I. INTRODUCTION The Productive Rural Infrastructure Development Project in the Central Highlands (The Project, 2014-2019) aims to rehabilitate and upgrade existing but deteriorated critical productive rural infrastructure in the 5 provinces (Lam Dong, Dak Nong, Dak Lak, Gia Lai and Kon Tum) of the Central Highlands. The long-term purpose of the project is to contribute to hungry alleviation and poverty reduction programs of the Government through sustainable development of the society, ecology and environment at community levels by developing infrastructures for production, improving socio- economic conditions and living standards of people in the area. The short-term objectives of the project are (i) to rehabilitate and upgrade deteriorated or damaged irrigation systems and rural infrastructures, which are serving for production in 05 provinces of Highlands. (ii) To strengthen management capacity and implementation of ODA projects; strengthen infrastructure management at community, province, district and commune levels to gradually improve living standards and conditions of the poor in the project area in the Central Highlands. (iii) To build models, institutional policies on "water saving irrigation technology for strategic and economic valuable plants" and "management and exploitation of irrigation schemes sustainably with the participation of all economic sectors ". One sub-project of The Project is “Repairing and upgrading A Dok irrigation infrastructure and rural roads in A Dok commune and Dak Doa town, Gia Lai province ”, that will be implemented in A Dok, Gla communes and Dak Doa town, Dak Doa district, Gia Lai province. Dak Doa town is center of Dak Doa district, while A Dok and Gla communes distance 11 – 15 km from district center towards southeast, in which Gla is between A Dok commune and Dak Doa town. The objectives of this sub-project are improving livelihood and quality of lives for local people through socio-economic development by effective rural infrastructures; approaching advantages in agricultural technologies; reducing productive costs as well as contributing in completing of New Rural Program. In specific, sub-project aim to enlarge irrigation area and upgrade connectivity between residential areas with productive areas in Dak Doa district. The objectives and scope of this IEE are to (i) assess the existing environmental conditions along and in the vicinity of the Sub-project; (ii) identify potential environmental impacts from the proposed components; (iii) evaluate and determine the significance of the impacts; (iv) develop an environmental management plan (EMP) detailing mitigation measures, monitoring activities, reporting requirements, institutional responsibilities and cost estimates to address adverse environmental impacts; and (v) carry-out public consultations to documentary issues/concerns that stakeholders may have on the sub-project and to ensure that such concerns are addressed in the sub-project design and mitigation measures. This Initial Environmental Examination (IEE) of the sub-project is prepared to meet the requirements of environmental safety of ADB and the environmental regulations of Government of Vietnam. POLICY FRAMEWORK, LEGISLATION AND MANAGEMENT 2.1 ADB policy ADB Safeguard Policy Statement (SPS) 2009 governs safeguards all its funded projects. The SPS 2009 clarifies reasons, scope and contents of the environmental assessment. The SPS emphasizes environmental and social sustainability in process of economic growth and poverty reduction in Asia and the Pacific, focusing on: i. Avoid adverse impacts of projects on the environment and affected people, where possible; ii. Minimize/mitigate and/or compensate for adverse impacts on the environment and affected people when avoidance is not possible; and iii. Help borrowers/clients to strengthen their safeguard systems and develop the capacity to manage environmental and social risks. The SPS requires preparing environmental safeguard documents in the process of preparing a project including environmental management plan (EMP). The borrower/client needs to monitor EMP implementation. The monitoring will identify outstanding issues of EMP implementation and propose appropriate mitigation measures. Periodic monitoring reports on EMP activities will be submitted to ADB every semi-annual during construction phase of the project. Moreover, all subprojects under the loan 3032-VIE need to follow the specific guidance on environmental assessments as stated in the Environmental Assessment Review Framework (EARF) of the project, prepared by the project owner and approved by ADB. The subprojects under loan 3032-VIE only categorized as Category B or C will be included in the list of eligible sub- projects for possible funding under the proposed Project. It is anticipated that all eligible sub- projects will fall into Category B, whereby some adverse environmental impacts are expected, but of a lesser extent. The subproject “Repairing and upgrading A Dok irrigation infrastructure and rural roads in A Dok commune and Dak Doa town, Gia Lai province” that is selected based on the project’s EARF, that may cause some adverse impacts to the environment that can mitigated with EMP, Therefore, an IEE needs to be prepared with an EMP enclosed. 2.2 Environment regulations of Vietnam government The project must also comply with the environmental regulations. The Vietnamese related- environmental legal framework comprises of the following issues: - The Law on Environmental Protection adopted by the National Assembly of the Socialist Republic of Vietnam dated January 01, 2015. The law regulates general environmental protection requirements, policies and resources for protecting the environment; - The Law on Labour adopted by the National Assembly of the Socialist Republic of Vietnam dated June 18, 2012 that regulates general requirement on safety and occupational health; - Decree No. 18/2015/NĐ-CP on April 01, 2015 of the Government that regulates on environmental protection planning, strategic environmental assessment, environmental impact assessment (EIA) and environmental protection plan (EPPs); - Decree No. 38/2015/ND-CP on June 15, 2015 of the Government that stipulates on waste and disposal management; - Decree No. 201/2013/NĐ-CP on November 27, 2013 of the Government that details the Law on water resources; - Circular No. 27/2015/TT-BTNMT on May 29, 2015 of the Ministry of Natural Resources and Environment (MONRE) that guides details on strategic environmental assessment, environmental impact assessment and environmental management plans; - Circular 36/2015/TT-BTNMT on June 30, 2015 of the Ministry of Natural Resources and Environment (MONRE) that stipulates on Hazardous waste management;

Components The sub-project will repair, upgrade and construct irrigation canals and their of the subproject head-works to enlarge irrigated area in A Dok, Glar communes and Dak Doa town as well as repair and upgrade a rural road from residential areas to productive areas. The details of those components include: (i) Irrigation component: repairing, upgrading Division structure of canals N1A, N1B and head works of Ya Kut canal; repairing and upgrading 8.53441 km of irrigation canals; (ii) Transportation component: repairing and upgrading 6.369 km of the road from A Dok commune to Dak Doa town passing Glar commune that will

The first section of N2 canal (from K0 to K0+715,20) will be trapezium shape with bottom width 1.2m, height 1.5m, the slope coefficient is =1.0. + The Yakut canal was solidified in 2005 with the first section is made of stone bxh=(0,4x0,6) m, 700m of length and it is now deteriorated. Upstream canal of Yakut is made of soil, 2.5 m of bottom width and slope coefficient is 1.0. Other roads that - The constructed and upgraded road will connect Dak Doa town with A Dok intersect with commune, which is started/intersected with gravel road at Pi Uom village of subproject’s Dak Doa town and ended/intersected with gravel road in A Dok commune; roads - The road in A Dok is located closely to provincial road no.79; The main - In Gia Lai province, there are two main river network including Se San and streams that Ba Rivers, which are reserving 23 billion cubic meters. While Se San river emerged from Truong - Other Son mountains with 3 branches are Dak Bla and Poko and Sa Thay rivers, streams this passing through Dak Doa (as natural boundary) Chu Pah, Ia Grai, Duc Co; - Gia Lai is high density of lakes/reservoirs including many large reservoirs, such as Bien Ho Lake, Ia Bang, An Khe – Knak, Ia Ly etc. However, within administrative boundary of Dak Doa district, there are 02 main reservoirs including Dak Di and Ia Bang, of those, Dak Di reservoir is the closed to sub- project area (in A Dok commune). There are other small streams within the sub-project area. However, these are usually dried out during dry season and formed as water flow in the rainy season;

a) For upgrading of Water Division Structure of N1A & N1B Canal; Construction Upstream of Yakut canal and N1 & N2 canal methods To ensure that water for cultivation will not be interrupted by construction activities, after cleaning construction sites, preparing worker camps and gathering materials, the following steps will be applied: - The canal will be built section by section. The constructed sections will be blocked in both endings by coffer-dams, then constructed from downstream towards upstream - Water will be diverted through the construction section by a side pipe. - In each section, it needs to clean soft soil layer, level its surface, prepares steel structures and then pour canal concrete. - Finally, it is completion activities e.g uninstallation of formwork, environmental recovery b) Road component: To ensure the construction activities will not interrupt travel of local people, the road will be built section by section. After cleaning the construction site, building worker camps and gathering materials, each section the following method will be applied - Firstly, it builds the road foundation by excavating soft soil layer, embanking low elevation sections and - Secondly it builds drainage systems, culverts

The team will be responsible for (i) Managing and repairing regularly minor damages of the works e.g landslide of slope sections or sediment places of canals so that the component can operate well. (ii) periodically maintaining/repairing once/seven years. The team will repair, replace damaged and downgraded sections or dredge sediment canal sections to restore the works as the original condition. For the rural road component: It will be managed by the Transport and Urban Work team under Dak Doa District PC. Regular maintenance activities will be taken place once/three months. Meanwhile periodical maintenance activities will be once/5 years. - Regular maintenance activities consist of repairing minor damages of road surface, painting or replacing damaged/lost signals, cleaning tree boughs etc; - Periodical maintenance activities consist of significant damages and repair requirement and costs for the activities must be approved by Dak Doa DPC; V. DESCRIPTION OF EXISTING ENVIRONMENT Results of survey and baseline environment data of the subproject area were collected by the safety policy consultant (EPC) in the middle of 4/2015 and later updated. DATA ITEM SUBPROJECT DATA 4.1 PROJECT LOCATION Town The sub-project locates in the surrounding area of 02 communes of A Dok (distance 15 km from Dak Doa Town) and Glar (distance 11 km from Dak Doa town) and 01 town of Dak Doa District Dak Doa Province Gia Lai Geographical position The sub-project is located in administrative boundary of Dak Doa district, Gia Lai province and related directly to 03 communes and town including A Dok and Glar communes, Dak Doa Town. General geographical coordination of sub-project as following: From X: 13.924744 to X: 13.998374, From Y: 108.081848 to Y: 108.117629 4.2 NATURAL ENVIRONMENTAL CONDITIONS - The public consultation and field visits indicated that the sub-project is located in the mountainous area without any industrial nor mining activities. In addition, the population density and the traffic density are low even along Provincial Road No.7C, that connecting A Dok, Glar communes and Dak Doa town. Therefore, no sign of the air quality pollution and degradation have been observed/recorded. - According to the report on Dak Lak environmental status in period Air quality 2011- 2015, the Environmental Protection Agency of Gia Lai collaborated with Consultancy Center of O.H.S & Environmental Technology to monitor general environmental condition in Gia Lai province, including Dak Doa district center quarterly. There were 10 parameters (such as dust, NO x, CO 2, SO 2, THC, H 2S, NH 3, O 3, Pb) had been collected and analyzed 3. The results in 2014 indicated that the air quality of the subproject area is good, with all parameters values well lower than the allowed limits of QCVN 05:2013/BTNMT; (See more details in annex 4). - The primary assessment during site visits has indicated that resident and traffic are main sources of noise and vibration. However, as described above, the sub-project is located in mountain area, deprived of industries and mining exploitations and with low traffic Noise and vibration density, therefore unaffected by noise pollution sources; - The Environmental Protection Agency of Gia Lai collaborated with Consultancy Center of O.H.S & Environmental Technology for monitoring noise pollution in Dak Doa town quarterly in 2014 as the same air quality monitoring locations. The results (49 – 59 dBA) indicated noise level of the sub- project area is much lower than allowed limits by National Technical Regulation on Noise level (QCVN 26:2010/BTNMT). Therefore, the ambient air is still not polluted by noise yet; (See more details in annex 4). The sub-project area is influenced by the tropical monsoon and plateau tropical monsoon climate. The year is divided into two distinct seasons: - The rainy season is from May to October (accounting for approximate 85% of annual rainfall) with main wind direction from west to south- west; - The dry season is from November to April of the next year (accounting for approximate 15% of annual rainfall) with wind direction from north-west to southeast; - According to meteorological data in Cheo Reo station and hydrological data in Ayun Ha station: The average annual rainfall is about 2,224 mm, the highest annual rainfall is 3,152 mm while the lowest is 1,648 mm and the number of rainy day is 158 days per year; The temperature of this area : ° Average annual temperature: 25.6 0C ° The highest temperature: 40.7 0C ° The lowest temperature: 8.5 0C; Air humidity : ° Humidity average /year: 81.6% ° The highest humidity: 94% ° The lowest humidity: 23.4%; Climate and natural Sunshine hour : disasters Total average number of sunshine hours is about 2200 hours per year, average sunshine hours per day is 6.8 hrs ; Wind : According to the meteorological data wind in area is depended on season and have two types of wind one directed Northeast and the other South-west. ° Average wind speed is 3.5 m /s; ° The maximum wind speed is 14 m/s Natural Disasters : - The main natural hazards in Central Highlands and in Gia Lai province consist substantially in drought in dry season and flood in rainy season. Other occasional hazards occurred in history, such as landslide, extreme wind, hail, extreme rainfalls and extreme hot days. - According to historical data on hydrometeorology, the concentration of rainfall in rain season from May – October could cause to emerge of streams in valleys, which are not available in dry season, and causing to flood with extreme as well as continuous rainfalls. These usually occur since June – September annually. In addition, the indirect impacts from tropical storms in East Sea also create heavy rain and resulting in floods; - In history, just in 2013, Gia Lai has been impacted by 07 tropical storm, 01 tropical depression and many floods, droughts, extreme

Since the many farm lands do not rely on irrigation work systems, the drought situation is mainly affected by the weather conditions. For instance, in Spring – Winter Crop of 2014-2015, Dak Doa District has been heavily affected by drought, with 600 ha of rice paddies and cash crops drying out to unproductive condition, mostly complete loss or decreased productivity, resulting in insufficient water for irrigation. The drought in 2016 affected to 143 ha of rice paddy and vegetables, of which 25 ha of rice paddy were damaged and 5 ha of rice paddies were destroyed Source : http://baogialai.com.vn/channel/721/201512/dak-doa-no-luc-chong- han-2418886/ ) Topography: The sub-project is in a sunken area surrounded by fields of rice, farm produce and coffee of A.Dơk, Glar communes and Dak Doa town, Dak Doa district. Topography in the area is relatively sloping from the east toward the west. Soil in the sub-project area has following layers: ° HC layer : It is a clay mixed vegetable humus layer in dark grey soft plastic state. This layer appears on topography surface with local, small distribution and only in the background of roads passing fields.. ° DD layer : It is embankment soil of the old road foundation and has clay brown, yellow, grey hard plastic state. This layer appears on surface topography with wide distribution area. ° Layer 1 : It is the grey mixed clay layer in grey soft plastic state. Topography and soil This layer appears shortly after the HC layer and has local small distribution area Its thickness varying from 0.70m to 1.80m. ° Layer 2 : It is a grey mixed blue-grey clay layer in hard plastic state. This layer appears shortly under the DD layer with a small distribution area, the thickness of this layer is about 1.40m ° Layer 3 : It is a vegetable humus mixed blue-grey clay layer in the soft plastic state. This layer appears under the layer 2 with a small distribution area, the thickness of the layer is more than 3.20m. ° Layer 4 : It is a grey-blue, grey clay layer in a plastic soft to hard state. This layer appears shortly under the layer DD, layer 1, layer 2, layer 3 with a wide distribution area and some others as stated in the FS report. Surface water resource - Although there are plenty of water surface sources in Gia Lai province, the surface water resource in communes and/or town of Dak Doa sub-project areas is limited. The largest surface water source in District is Dak Di reservoir in A Dok commune, which has been responding for irrigation of communes such as A Dok, Glar and

In addition, the surface water is also available in the irrigation canals of A Dok irrigation system. However, these sources mainly function for irrigation by local people; - There are also streams, which emerged in rainy season with high pollutants es pecially sediment ; Although the data for surface water quality is not available, the primary assessment has been conducted through site observations. The surface water is mostly used for irrigation with good quality Surface water quality visibly, however, the water quality change significant according to season. In rainy season, water quality affected by runoff and polluted by TSS parameter; Groundwater in the subproject area is without pressure and located at Underground water the depth of 10 m - 15 m and even deeper depending on location of wells. Local people exploit it for domestic purposes. The Environmental Protection Agency of Gia Lai collaborated with Consultancy Center of O.H.S & Environmental Technology to monitor ground water condition in Gia Lai, including Dak Doa district in 2014. There were 21 parameters had been collected and analyzed 4. The Ground water quality results indicated that the ground water quality in the sub-project area are within allowed limits as compared with National Technical Regulation on ground water quality (QCVN 09:2008/BTNMT). (See more details in annex 4); - Flooding occurs only at cultivation area in valleys or adjacent to Flooding streams where altitudes are lower than residential areas and roads. Flooding occurs rarely, which takes place when heavy rainfall continues several days and in flood prone of streams; - According to historical data on hydrometeorology, the concentration of rainfall in rain season from May – October could cause to emerge of streams in valleys, which are not available in dry season, and causing to flood with extreme as well as continuous rainfalls. These usually occur since June – September annually. In addition, the indirect impacts from tropical storms in East Sea also create heavy rain and resulting in floods; - The Natural Disaster Response Team of Dak Doa District in 2016 has identified the vulnerable areas by floods and flood-related disasters. Those areas include: fields closed to Ayun river at Trang & Hnol communes; Dak Tong spring at Dak Krong commune; spillway Kdap at Nam Yang commune; Dak Po Kei spring at Ha Dong commune; Dak Doa reservoir at Dak So Mei commune. - The tropical storms do not directly impact on Dak Doa district, but historical data in 1987, 1994, 1999 and 2000 has proved the relevant of heavy rain days, causing negative impacts, in this area with tropical storms occurred in East Sea; Terrestrial fauna and flora - The main flora in the sub-project area includes agricultural crops (rice, maize, beans, coffee, pepper, rubber etc.); - Terrestrial fauna in the sub-project area includes cattle, pigs, chickens, etc.; - No protected wild animal has been found in the area. Aquatic fauna and flora - Aquatic fauna and flora of the subproject area is that present in the

Through field visits, however, it has been learned that aquatic fauna includes freshwater fish, shrimp and others, while aquatic flora includes water hyacinth, algae and various other grass; - No aquatic fauna & flora species in the subproject area are listed in the Red Data Book of Vietnam Protected areas - No protected area is within or near the subproject area; - The National Park Kon Ka Kinh, which is partly located in the northeast of Dak Doa district, is closet protected area to sub-project; however, it is very distance to construction sites of sub-project, approximate 40 km. Therefore, the sub-project activities will not effect on protected areas; 4.3 ENVIRONMENTAL AND SOCIAL CONDITIONS Checking of unexploded bombs and mines (UXO) to ensure safety Unexploded bombs, mines during construction of the sub-project was completed in November 2015. - The residential land allocated along main roads and centers of town and/or communes (for example, the main residential areas of Glar, A Dok and Dak Doa are located in provincial road no.7C); - Agricultural productive land covers residential land (which grows flood-rice, farm products, pepper, coffee, rubber etc.) and no natural reserved land in sub-project areas. In specific: o Glar commune: ° 81.38% of agricultural land, ° 6.04% forest land, Land use ° 10.35% non-agricultural land, and ° 2.23% is water surface area; o A Dok commune: ° 82,42% of agricultural land, ° 17.13% non-agricultural land, and ° 0.45% is water surface area; o Dak Doa town: almost 50% is non-agricultural land (residential land) and other is agricultural land. (Source: Summary from 2014 socio-economic reports of communes) Residential area near the - Residents in the subproject area mostly concentrate at the center of sub-project the communes or areas along the roads. The shortest distance from residential areas to the roads is 5 – 10 m, especially along Provincial Road No.7C and in centers of communes and/or town, and productive areas are next to residential areas; - The villages and residential areas surround the sub-project (see more details in Figure 2, map of sub-project area and residential nearby in section III) include:

However, these communes are remote areas, therefore almost road is un-gravel and challenged, even dangerous, during rainy season. Dak Doa town is center of district, therefore travelling is much easier, including connect to provincial center, Pleiku City; - Currently, there are 02 main routes for travelling of local people in sub-project area: (1) from intersection of Pi Uom Village and Dak Doa town to A Dok People Committee Office, this is soil road from 3.5 – 3.8 m and uncompleted therefore challenged for travelling. (2) from Km5 of route 1 passing A Dok commune to Provincial road no.7C, this route includes both soil and grave, and width from 3 – 4 m, but many sections are uncompleted causing difficulties in rainy season; Health care : Rural infrastructures - Each commune has its own clinic center serving for communities however, challenging in transportation infrastructure make difficulties in accessing to health care services of local people; Electrical power : - In the sub-project area, there is a low-voltage power system parallel to the upgraded road. However, per observation, this power line is at least 3 m from the edge of the road, so this power line will not be affected by the sub-project construction activities; Education : - Education: A Dok commune has 05 schools including 01 secondary, 01 elementary, 01 primary, 02 kindergarten and 01 cultural center. Glar commune has 05 schools including 01 elementary, 02 primary and 02 kindergarten. While Dak Doa town has 08 schools including 01 secondary, 02 elementary, 03 primary and 02 kindergartens.

- Agriculture is the main economic sector of communes and/or town in sub-project area, however agriculture is low developed because it highly depends on conditions of weather without artificial water resources for irrigation as well as without advance technologies in agriculture. In Agriculture and specific, the productivity of flood rice in 2013 was very low, which were aquaculture 4.165 ton/ha (Dak Doa town), 4.169 ton/ha (A Dok commune) and 4.33 ton/ha (Glar commune). While the feeding animals are such as cattle, pig, goat, chicken etc.; - Aquaculture is not developed in such communes because there is not

The minority groups include Banar. Jarai, etc. According to the statistic yearbook of Dak Doa 2014 for 02 communes of A Dok, Glar and Dak Ethnic minority groups Doa town, Banar group counted for 62.53% (15768 people), Jarai was 3.2% (807 people), Kinh was 33.81% (8525 people) and 0.46% was other groups. Agriculture is main economic sector of Dak Doa district, including communes and town in sub-project area. In addition, most people, especially in remote communes, depend on agriculture for their livelihood. At the end of 2013, agriculture had taken 43.8% of district GDP, 22.3% was industry and construction and 33.9% was trading and service; Dak Doa town: Livelihood - The total income of Dak Doa town government was 3.804 billion VND while total expenditure was 4.371 billion VND, in 2013; - The average annual income per person was 27 million VND (in 2013). A Dok commune: - The total income of A Dok commune government was 3.4665 billion

Glar commune: - The total income of Glar commune government was 3.7 billion VND while total expenditure was 3.602 billion VND, in 2013; - The average annual income per person was 12 million VND (in 2013) Cultural and natural In the subproject area, no cultural and/or natural heritage has been heritages recorded. Public health Each commune has one communal health care center, which can diagnose and treat simple and most common diseases such as diarrhea, red eye, respiration and skin diseases. However, Glar and A Dok communes are being challenged in accessing to health care services especially during rainy season, because of limitation of transportation infrastructures; Traffic and transportation - In the sub-project area are only roads which are very low traffic density mostly serves for domestic traffic of local people; - The main means of transportation include bicycles and motorcycles.

ENVIRONMENTAL IMPACT ASSESSMENTS 5.1 Positive impacts The subproject "Repairing and upgrading A Dok irrigation infrastructure and rural roads in A Dok commune and Dak Doa town, Gia Lai province " will bring positive impacts on environment and society as follows: - The increase of water surface will create positive impacts for local climate especially increasing humidity; - It will ensure water for irrigation for industrial and valuable plants in 02 communes of A Dok, Glar and town of Dak Doa, especially during dry season, improving the grow of plants and trees hence improve productivity; - The development of rural road infrastructure improves the traffic links residential to production areas reducing the burden and cost in transporting materials and fertilizers and agriculture products. It also creates favourable conditions for mechanizing agricultural production, bringing scientific advances into the producing areas that induce more intensive cultivation and subsequent increase crop yields. The sub-project also reduces cost of cultivation and labor and improves incomes of local peoples in the subproject area; - The sub-project will also contribute to improve living conditions, livelihoods and environment in the sub-project areas and in reducing poverty. The irrigation component of sub-project expects to benefit for 706 households/ 3.137 persons, which are almost ethnic minorities, while transportation component expected to benefit 5,668 households/25,088 persons. 5.2 Negative impacts However, the sub-project could also create several negative impacts, especially during construction phase, which need to be managed through appropriate mitigation measures. The compensation program need to be implemented to reduce economic burdens for affected households during preparation and construction phases; Location : Productive lands area of 237 HHs along the upgraded roads and irrigation works in communes of A Dok, Glar, and Dak Doa town; Time: Permanent, since there are 237 households whose land will be acquired permanently.

Description: Although the construction time will only last 22 months it can potentially cause the negative impacts on crops, if the construction is taken place contemporarily with cropping activities. This will possibly reduce water availability

Aquatic species living in canals are of little economic value and in any case, will not be significantly affected. Furthermore, the impact will only last a short time and the whole ecological environment of the affected area will recover to its original conditions after works completion. 9.1 Purpose of the mechanism During the implementation of the subproject, local people are informed environmental protection activities described in EMP. Negative impacts on the environment may occur during the construction and operational phases. Any comments/ suggestions of local people will be solved quickly, transparently and in compliance of laws, particularly for affected people by the sub-project. Complaint handling mechanism will be classified by level and responsibilities of involved parties. 9.2 Grievance redress mechanism Per the environmental management frame, there are 03 steps to redress complaint as below: Stage 1 : If a household has any complaint he/she can submit a complaint to the CPC-community monitoring board. CPC will work with CSC and CC to solve complaints. Stage 2 : If the complaint is not resolved, the complaint will be submitted to the Dak Doa DPC to resolve the complaint. Stage 3 : If more than 15 days pass without response from Dak Doa DPC, the complainant may submit a complaint to the Gia Lai PPC (through Gia Lai DONRE). Gia Lai PPC will require Dak Doa DPC to solve the complaint. In case the complaint is still not resolved, Dak Doa PPC will require environmental police to investigate and requested stakeholders to resolve the complaint. CONCLUSION, COMMITMENT AND RECOMMENDATION 10.1 Conclusion The results of environmental screening and environmental impact assessment show that the sub- project may cause some environmental impacts but that most of such impacts are insignificant. However, the appropriate mitigation measures have also proposed to manage the negative impacts and maximize the benefit of the subproject. The responsibilities of implementation and monitoring of the stakeholders have also been identified to ensure environmental compliance.

10.2 Commitment PPMU (PRI CHP Gia Lai) of the subproject “Repairing and upgrading A Dok irrigation infrastructure and rural roads in A Dok commune and Dak Doa town, Gia Lai province”, commits themselves to: - Implement requirements of environmental safety as stated in IEE via information dissemination, integrating environmental safety as stated in this IEE in bidding documents, in construction and in the CSC contracts; mobilize human resources and monitor internally the IEE compliance. - Report environmental safety implementation to DONRE and CPMU periodically as specified in the IEE. - Compensate and take measures against environmental pollution if there are any problem during operation of the sub-project. - Handle complaints if any.

10.3 Recommendations Based on the IEE report, the PPMU Gia Lai would recommend that: - No further environmental assessment is needed because the impacts on environment is insignificant.

- Based on IEE, PRI CHP of Gia Lai would like to request functional authorities to appraise and approve the IEE for “Repairing and upgrading A Dok irrigation infrastructure and rural roads in A Dok commune and Dak Doa town in Dak Doa district” sub-project, to create the basis for next implementation steps, ensuring the implementation progress, effectiveness and benefits of the project.

- During excavation period, at borrow pit, mitigation measures to environment need to be implemented, including: Exploit section by section to avoid excessive dust generation and landslides and prepare recovery plan for exploited areas. Workers working in quarries have to have PPEs and should follow proper safety guidelines. Transporting materials need to be covered to avoid dust & solid waste dropping on the roads. Night-time transportation need to be minimized to avoid traffic accident possibly due to poor night-time visibility; - Crushed stone will be purchased from stone quarry in Pleiku city (16-30 km); sand and small stone will be bought in Dak Doa town, about 5-10km to the site; embankment soil will be supplied from borrow pit in Trang commune (about 16 km), where environmental issues are controlled and mitigated by local authorities and quarry owners. Construction contractor needs to check license and environmental mitigation measures of such quarry; - The transportation of materials will be intermittent and of limited occurrence. Care need to be taken to properly cover the batches transporting volatile material (sand, soil etc.) to avoid dust and fall-offs; - The construction of irrigation canals and their works must be scheduled and planned considering water availability for agriculture fields. Those plans need to be agreed with local DARDs of Gia Lai province, Dak Doa district, communes of A Dok, Glar and Dak Doa town and displayed to local residents; Irrigation areas of canals of Impact on existing N1, N2 and Yakut in A 14 irrigation systems - Contractor to apply adequate Dok, Glar communes and measures to ensure that irrigated field Dak Doa town; downstream of A Dok irrigation canals will not be deprived of needed water; - Construction need to be implemented in subsequent sections to minimize impacts; - Monitoring compliance of contractor, to ensure above measures will be taken place;
