinar training topics designed to foster growth in the RE/EE sectors, and assumed responsibility for planning and presentations for two webinars, with a related social media and communications plan to promote those webinars and the upcoming CARILEC Engineers and Renewable Energy conferences. This regional webinar approach and CAREC library platform is a bright spot in our continuing efforts to maximize the impact of our technical assistance efforts and to share lessons learned with the entire Caribbean RE/EE community. CAREC also offers significant cost savings when compared to traditional technical assistance delivery.

CARCEP partnered with Econoler Inc. to deliver the third installment of a webinar series on Integrated Resource Planning being offered through CARILEC’s CAREC platform. The webinar, “Energy Transition Planning for Electric Utilities on Islands,” was held on May 30th and explored leading practices when planning for renewable energy, energy efficiency within island utilities, and the effectiveness of Integrated Resource Planning (IRP) when enhanced by a clear legislative and regulatory framework. Over 45 participants dialed in for the webinar, and it has been downloaded over 35 times since being made available online.

Top Achievements • Jamaica Public Service Company (JPS) and USAID CARCEP signed a non-disclosure agreement on May 5th; which was a requirement for advancing collaborative technical engagement activities. • In Grenada on May 17th, USAID CARCEP held a workshop titled “Preparation and Promulgation of Electricity Sector Codes Workshop,” in collaboration with the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development. USAID CARCEP also continued its development of the draft Grid Codes. • USAID CARCEP and CARILEC held high-level discussions and advanced their efforts under the Caribbean Smart Grid Working Group (CSGWG). The next meeting of the CSGWG is scheduled for Friday, July 28th, on the margins of CARILEC’s Engineers Conference that will be held in , Jamaica.

Key Activities and Accomplishments of Task 2 During the Third Quarter of Year 2, USAID CARCEP made significant progress towards optimizing variable renewable energy integration in Jamaica and the Eastern Caribbean. Key Task 2 program activities and accomplishments during the third quarter are listed below:

Jamaica JPS – JPS and USAID CARCEP finalized and signed a non-disclosure agreement on May 5th. This agreement was a necessary requirement for USAID CARCEP to conduct key interventions with JPS; as a result, USAID CARCEP anticipates progress on the following items for the remainder of calendar year 2017: • Training for energy meter reading and installations • Advisory regarding JPS’ consideration of a revised business model, as the utility considers the feasibility of adopting an ESCO model • Collaboration with JPS regarding the introduction of electric vehicles to Jamaica; currently a joint partnership with Knutsford Express is being considered • Support for implementation of a micro-grid pilot project in St. Elizabeth • Sponsorship of the next series for the JPS forum “Let’s Talk Renewable”

Despite the recent change in CEO leadership at JPS, USAID CARCEP’s relationship remains close with many key staff. However, it should be noted that as new leadership takes control, this will result in some delays on previously agreed upon next steps for engagement and activities. New CEO Emanuel DaRosa is expected to formally assume his role in the remainder of FY17 and into FY18, and there have been indications that key decision-makers within the JPS may wait to secure his buy-in before adopting new initiatives.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 14 Public Outreach – Task 1 Lead Elizabeth Butler and Task 2 Lead Dwight DaCosta gave a presentation at the US Embassy’s Earth Day Observation Event on April 21. This was part of USAID CARCEP’s robust participation in the event, other details of which will be included under Task 1’s Jamaica report. Figure 3 Task 1 Lead Elizabeth Butler presents to a lively Grenada audience at the US Embassy’s Earth Day Celebration Task 2 Lead Dwight DaCosta played a large role in implementing USAID CARCEP’s “Preparation and Promulgation of Electricity Sector Codes Workshop” that was held on May 17th in Grenada with the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Developed. This workshop, which combined Tasks 1 legal and regulatory with Task 2 technical advisory topics, was covered in detail under Task 1’s Grenada report. Following the workshop, the Task 2 Lead continued technical assistance engagement with GRENLEC focused on the development of the draft Grid Codes for Grenada.

Regional Caribbean Smart Grid Working Group/CARILEC – USAID CARCEP met with the new Executive Director of CARILEC to discuss the work plan and partnerships on key upcoming conferences and events scheduled for the Fourth Quarter of Year 2 and the First Quarter of Year 3. Following this meeting, the Task 2 Lead was able to move forward with several key plans, including scheduling the next Caribbean Smart Grid Working Group (CSGWG) meeting for Friday, July 28th, at CARILEC’s upcoming Engineers Conference in Montego Bay. In particular, the Task 2 Lead expect that the CSGWG members will complete their country-level specific Terms of Reference (TOR) and identify stakeholder members, potentially through local- level working group meetings.

Challenges/Solutions USAID CARCEP is pleased to have resolved two key challenges with the signing of the JPS NDA and the alignment with CARICOM on Task 6 work in the Third Quarter of Year 2. The remaining challenge is MSET’s slow response and engagement on key interventions, though USAID CARCEP remains committed to working with this key partner in upcoming quarters.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 15 TASK 3: ACCELERATING PRIVATE SECTOR CLEAN ENERGY INVESTMENT Top Achievements • Presented on its energy audit results for the YMCA’s Kingston branch to its Board of Directors identifying a potential 85% reduction in its electricity bill. • Signed a letter of support for Alquimi, an agricultural company with an innovative solar greenhouse approach, who requested assistance for a new Jamaican undertaking in partnership with a local supermarket chain. • Added local staff and began development curriculum and training material to assist PCJ in executing the USD International Development Bank (IDB) loan for public sector improvement in energy efficiency and energy conservation.

Key Activities and Accomplishments of Task 3 During the quarter, USAID CARCEP continued Task 3 with a primary emphasis on increasing investments in clean energy and to catalyze the positive multipliers resulting from energy efficiency, energy conservation, and climate mitigation throughout Jamaica and the Eastern Caribbean beneficiary nations. The main areas of focus are as follows:

Jamaica YMCA Energy Presentation – USAID CARCEP conducted a presentation at the YMCA Kingston branch on May 8, based on the key results from the energy audit completed in the First Quarter of Year 2. The presentation focused on critical energy conversion opportunities and assessed the financial impact of implementing the recommendations. The audit identified a potential 85% reduction in YMCA’s electricity bill, with an investment capital requirement of , a project IRR of 28%, and a simple payback of slightly over three years. Alquimi Solar Greenhouse Company – USAID CARCEP signed a letter of support with Alquimi Solar Greenhouse Company. Alquimi develops innovative greenhouse projects operating on self-sustainable renewable energy systems and is in a partnership with the GraceKennedy Group, which owns the second largest supermarket chain in Jamaica (Hi-Lo Food Stores). The letter of support highlights potential engagement with USAID CARCEP in several key areas, including: 1. Access to financing 2. Local community outreach (including local farm integration and labor force readiness) 3. Stakeholder coordination among central and local government levels as well as outreach to potential partners

Petroleum Corporation of Jamaica (PCJ) training curriculum – USAID CARCEP is finalizing

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 16 the curriculum and course material to conduct training with the Petroleum Corporation of Jamaica (PCJ), which is executing a IDB funded EE and RE project aimed at reducing energy consumption in public buildings. The overall goal of the training is to improve PCJ’s capacity so that it can meet its program funding requirements to ensure project success.

Eight Rivers’ 33.1 MW Solar Farm – As part of the efforts to explore opportunities to support Utility Scale Developers who are adding a significant amount of renewable energy to the utility grid in Jamaica, the USAID CARCEP team met with key developers from the Eight Rivers Energy Company Limited (EREC), regarding its ambitious 33.1 megawatt solar photovoltaic (PV) power generation facility at Paradise Park in Westmoreland. USAID CARCEP agreed to develop a training program for potential employment applicants from Westmoreland and the surrounding communities. This program is projected to be implemented either late in the Fourth Quarter of Year 2 or the First Quarter of Year 3.

USAID Development Credit Authority (DCA) – USAID CARCEP met with James Burrowes, Director in the Office of Program, Policy & Management, and Ana Luisa Pinto, the Portfolio Manager for the LAC and E&E Regions, regarding the DCA’s presence in Jamaica. USAID DCA provided an overview of the relationships it maintains with several local banks in Jamaica, and noted the existence of an untapped in loans available to the banks for renewable energy projects. USAID CARCEP committed to work with DCA to help identify potential borrowers as well as to follow up with the First Global Bank regarding their comfort with energy- related financing; however, it was acknowledged that DCA’s 50% guarantee was less favorable than the terms offered by the Development Bank of Jamaica (DBJ) which offers energy sector loans at an 85% guarantee.

Antigua Chamber of Commerce and Industry – USAID CARCEP met with the Antiguan Chamber of Commerce and Industry to introduce the program and explore avenues of collaboration to increase private sector renewable energy and energy efficiency investments, as well as to encourage the transition of existing energy companies into ESCOs. The Chamber agreed to explore the potential interest and benefit of an Energy Efficiency workshop for its manufacturing sector members.

Regional CARILEC NABCEP Training – USAID CARCEP Task 3 Advisor Owen Gunning completed the North American Board of Certified Energy Practitioners’ (NABCEP) Certified PV Installation Training, held in St Vincent from May 29-June 6th. The goal of the training was to strengthen USAID CARCEP’s capacity and instructor certification status, bolstering our ability to instruct installers and financial institutions on how to handle this type of project funding. Mr. Gunning followed the one-week workshop by completing, and passing, the NABCEP PV Associate Credential, which is the first in a three-part requirement for Mr. Gunning to be able to train others in solar installation, operation, and maintenance.

MPC Capital Caribbean Renewable Fund – USAID CARCEP met with David Delaire, Head of MPC Capital’s Asset Management of Renewable Energies, who is establishing an investment fund of renewable energy projects throughout the Caribbean. Mr. Delaire provided an overview of the fund’s progress to date, as well as information regarding the size and specifics of projects that would interest the fund. USAID CARCEP committed to refer potential projects to Mr. Delaire’s fund, and put him in contact with Alquimi, mentioned above.

Clean Energy Finance Summit – Task 3 Lead Dwight DaCosta and Mr. Gunning represented USAID CARCEP at the Clean Energy Finance Summit, June 13-15th, in Miami, Florida. Co- hosted by the Latin American and Caribbean Council on Renewable Energy (LAC-CORE) and private company Green Power Global, the summit provided USAID CARCEP with an

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 17 opportunity to meet with RE companies interested in investing in Caribbean projects. In particular, Mr. DaCosta and Mr. Gunning met with CleanTech Methods, a German utility company, on their ability to adopt an ESCO model, which may be a valuable example that could be shared with JPS as it considers pursuing something similar, as was discussed in Task 2.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 18 TASK 4: ENERGY EFFICIENT BENCHMARKING IN THE HOTEL AND TOURISM SECTOR Top Achievements • USAID CARCEP conducted the third installment of its Energy Benchmarking Training (EBT) Workshop in Antigua from May 24-25th. The workshop saw 20 participants from 11 different hotels and engagement among the group was high. • In partnership with Energy Dynamics Limited (EDL), USAID CARCEP conducted four energy audits for hotels from St. Lucia that requested assistance following an EBT workshop held there in the Second Quarter in Year 2. • The Energy Benchmarking Tool (EBT) also garnered strong interest from various USG entities. USAID CARCEP responded to a request from the Department of Energy to conduct a webinar walking DOE through the tool on May 28th.

USAID CARCEP would like to acknowledge the death of our esteemed colleague, Hugh Cresser, in this report. We were saddened by his death and the loss of a valued team member. No true replacement is possible, but we continue to search for new talent to work on Task 4.

Key Activities and Accomplishments of Task 4 During the Third Quarter, USAID CARCEP made significant progress towards energy efficiency benchmarking in the hotel and tourism sector in the Eastern Caribbean beneficiary nations. Key Task 4 program activities and accomplishments during the third quarter are listed below:

Jamaica Jamaica Manufacturer’s Association (JMA) Proposed Headquarters Audit – USAID CARCEP met with the JMA Executive Director on June 6th to finalize details regarding an energy audit of JMA’s headquarters in Kingston, as well as timing for CARCEP-hosted EE workshop for membership to be held in September 2017. Audit of the headquarters will be used as demonstration to demonstrate the value of EE investments to the membership.

Meeting with the Jamaican Minister of Tourism – While an EBT training workshop was held for members of the JHTA in January, many of the hotels in Jamaica are not members of JHTA. Additional outreach to a broader range of hotels is being discussed with the Ministry.

Pan American Health Organization (PAHO) – On behalf of the Task 3 Lead, Task 4 Lead John Marcocchio met with PAHO on June 5th to discuss potential collaboration with the PAHO Smart Hospitals project, which is introducing key data gathering and analytics practices to its disbursed network of health facilities throughout the Caribbean. USAID CARCEP and PAHO are in discussion to adapt the Energy Benchmarking Tool for use in the Smart Hospitals project, so that facilities can implement energy-efficiency measures to reduce the operations and maintenance costs of their buildings and redirect those critical funds to the improvement of healthcare services for patients.

Antigua Energy Benchmarking Workshop – USAID CARCEP hosted the third installment of its Energy Benchmarking Tool Workshops in Antigua during May 24-25th. The workshop educated representatives from participating hotels on the value of energy conservation and energy efficiency, as well as renewable energy measures that can be implemented for hotel properties to reduce energy costs. While the training was appreciated and participant engagement was high, some concern was voiced regarding the Antiguan government’s current policy prohibiting independent electrical generation, including stand-by generators.

20 participants from 11 hotels attended the workshop; all of the surveyed participants indicated that the training was relevant, the energy benchmarking tool was useful, and they anticipate using the tool. Gathered feedback included the following: • “I think the benchmarking is the breakthrough for me to explain to my superior the way to go in energy efficiency and how much it would save them in the long run.” • “Course content presentation was excellent. The possibilities for better management of energy resources are remarkable.” • “The training was an eye opener. It opened my eyes to many ways of saving and renewable energy.”

The fourth and fifth installments for the Energy Benchmarking Workshop are planned for Grenada July 5 - 6 and St Vincent Aug. 9 - 10. As the hotel community in Dominica is small, participants from Dominica will be invited to attend the workshop in St. Vincent. The overall consensus among the CARCEP team attending the meetings is that absent an effort to influence the government to make legislative changes to the existing electrical act, little progress will be made to maximize RE penetration in the country.

Barbados Barbados Renewable Energy Association (BREA) – Throughout the quarter, USAID CARCEP met BREA on numerous occasions to discuss a number of collaboration initiatives, including: • BREA’s greening of the hotels initiative • The creation of regional RE associations operating under one umbrella • Providing regional CEM training

Since BREA initiatives and USAID CARCEP objectives are closely aligned, opportunities exist for numerous collaborative efforts which are being pursued.

Barbados Hotel & Tourism Association (BHTA) – USAID CARCEP met with the BHTA on May 30 to discuss the opportunity to put on an EBT training program for their membership. BHTA has been the recipient of significant efforts from the CHENACT program as such their membership requires a tailor made EBT workshop. The date for the workshop is pending.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 20 St. Lucia Hotel Audits Completed – The EDL (Energy Dynamics Ltd.) energy audit team completed the site visit component of energy audits for four (4) hotels; namely; Jade Mountain Resort (Small), St James Club (Large), Sugar Beach Resort (Medium) and Bel Jou Hotel (Medium). The site visit component of the audit was conducted from 23rd to 30th May, 2017, by two teams comprised of three auditors each. Results of the audits have been circulated to all hotels, and USAID CARCEP anticipates providing follow-up support should the hotels seek to implement EE/RE projects resulting from audit recommendations.

Regional Department of Energy (DOE) Webinar – On June 28, USAID CARCEP put on a webinar titled; Virtual Walk through of USAID CARCEP's Energy Benchmarking Tool, for 26 participants, mainly from DOE. The webinar was well received and has sparked interest for different applications coming from DOE. More information regarding the session is found in the Task 5 section of this report.

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 21 TASK 5: COORDINATION AND PROMOTION OF USAID AND USG INTER-AGENCY ACTIVITIES Top Achievements • Engaged with all major U.S. Government Donors and Stakeholders seeking to support renewable energy and energy efficiency in the Caribbean region. • Briefed multilateral and international donor agencies focused on policy and project development in the Caribbean. • Worked with Task 4 to coordinate webinar with the U.S. Department of Energy on USAID CARCEP’s energy benchmarking tool for over twenty-five representatives from four USG agencies. • Developed strategy to maintain regular contact with U.S. Government stakeholders as well as international donors and to facilitate support for private sector interested in pursuing renewable energy and energy efficiency in the Caribbean.

Key Activities and Accomplishments of Task 5 USAID CARCEP continued to build strong ties to donor banks, organizations, and entities focused on renewable energy development in the Caribbean. This included an extensive outreach effort that sought to connect, or re-connect, with USG and other International stakeholders. CARCEP conducted meetings with the US Department of State, US Department of Commerce International Trade Agency and Trade Mission to the Caribbean, the US Department of Energy, the US Trade and Development Agency, the Overseas Private Investment Corporation, and the US Export-Import Bank. All USG entities expressed a desire to maintain ongoing communications with CARCEP and a willingness to seek ways to collaborate on Caribbean energy projects.

One example of coordination with the USG was a USAID CARCEP webinar presentation that was held in June with the US Department of Energy Office of Energy Efficiency and Renewable Energy. This webinar featured USAID CARCEP’s Energy Benchmarking Tool (EBT) and was received with immense interest. It led to a discussion among the twenty-three participants from four different USG entities (U.S. Department of Energy, U.S. Department of State, USAID, and USTDA). USAID CARCEP will pursue follow-up conversations to establish potential opportunities for collaborations or promotion of the EBT.

In addition to USG entities, USAID CARCEP Task 5 Lead Joe Figueiredo also met with the World Bank, the International Renewable Energy Agency, and the UAE Clean Energy Investment Fund as well as with a representatives from the Atlantic Council and a few U.S. private sector companies interested in pursuing renewable energy projects in the Caribbean. These meetings established relationships that will advance efforts to encourage cleaner energy development in the Caribbean as well as help ensure that technical assistance efforts are coordinated to maximize efforts and eliminate redundancy. The two key benefits from these engagements are establishing USAID CARCEP as a major player active in the Caribbean, and showcasing its capabilities and willingness to implement programs in close coordination with other large international donor agencies.

As part of the regional outreach effort, Chief of Party Dan Potash presented on electric vehicles at the CARILEC CEO and Finance Conference. This conference was an opportunity for USAID CARCEP to interact with various new and existing stakeholders and partners and provide an

USAID CARCEP established new partnership initiatives and linkages with three additional entities, listed as follows: 1. International Renewable Energy Agency (IRENA) Sustainable Energy Marketplace Program, which is seeking to create a map of renewable energy projects that are in the advanced stages of development but require additional assistance to get projects off the ground. 2. The Atlantic Council Global Energy Center, a DC-based think tank which has expressed a willingness, through discussions with David Goldwyn, Chairman of the Atlantic Councils Energy Advisory Board, to host CARCEP experts for small group or panel discussions focused on clean energy in the Caribbean. 3. Participation in CAREC organized webinars showcased CARCEPs technical knowledge and regional expertise on integrated resource planning (IRP), smart grid and energy storage; helping establish a platform from which to pursue additional technical assistance programs with Caribbean countries.

Top Achievements • Established USAID CARCEP contract containing the inclusion of the Task 6 Scope of Work. • Created and confirmed Year 1 work plan with CARICOM. • Had several follow-up calls and meetings with CARICOM and GiZ emanating from Mid- Term Planning Meeting in Guyana. • Began Implementation on Renewable Energy Atlas, apprentice program and continued work on CARCEP tasks in common with CARICOM: energy training, integrated utility service model, and integrated utility service model

Key Activities and Accomplishments of Task 6 Task 6 is an additional work stream added to USAID CARCEP’s scope and contract by USAID in the Third Quarter of Year 2. Key activities this quarter included establishing USAID CARCEP’s contract modification, and confirming target interventions with CARICOM. Other notable program activities and accomplishments during the third quarter are listed below.

Regional CARICOM designated Gary Jackson, based in Kingston, Jamaica, to be project manager for Renewable Energy Apprentice Program. Dr. Jackson was formerly CEO of CARILEC and is an energy expert in the region. He heads an NGO that seeks to bridge the gap between academia and industry, so that newly minted graduates are well-suited to deploy effectively into the workforce.

USAID CARCEP held a series of meetings with various potential training organizations which can serve as a continuing platform after CARCEP program ends. Energy training is a combined task with Task 3.

USAID CARCEP developed an engagement process with CARICOM whereby USAID CARCEP technical experts have observer status in the CARICOM-promoted process of setting standards for building codes in the Caribbean. Regional building codes is also included in Task 3.

Integrated Utility Services (IUS) model is the task of standing up new business lines for incumbent utilities, in promoting energy efficiency and distributed energy systems located at customers locations. Support to CARICOM has in this Task has to be carefully correlated with support to JPS called for in Task 2 and with other utilities in Task 3. We met with JPS to discuss certain pilot activities, and with CARICOM’s consultants who are preparing a region-wide report that is due in the next quarter. USAID CARCEP also came to agreement with CARICOM that they will avail USAID CARCEP’s advice on the legal and regulatory aspects of IUS.

USAID CARCEP hired a specialist subcontractor to create a terms of reference towards CARICOM Integrated Renewable Energy Atlas, and a first draft of the report was received just after the end of the quarter. CARICOM now realizes the execution will more than exhaust USAID CARCEP support and they are exploring additional opportunities for funding resources.

CARICOM and USAID CARCEP are collaborating towards the Program for Integrating Renewable Energy, and are planning to jointly produce a workshop at CARILEC Engineering Conference scheduled for July 2017.

CARICOM requested USAID CARCEP contribute technically on geothermal energy by creating a webinar on PPA and other non-engineering oriented matters. Shortly after the quarter ended, CARICOM requested they needed more preparation before the next meeting, so no action is needed now. However, there was a request to have a separate call about possible support to Saint Kitts and Nevis.

CARILEC CEO and Finance Conference – USAID CARCEP attended CARILEC’s CEO and Finance Conference, held in St. Lucia from May 16-19th. USAID CARCEP COP Dan Potash delivered a presentation at the conference, “Electric Vehicles: Panacea and Savior,” which provided an assessment of the current market, potential for impact upon wide-scale adoption, and Caribbean-centric analysis of policy and costs of adoption. This activity also overlaps with Task 5, as it promotes USAID CARCEP efforts and involves engaging with stakeholder entities interested in CE development in the region.

During the conference, Mr. Potash met with the CARILEC CEO to plan collaboration on Smart Grid, which involves CARICOM as member of the Steering Committee of the Caribbean Smart Grid Working Group.

Challenges/Solutions Task 6 and USAID CARCEP’s relationship with CARICOM have been largely established in the Third Quarter. Remaining challenges and solutions are set forth below.

Communication, Training and Events

The Grenada Grid Code Public Workshop On May 17, USAID CARCEP in collaboration with the Grenada Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development conducted a workshop for the preparation and promulgation of electricity sector codes that will govern the sector’s operation. The workshop which was held at the Public Workers Union Building in St. George's, Grenada briefed key electricity sector stakeholders on the process supervised by the Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development to develop Electricity Sector Grid Figure 2 – USAID CARCEP team provides technical assistance at a training session for Codes, and to seek input in the development and the development of the Grenada Grid Codes promulgation of Generation, Transmission & Distribution, and Supply Codes.

Nineteen representatives from the Ministry’s energy division, GRENLEC, Grenada Bureau of Standards, National Telecommunications Regulatory Commission and 10 other institutions participated in the workshop. Outcomes of the initiative included recommendations that the Ministry and USAID CARCEP can reference in drafting of the Codes. A follow-up public workshop will be held in the next quarter to encourage public comments on the drafted grid codes.

Energy Efficiency Training Workshop (Antigua) USAID CARCEP continued the implementation of its hotel energy efficiency training program with the staging of the third workshop for hoteliers in Antigua. The training workshop was held at the Halcyon Cove Hotel on May 25 and 26 and saw participation from 14 participants representing eight hotels, the Antigua Hotel and Tourism Association and the Ministry of Tourism. As done at the previous workshops, a practical demonstration session featuring the Energy Benchmarking Tool was conducted to orient participants on how to create hotel profiles and input consumption data. Webinar: Planning for Energy Transitions in Electric Utilities on Islands Continued collaboration with CARILEC this quarter resulted in the utilization of their CAREC online platform to commence a series of training webinars focused on RE/EE topics. The first webinar was conducted on May 30 and USAID CARCEP’s Task 1 Lead, Elizabeth Butler delivered presentation alongside Pierre Langlois of Econoler Inc. The webinar which was the final sequence in a 3-part series titled “Planning for Energy Transitions in Electric Utilities on Islands” aimed at helping participants understand how effective Integrated Resource Planning (IRP) is enhanced by a clear legislative and regulatory framework through the establishment of (1) an inclusive, collaborative process; (2) criteria to guide development of a Plan that will address a utility’s future supply and demand requirements using a combination of generation and demand/supply side management measures that minimize costs and risks for the utility and its customers, while enhancing achievement of national economic development and environmental policy goals; and (3) coordinated data reporting and assessment to support IRP development. Presentation from Econoler Inc. focused on demand side management (DSM) at the end-user level to offset carbon emissions and generate value for island stakeholders.

Forty-five (45) attendees from several organizations across the region and internationally tuned into the webinar, and the webinar has been downloaded over thirty-five (35) times since being made available online. The use of this distant learning tool is a part of USAID CARCEP’s strategy to achieve its Task 1 obligation of supporting legal and regulatory training for Integrated Resource Planning. The next webinar will be conducted at the beginning of the next quarter and will explore the enablers and drivers for Smart Grid development in the Caribbean

Barbados Fair Trading Commission (FTC) Training Workshop USAID CARCEP supported the Fair Trading Commission (FTC) in Barbados with technical assistance for commissioners and regulators. The FTC hosted USAID CARCEP for a three-day workshop held in Barbados during June 24-26th on introductory regulatory issues. Nineteen participants attended the workshop, and all of the feedback data collected indicated the course topics were helpful in improving their understanding of the FTC regulatory responsibilities, principles, and decision-making methodology. USAID CARCEP is scheduled to deliver a Figure 1 – International Consultant, Tom Welch presents to the follow-on workshop to the Barbados FTC in the Fourth regulators, commissioners and other staff of the Barbados Fair Trading Commission Quarter of Year 2.

Feedback from participants: • “The course reinforced my understanding of the FTC already does as well as revealing new things that we need to be doing.” • “The facilitators were experienced and knowledgeable [sic].”

USAID CARCEP Newsletter During the reported period, USAID CARCEP published its first program newsletter, online and in print, which serves as an informational tool to (re)introduce the program to stakeholders. Towards this end, this edition highlighted major program activities that occurred under each tasks during Year 1 through to the ending of Year 2 Q2.

The newsletter was disseminated primarily online at the end of the Q3 and the performance metrics indicates over 90 reads and 200 impression to-date. The online link will be further shared to optimize readership. The next edition is scheduled to be release in December 2017.

CARCEPs Monitoring and Evaluation (M&E) strategy is a concerted and ongoing effort to diligently collect and track our indicators to ensure that our efforts are appropriately matched with results. The CARCEP M&E Advisor follows progress daily and is responsible for conducting weekly assessments of activities and indicators. The M&E data sheet below reflects changes made in the 2016 GCC indicator sheet and the FY2016 master indicator list. It also includes comments to help clarify the data being presented.

Quarter 2 saw the initialization the CaribShare Biogas Project, which will include a potential reservoir for methane storage. At this nascent stage of the project, the biogas generated from the waste collected is not being stored, but storage is planned in future phases of the project. The amount of methane emissions reduced, sequestered, and/or avoided as a result of this storage process will be reflected in subsequent quarters. The methane will be expressed as equivalent CO2e.

2) EG 12-7 Projected greenhouse gas emissions reduced or avoided through 2030 from adopted laws, policies, regulations, or technologies related to clean energy as supported by USG assistance

Year 2 Annual Target 5,418 Metric tons CO2e Year to Date Actual 17,966 Metric tons CO2e Q3 Actual 17,966 Metric tons CO2e Comments The Year to Date Actual of projected greenhouse gas emissions reduced or avoided through 2030 of 17,966 tons CO2e, is based on the total projected GHG emissions reduced or avoided by two projects: The CaribShare Biogas Project (7,320 tons CO2e) and The National Education Trust School Solar and Energy Efficiency Project (10,646 tons CO2e). The USAID CARCEP team used the Clean Energy Emission Reduction (CLEER) Tool (https://www.cleertool.org/) to quantify GHG emissions reduced or avoided through 2030. The team made some assumptions and calculated the estimated amount of electricity each project will produce on a yearly basis. This estimated value was entered into the CLEER Tool and the greenhouse emissions reduced or avoided was projected through 2030. For future reporting, CARCEP will reevaluate this methodology to account for methane sequestration, if appropriate. The CLEER Tool reported 7,320 tons CO2e for the CaribShare Biogas Project, stemming from an expected production of 600,000 kWh of electricity each year. The 600,000 kWh is based on CaribShare’s estimations of 100kW of electricity for 20 hours a day for approximately 300 days in a year which results to 600,000 kWh a year. The following equation was used to estimate the electricity produced per year for The CaribShare Biogas Project:

The 900,000 kWh is based on School Solar and Energy Efficiency Project’s estimations of 30kW of electricity for 5 hours a day for approximately 200 days in a year for each school, which results to 900,000 kWh a year, when the 30 schools are taken into consideration. The following equation was used to estimate the electricity produce per year for The National Education Trust School Solar and Energy Efficiency Project:

This project consists of a biogas plant that takes organic waste from hotels in Montego Bay and combines it with waste from pig farmers in Trelawny to produce biogas that has high methane content. The biogas is then used as a fuel in a special generator to produce electricity for a waste treatment plant. USAID CARCEP provided technical support related to the loan application. With USAID CARCEP technical assistance, the Development Bank of Jamaica (DBJ) decided to invest in the joint project between the Ministry of Education and the National Education Trust to install photovoltaic (solar) panels in 30 secondary schools across thirteen parishes in Jamaica. The objectives of this project include reducing electricity costs for the schools and encouraging a culture of energy conservation and energy efficiency. USAID CARCEP provided technical support to conduct the structural analysis needed to safely hold solar panels on school roofs and advised on the financial proposal structure. With USAID CARCEP technical assistance, the PetroCaribe Development Fund decided to invest ) in the Glenmuir High School Energy (Pilot) Project to enhance the schools energy management policy and build awareness on energy efficiency.

MSET, OUR: USAID CARCEP met with Jamaica’s Ministry of Science, Energy and Technology (MSET) and Office of Utilities Regulation (OUR) staff to develop a 2017 work plan for technical assistance. 7. USAID CARCEP is implementing a grants program, The Clean Energy Innovation Fund, which will be administered throughout the four and a half years of project implementation. With a funding total of , the Fund is structured requiring individual recipients to acquire and leverage outside funding, as grants will be awarded in fixed amounts ranging from US to , and for any duration up to a maximum of two years.

The Fund encourages local communities, NGOs, and stakeholders to participate in and contribute local solutions toward the goals set by CARCEP. The Fund aims to use grants and subcontracts to assist interested entities in the Caribbean to overcome barriers to project development, accelerate CE project financing, and bolster EE initiatives.

In 2016, after receiving significant interest, three Call for Concepts were made and from over thirty applications, nine were selected for evaluation, and four have been approved for funding:

• The Caribshare Company Limited in Jamaica • The Small Business Association of Barbados • The University of the West Indies • Megapower Limited, (Barbados)

USAID CARCEP officially awarded its first Grant in April 2017 to The Caribshare Company Ltd. The Grant, totaling , will fund Phase II of Caribshare’s Waste to Energy Pilot Program as it meets six (6) milestones during the period of April 2017 to March 2018.

While evaluation of all the submitted programs is ongoing, it is anticipated that three new Grants will be awarded in the next Quarter – Megapower Ltd, Small Business Association of Barbados, and Women’s Media Watch, Jamaica.

USAID CARCEP is also considering making another Call for Concepts in the next Quarter. The criteria for new proposals will include ideas and programs that closely align with USAID CARCEP Task objectives. Participation will continue to be encouraged from eligible organizations such as private entities, financial, research and educational institutions, clean energy developers, businesses using and selling energy equipment, NGO’s, local community groups, youth groups and gender focused groups.

The technical team along with the Grants Manager will continue to monitor and work with successful grantees to ensure optimal performance and utilization of the funds disbursed. The team will also continue to assist with the capacity building of individuals that have applied to the grants program.

Challenges/Solutions

USAID Caribbean Clean Energy Program Year 2 Quarterly Report, April 1, 2017 – June 30, 2017 41 Gender Inclusion Activities Energy and gender issues differ by country, region, and situation. Systematic gender-sensitive analysis invariably reveals gender-differentiated energy needs and priorities. Mainstreaming gender also involves examining the organizational, institutional, and corporate environment in which energy projects are situated, developing a strategy to assess and build organizational capacity for addressing gender concerns, and undertaking a participatory process to create consensus among stakeholders and partners. All activities implemented through CARCEP aim to be responsive to issues of inclusion and gender; as well as to the needs of disadvantaged groups. In addition, CARCEP seeks to ensure that assistance provided, whether it be technical or financial, is beneficial to all groups of males and females, including traditionally marginalized groups such as rural communities, inner city youth, and the disabled. The overall approach taken by CARCEP is broken down into five primary tasks that drive the inclusion of women CARCEP Task 1: Improving Enabling Environment for Clean Energy Development 1. Review and make recommendations for new and emerging policy and regulatory frameworks, including obstacles and opportunities to implementation, which: a. Ensure equality of access to energy sources, including clean energy, for all. b. Offer socially sustainable options 2. Offer training to CARCEP Staff and stakeholders on issues of Inclusion, Gender, Gender Equality, equality of outcomes and Gender Planning, which builds capacity to mainstream gender across all task areas. CARCEP Task 2: Optimizing Variable Renewable Energy Integration 1. Build capacity among relevant stakeholders to incorporate issues of energy, inclusion and gender, particularly as it relates to the generation and use of renewable energy; and to promote equality in outcomes by addressing barriers and other constraining factors to the development and implementation of RE initiatives. CARCEP Task 3: Accelerating Private Sector Clean Energy Investment 1. Develop performance measurement frameworks to assess the short, medium and long-term gender implications of energy sector initiatives; on which funding can be based. 2. Identify Inclusion and Gender Champions to support the need for investment in women-lead clean energy projects; or energy projects that disproportionately benefit women and other vulnerable groups. 3. Build capacity of potential funding agencies to identify and rate the gender implications of financing sustainable energy, particularly as it relates to the generation and use of RE. 4.
