PARISH COUNCIL Minutes of the Meeting of the Cumnor Parish Council held in The United Reformed Church Hall, Leys Road, Cumnor on Monday 2 September 2019 at 7.30pm Present. Electronic payment for invoice 63a was approved between meetings. 4. As at 17 August 2019 the Corporate Notice account held a credit balance of £72,684.49. 314/19 Public Participation. Colin Thomas, Parishioners Against Damage to the Environment (SPADE) attended the meeting to update the Council on SPADEs recent activities prior to Highways ’s (HE) to Cambridge Expressway and Growth Arc consultation which is expected to take place in the autumn. SPADE are a long established spatial planning and environmental campaigning group and along with Sunningwell Parish Council are preparing for the forthcoming HE OxCam route consultation. SPADE are active members of NAWPEG and the No Expressway Alliance and are seeking to work with nearby parish councils. It is known from HE and the former Transport Minister Jesse Norman that 3-4 options within each corridor (B1/B3) would be included in the consultation. An alternative route that could be included in the consultation is a route option to the north and running parallel to the B4017 between the A34 and the A420. This is an example only and is not in the wider public domain at this time. Update on recent SPADE activities: 1. About to publicly launch a brand new expressway focused website www.sunningwell.com and invite constructive feedback during this “soft launch” phase. 2. Holding a public expressway meeting on the 17th of October (7 pm) at Sunningwell Village Hall (further details to follow on the website). 3. Encouraging Wootton Parish Council to become more active and consider working more closely with SPADE and Sunningwell, Cumnor and possibly St Helen’s Without parishes. 4. Commissioned Thames Valley Environmental Record Centre (TVERC) to examine species and habitats along the above alternative linear route and will, on request, share this information with Sunningwell, Cumnor and Wootton PC’s. 5. Prepared and had printed roadside posters and roadside banners to be erected immediately before and throughout the HE consultation (directing people to the website). Happy to share the artwork if other parishes would like to follow this approach 6. In the process of producing a leaflet to be delivered to all parishioners in Sunningwell (and potentially Wootton, Cumnor and St Helen’s Without) in the immediate run-up or shortly after the launch of the HE consultation giving details of the expressway consultation and directing people to appropriate web resources for further information and how to respond. Colin commended the work already undertaken by Cumnor Parish Council. The Ox/Cam Expressway Working Party would be meeting on Thursday 5 September at 7.30pm in the Garden Room, URC. Leys Road and would discuss working together with SPADE and neighbouring parish councils.

119 Amended details planning application P19/V1081/FUL 5 Hids Copse Road, Cumnor. A resident attended to raise objections over mass, height, loss of privacy, subterranean pool, cinema, and road safety. (Clerk’s Note: As this was an amendment to the original plan Council can only consider the amendment details of reducing the size of the dwelling.)

PLANNING 315/19 Submitted Planning Applications. The Council would submit the following observations: Table 2 List of submitted planning applications. Ref Planning Address and proposal application number i P19/V1081/FUL 5 Hids Copse Road, Cumnor, Oxford OX2 9JJ amended details Demolition of existing bungalow and garage, erection of 7 bedroom family home and detached garage with home office over. (As amended by revised location plan, certificate of ownership and additional Tree plan and statement received 10/6/2019.) (Amended plans received 21/8/2019 reducing the size of the dwelling.) No Objections but wish the following comments to be taken into account. The proposal would have an impact on both ground water and surface water run-off as a result of the proposed basement structure. Water run-off is likely to have an impact on dwellings further downhill from the site as well as having wider repercussions further downhill in Songers Close and Dean Court generally. The applicant should demonstrate that the proposal would not contribute or exacerbate the problems of existing run-off and groundwater problems by carrying out a borehole analysis as detailed in the Cumnor Parish emerging Neighbourhood Plan Assessment of Groundwater and Surface Water Flood Risk (see attached). All driveways, terraces and landscaping should use permeable paving or porous materials. Alison Jenner and Oliver Wright abstained from voting. 1 parishioner left the meeting.

NEIGHBOURHOOD DEVELOPMENT PLAN 316/19 Update on Other Current Matters. Fiona Newton reported: The draft Neighbourhood Plan was submitted to VWHDC and comments had been received from the Planning, Housing and Drainage Teams. The draft NP would trigger 50% Affordable Housing for all developments of 2 or more dwellings. VWHDC said a Housing Needs Assessment would be required but could not advise on the detail for the assessment to be robust and recommended engaging a consultant. As the Big Survey is evidence of the need for affordable housing it was agreed to continue with the policy as it is. Landowners of Local Green Spaces (LGS) had been sent letters about the proposal to designate. VWHDC had advised that allotments and LGS already in the Green Belt did not need to be designated as they are protected in LPP1. Designating these areas would protect them in perpetuity and it was agreed to continue with the proposal to designate these spaces. A list of Local Heritage Assets was being drafted. The dispute of Common Land CL42 is a concern as it could make the plan unsound. (Clerk’s Note: The Trustees of Cumnor Public Purposes would be considering expenditure to commission Winkworth Sherwood to examine the case at a meeting following the Council meeting.) Fiona Newton and Colin Thomas left the meeting.

REPORTS 317/19 Report from County Councillor(s). CC Roberts reported. A meeting was due to take place between OCC and VWHDC to discuss how to tackle Oxfords congestion. Matthew Arnold School would be submitting an application to install solar panels.

120 Cycle Survey 2019 closes 8 September 2019. https://consultations.oxfordshire.gov.uk/consult.ti/Cyclesurvey2019/consultationHome 318/19 Report from District Councillor(s). DC Roberts reported. The Climate Emergency Committee would hold its first meeting on 15 October 2019. This meeting is open to the public. Yellow letters asking residents to confirm details of people who live at your address have been sent out. The Inspector found LPP2 sound. A meeting would be held on 9 October 2019 to decide whether to adopt the plan or wait until Oxfords Housing Needs figures were amended following the Inspectors report on the soundness of Oxford City’s Local Plan. Festival Grants were available. A review of Polling Stations closes on 27 September 2019. 319/19 Reports from Representatives on Outside Bodies. None.

COUNCIL 320/19 Restructuring of Council Committees. Councillors discussed the proposal to include the following committees, working parties and outside bodies into the following Committees. : Finance and General Purposes Committee to include - Staffing and Appeals Committee Highways Committee to include OxCam Working Party, Botley Traffic Advisory Committee and Parish Transport Representatives Planning to include Neighbourhood Plan Steering Group Environment and Amenities (previously Recreation and Playing Fields) to include Fit For the Future Working Party, Cumnor Conservation Group, Village Hall, Cumnor Minors FC and Closes Field Pavilion, Cumnor Old School Charity Trust, Dean Court Community Centre, Cumnor Village Hall and Fogwell Road Pavilion Management Committee Communications and Culture Cumnor Public Purposes Charity Council discussed the roles, duties and powers of the committees and supported the need to restructure but felt that the Ox/Cam Working Party and Neighbourhood Plan Steering Group should not come under a Committee and standalone. The need for representatives on outside bodies should also be considered along with the existing Terms of Reference, Standing Orders and Financial Regulations. Council agreed to defer a decision until the next meeting to allow Councillors not in attendance to have an input.

FINANCE 321/19 Internal Audit. Council APPROVED commissioning Arrow Accounting to carry out the internal audit 1 April 2019 to 31 March 2020 at a affixed fee with no site visit of £302. 322/19 Expenditure. Council RESOLVED to approve the following expenditure: i. £500 to produce banners to announce the OxCam Expressway consultation when known. ii. Approved moving funds from the Election Budget of £4,000 to an OxCam Expressway Budget.

RECREATION AND PLAYING FIELDS 323/19 Draft Minutes of the Fogwell Road Pavilion Committee meeting held on Wednesday 21 August 2019. Received. 324/19 Update on Current Matters. None.

HIGHWAYS 325/19 Ad-hoc Grass Cutting of Grass Verges in the Parish. No requests received.

121 326/19 Update on Other Current Matters. Complaint of cars parking on the pavement outside the hairdressers on Chawley Lane, Cumnor had been received. The Chairman would contact the local PCSO. The proposed re-surfacing work to Arnolds Way, Cumnor had been cancelled by OCC.

ENVIRONMENT AND CONSERVATION 328/19 Update on Other Current Matters. None.

PLANNING 329/19 Draft Minutes of the Planning Committee Meeting held on Monday 19 August 2019. Received. 330/19 Submitted Planning Applications. The Council would submit the following observations: Table 3 List of submitted planning applications,. Ref Planning Address and proposal application number i P19/V1827/FUL 19 & 19A Arnolds Way, Cumnor, Oxford OX2 9JB Erection of two no replacement dwellings following demolition of the 2 existing properties. No Objections but wish the following comments to be taken into account. That the developers addresses the loss of privacy by planting semi mature trees and scrubs along the north boundary of numbers 1 and 2 Hutchcombe Farm Close. That the developers give an undertaking that none of the existing trees and scrubs are removed from the rear boundary of numbers 3 and 4 Hutchcombe Farm Close. ii P19/V0271/FUL 40 Eynsham Road, Dean Court, Oxford OX2 9BP amended details Two-storey side and rear extension to existing dwelling to provide 1 no 3 bed dwelling and 2 no 1 bed flats (amended plan no. 18-P02-02 Rev B rec’d 12/8/2019 - reducing the height of the proposed extension, changes to car parking and boundary wall). No Objections but wish the following comments to be taken into account. Council does not object to the proposal providing it meets Oxfordshire County Council’s parking standards. iii R3.0073/19 Cumnor C of E School, Oxford Road, Cumnor, Oxford OX2 9PQ Proposed retention and continued use of prefabricated classroom units T1 (D032) and T2 (SO) for a further temporary period of 5 years. No Objections. iv P19/V1804/FUL 22 Norreys Road, Cumnor, Oxford OX2 9PG Demolition of the existing bungalow and erection of a pair of semi-detached houses. Objects. The proposal indicates that the second property will be provided with a double garage and turning area some 28m from the rear of the property and 53m from Norreys Road accessed via a 3m wide access road. This proposal is not in keeping with other properties when garages are either to one side, integral or parking bays provided to the front. A tandem garage would be far less intrusive and in keeping with the established form of Norreys Road. The proposal to construct an access drive and garaging to the rear of the site is backland development and would demonstrably harm the character, context and the established built form of the surrounding area. Noise, disturbance, smells and obtrusive lighting will result from this proposal in

122 Ref Planning Address and proposal application number the rear gardens and will have a detrimental impact on the adjoining properties and habitat. No Ecology and Habitat surveys have been provided. This is a loss of very important open space to wildlife being adjacent to open fields. The scale and mass of the two properties due to the depth of the footprint is inappropriate for Norreys Road. Council would request that if permission was to be granted that a planning condition is included to ensure that no further development can take place in the gardens and land to the rear of the site. Tom Christophers abstained from voting. v P19/V1978/FUL 31 Eynsham Road, Dean Court, Oxford OX2 9BS Variation of condition 2 - approved plans P18/V0695/FUL to utilise roof space to the rear projection as living accommodation to Unit 4.
