Notice is hereby given in terms of the National Environmental Management Act, No 107 of 1998 (NEMA), Environmental Impact Assessment Regulations 2014, as amended (GN R.326) of the intention of Naturecell Africa RF (Pty) Ltd to develop a cellulose recovery plant and related infrastructure in Wadeville, Ekurhuleni Metropolitan Municipality, Gauteng Province.

Nature of Proposed Development The proposed cellulose recovery plant is one of the developments that will establish within the Wadestone Industrial Park. The plant’s objective is to recover cellulosic fibres, which are blended and treated to ultimately form a bonded mat product, which is then cut into batts and packaged as a final product for use in thermal and acoustical insulation applications.

Nature and Location of Proposed Development The proposed activity is located on a part of portion 273 of the farm Kilppoortie No 110-IR and Part of Erf 876 Wadeville X 50, which falls within the jurisdiction of The Ekurhuleni Metropolitan Municipality. The site is located north of Moore street, east of Arnold Road, south of Lamp / Snapper street and west of Osborn road. The site is approximately 2.3ha in extent.

Environmental Authorisation

The proposed development require environmental authorisation from the Competent Authority, i.e. the Gauteng Department of Agriculture and Rural Development (GDARD), in terms of the National Environmental Manament Act, No 107 of 1998 (NEMA): Environmental Impact Assessment (EIA) regulations 2014, as amended. The proposed project will to trigger listed activities in terms of the National Environmental Management: Waste Act, No. 59 of 2008, as amended (refer to Table 1). Activities triggered in Listing Notice 1 indicates that an application for environmental authorisation must be undertaken via a Basic Assessment Process.

5. BASIC ASSESSMENT PROCESS A Basic Assessment (BA) aims to provide an objective view of the potential environmental and social impacts that could arise during the planning, construction, operation and decommissioning phase of a proposed project. A critical element of the BA Process is the Public Participation Process that gives Interested and Affected Parties (I&APs) an opportunity to provide comments on a proposed development. The outcome of the BA Process is consicely presented and documented in the Basic Assessment Report (BAR) in order to provide the Conmpetent Authority with all ithe information in order to maka an informed decision.

The BAR content aligns with the requirements of Appendix 1 of the EIA regulations, 2014 (GN R982), as amended, and timeframes are strictly adhered to through careful management of process. Figure 2 provides a process flow diagram indicating the key tasks to be carried out for the BA Process.

A decision on the application for environmental authorisation through a BA process is usually reached within 107 days of receipt of the BAR by the Competent Authority. 6. PUBLIC PARTICIPATION PROCESS As an important element in undertaking the postponement application process for the proposed project, Zitholele Consulting will conduct the public participation process as set out in the NEMA EIA regulations, as amended. Applicable guidelines and best practice procedures will furthermore be taken into consideration. The public participation process will enable stakeholders to contribute to the process through information sharing and to review and comment on the postponement application documentation prior to submission to the licencing authority. The steps of the public participation component are outlined in Figure 3.

As part of the PPP, a 30-day public review and comment period, which provide the opportunity to review and comment on the draft BAR, will commence on 27 June 2019 and conclude on 29 July 2019. DECISION-MAKING (ENVIRONMENTAL AUTHORISATION) Based on the information provided in the final BAR, the Competent Authority will make a decision to grant or refuse environmental authorisation. The granting of environmental authorisation will allow the Applicant to proceed with implementing the proposed project activities. Once the Competent Authority has reached a decision, with regards to granting the environmental authorisation, all registered I&APs will be notified thereof within 14 days of the date of the decision. An appeal may be lodged against the decision made in terms of the National Environmental Management Act (107 of 1998) and National Appeal Regulations, 2014. I&APs will be notified of the decision made by the Competent Authority by means of the following:

• Via electronic mail; • Facsimile (to I&APs who do not have access to electronic mail); and • Registrered mail (to those I&APs who do not have access to electronic mail nor facsimile facilities).

The Basic Assessment Process will be concluded by the notification of I&APs of the decision made by the Competent Authority. 9. MV briefly explained the purpose and objectives of the meeting for the benefit 3.1 of the GDARD officials.

4 ACCEPTANCE OF AGENDA

The agenda was accepted. It was agreed that additional items for discussion 4.1 would be included under “General”.

5 PRESENTATION

MV introduced the client (Naturecell) and began with the presentation. MV 5.1 gave an overview of the project and the site description and explained what the project will entail and that it is more of a recycling plant.

5.2 Refer to Appendix C for a copy of the presentation slides and hand-outs.

6 MATTERS ARISING

TR asked whether the plant will produce waste from recovering the cellulose. AS explained that the process will recycle the waste generated after the 6.1 recovery of the cellulose. This means that the waste will also be reused onsite. TR asked who Naturecell’s service providers are for the pre- and post- consumer newsprints. AS explained that they have a contractor who will sell 6.2 the waste material to Naturecell. MV requested that AS present how the plant works. TMa highlighted that the waste management activity 2 of National Environmental Management: Waste Act, No 59 of 2008 (NEMWA), List of waste management activities (GN921) should be replaced with waste 6.3 management activity 3. MV confirmed that waste management activity 3 will be included and all relevant waste management and listed activities would be confirmed during the assessment process. TMa stated that the application is not an integrated application as only waste management activities is triggered. It is Waste Management License 6.4 application only. MV acknowledged the statement and confirmed that a WML application will be submitted. MV explained that a Basic Assessment process was undertaken for the larger industrial development for the developer, Growthpoint Properties, and existing Environmental Authorisation was issued for Wadeville extension 6.5 50 and 51. TMa asked which specialist studies were undertaken for these assessments? MV replied that heritage, ecological and wetland, and Traffic Impact Assessment were undertaken. TMa asked how old these studies were. MV responded that these studies were all less than 5 years old. TMa mentioned that the Traffic Impact Assessment (TIA) should be updated in line with the Waste Management License Application. MV replied that a 6.6 TIA was undertaken for the industrial complex development. It was however agreed that traffic assessment, which will take the existing TIA into account, will be undertaken to establish if additional impacts will result. TMa stated that an Air Quality study should be undertaken to provide concrete evidence that this project will not trigger listed activities in terms of 6.7 NEMAQA. MV reiterated that the potential air quality impacts were considered in relation to the proposed project and engagement with an air

quality specialist has been undertaken. This assessment confirmed that no air quality listed activities was triggered, however the air quality specialist will compile and assessment confirmation letter with recommendations to be included in the BAR. CC advised that a noise specialist should be appointed to indicate that there would not be any noise pollution caused by the plant. She also expressed concern about the number of employees the plant is going to hire. MV replied that during the initial screening and assessment of the proposed project, noise impacts was not considered to be a significant impact especially due 6.8 to the fact that the development is located within an industrial complex within an area zoned for industrial purposes and due to the fact that all activities would take place within an enclosed warehouse structure. It was nonetheless agreed that a noise specialist would undertake an assessment and provide recommendations regarding the need for noise impact assessment. TMa highlighted that specialist studies should be undertaken before 6.9 commencing with the PPP. The EAP and applicant agreed with this statement.

• Due to the continued growth in the South Africa’s waste generation, Naturecell intends to construct a cellulose plant to recover fibre from pre- and post-consumer newsprints. • The site has already been authorised and therefore no vegetation and ecological impacts assessments will be required. 6.
