MOTION 15-08-502 MOTION CARRIED IV PUBLIC HEARINGS 1. None. V PRESENTATIONS 1. KCL Consulting Kevin Lawrence, AMAA, KCL Consulting Inc., provided information on the property assessment process and the tax cycle, and the relationship of assessment to tax. VI BYLAWS 1. Bylaw 1968 - Road Closure Bylaw Deputy Mayor Manzer moved to instruct Administration to advertise a Public Hearing, as per requirements of Section 606, and set a Public Hearing date of September 8, 2015 for Bylaw 1968, a bylaw to close a portion of 90th Street in the Town of Peace River. MOTION 15-08-503 MOTION CARRIED DRAFT 2. Bylaw 1967 - Land Use Bylaw Amendment Councillor Needham moved to provide first reading of Bylaw 1967, an amendment to the Land Use Bylaw No. 1891, and to schedule a Public Hearing for August 31, 2015. MOTION 15-08-504 MOTION CARRIED Councillor Behnke moved to amend the Public Hearing date for Bylaw 1968, Road Closure Bylaw, to August 31, 2015. Bylaw 1958 - Taxi Bylaw: Update Councillor Ford moved to provide second reading of Bylaw 1958, Taxi Bylaw. MOTION 15-08-506 MOTION CARRIED 4. Bylaw 1955 - Development of Additional Lots at the Peace River Airport Councillor Behnke claimed conflict of interest and left the meeting at 6:15 pm. Councillor Needham moved to table the matter of Bylaw 1955 until the September 8, 2015 Regular Meeting of Council. MOTION 15-08-507 MOTION CARRIED Councillor Behnke returned to the meeting at 6:21 pm. VII UNFINISHED BUSINESS 1. Town of Peace River - Budget Direction Deputy Mayor Manzer moved that budget parameters include having the municipal tax revenue remain at the 2015 level of $10,361,073, and further, that each Town of Peace River department move towards using a Zero Based Budgeting Method on rotating basis, with first department being the Protective Services. MOTION 15-08-508 MOTIONDRAFT CARRIED 2. CAO Appointment Deputy Mayor Manzer moved that Council approve the employment contract between Christopher Parker and the Town of Peace River for the term from December 1, 2015 to November 30, 2018, and that the Mayor be authorized to execute the contract on behalf of the Town. MOTION 15-08-510 MOTION CARRIED Councillor Needham moved that the appointment of Renate Bensch as interim CAO be rescinded effective December 1, 2015. MOTION 15-08-511 MOTION CARRIED VIII NEW BUSINESS 5. Peace River Ski Club - Request was brought forward. Deputy Mayor Manzer moved that Administration be directed to use $5,000 from Council Grants to Groups budget and the remaining $16,518.98 from the reserve. MOTION 15-08-512 MOTION CARRIED 8. Development Permit Application - Demolition of Single Detached Dwelling, Direct Control District was brought forward. Councillor Behnke moved that Council approve the Development Permit Application for the demolition of the existing Single Detached Dwelling at 9813 - 90 Street, Peace River. MOTION 15-08-513 MOTION CARRIED DRAFT Mayor Tarpey recessed the meeting at 6:52 pm. Mayor Tarpey reconvened the meeting at 7:06 pm. 1. Peace River Airport FEC Tender Award Councillor Needham moved to table the Peace River Airport FEC Tender Award until the August 12, 2015 Governance and Priorities Committee meeting. Temporary Road Closure Request - Tri River Triathlon Councillor Ford moved to approve the road closure of 98th Street adjacent to the pool and Baytex Energy Centre on Sunday, August 27, 2015 between the hours of 7:30 am to 11:30 am to accommodate the Tri River Triathlon. MOTION 15-08-515 MOTION CARRIED 3. Municipal Heritage Designation Application - Masonic Lodge Deputy Mayor Manzer moved to accept the recommendation of the Museum Board to designate the Masonic Lodge #89 as a Municipal Historic Resource, by directing Administration to draft a Designation Bylaw to be presented at the next Regular Council Meeting on September 8, 2015. MOTION 15-08-516 MOTION CARRIED 4. Vision, Mission, and Mandate Policy Councillor Ford moved that the Town of Peace River Council adopt the presented Peace River Museum, Archives, and Mackenzie Centre: Vision, Mission, and Mandate Policy. MOTION 15-08-517 MOTION CARRIED 5. Peace River Ski Club- Request Peace River Ski Club - Request was viewed earlier in the meeting. 6. DRAFTAllocation of Cemetery Plots for the Islamic Centre Deputy Mayor Manzer moved that Council approve the special allocation of 20 plots for the Peace Country Islamic Centre (PCIC) contingent upon the receipt of $14,000 for the reservation and perpetual care and that the location of these plots will be at the discretion of Administration. MOTION 15-08-518 MOTION CARRIED 7. Downtown Revitalization Grant Program Councillor Behnke moved that Council approve the Downtown Revitalization Grant Program Policy. Downtown Beautification & Update on Downtown Renewal Report Implementation Deputy Mayor Manzer moved to direct Administration to use up to $50,000 from budgeted Economic Development funds for the following projects to improve the aesthetic quality of the public realm in the downtown area, and that the $50,000 come out of the 2015 budget: one mural banners and brackets commercial trees repair of electrical in street trees tree lights garbage/recycle bins benches bike parking utility box covers MOTION 15-08-520 MOTION CARRIED Councillor Behnke moved to direct Administration to add a line item providing a plan for the 2016 budget, to be carried through to the 2018 budget, inclusive, that would focus on the aesthetics of the Downtown revitalization.

Before us we have the Appeal that was issued in February 1910 by the archbishops of Canterbury and York on behalf of Western Canada. The Archbishops say that their Appeal is made in an unusual way and with unusual emphasis. But this is the case they say because the occasion is unprecedented. At no time in the history of the Empire has any development taken place so rapidly as that which is taking place in the western part of Canada to-day. The appeal was published in all the leading papers, both Church and secular throughout the country; it has been sent to every incumbent in the British Isles and it has been conspicuously displayed in many of our Churches. You will see that the Appeal is addressed not only to the Church but also to the people of England. It is a call from the Heads of our Church, our two great Fathers in God, to expert ourselves to win a great victory for Christ. So strongly do the Archbishops feel with regard to the situation in Western Canada, that in 1913 they reiterated their Appeal and once again called on the Church and people of England to help forward the work.
