Indledning Flere steder i Grønland er der, eller har der været, aktiviteter i det åbne land. Akti- viteterne kan typisk relateres til videnskabeligt arbejde, militære aktiviteter, råstof- efterforskning, radiostationer, ekspeditioner mm. De afsluttede aktiviteter kan have efterladt affald, som i varierende omfang kan udgøre et æstetisk problem, herunder problemer i forhold til lokaliteter af kulturhistorisk betydning, ligesom der i visse tilfælde kan være tale om miljømæssige problemer. Der er fra grønlandsk og dansk side et ønske om at belyse omfanget af problemerne samt at afhjælpe disse. Miljøstyrelsen her derfor igangsat nærværende projekt, der omfatter kortlægning af aktiviteter og affald i det åbne land. Projektet har resulteret i opbygning af en database med 630 lokaliteter. Kortlægningen omfatter generelt nedlagte aktiviteter uden for by- og bygdezoner. Igangværende telestationer, hydrologiske målestationer, klima målestationer og ligende er således ikke medtaget i kortlægningen. For visse - primært forskningsre- laterede - aktiviteter på Indlandsisen eller i Nationalparken kan der dog være tvivl om aktiviteternes status. I disse tilfælde er den enkelte lokalitet medtaget i kortlæg- ningen. Inden for råstofområdet er tillige foretaget en undtagelse fra ovenstående, således at alle lokaliteter med igangværende eller ophørte aktiviteter er medtaget. Affald er i projektet defineret bredt og dækker brændstoftønder, motorer, elektro- nik, udstyr, køretøjer, skibe, fly, entreprenørmateriel, bygninger eller bygningsaf- fald samt andre efterladenskaber efter længere tids ophold. Projektet er opdelt i to faser: • I fase 1 gennemgås en række datakilder, og der foretages en registrering af akti- viteter samt eventuelt mængder, typer og beliggenheden af affald i det åbne land. Der redegøres således i videst muligt omfang for de aktiviteter, der har forårsaget affaldet, samt tidspunktet for henlæggelsen. • I fase 2 opstilles æstetiske og miljømæssige kriterier for affaldsoplagene, og de kortlagte lokaliteter klassificeres efter disse kriterier. Der udarbejdes endvidere forslag til afhjælpning af de kortlagte problemer herunder vurdering af de øko- nomiske og miljømæssige konsekvenser, og der opstilles forslag til en hand- lingsplan for håndteringen af affaldet i det åbne land. Nærværende rapport omhandler udelukkende fase 1. NIRAS Greenland A/S Oktober 2003 Aktivitets- og affaldskortlægning i det åbne land Hovedrapport – Fase 1 Side 2 af 29 I forbindelse med projektet har der været nedsat en styregruppe, som har fulgt pro- jektet og deltaget i udvælgelsen af datakilder samt gennemførelsen af høringen. Styregruppen består af: • Esben Vilshammer, Miljøstyrelsen • Marianne Djernæs Laursen, Råstofdirektoratet • Per Ravn Hermansen, Direktoratet for Miljø og Natur • Uffe Storm Boe, NIRAS Greenland NIRAS Greenland har været den udførende rådgiver på projektet. 1.1 Rapportens opbygning Nærværende rapport består af selve rapport teksten samt to separate bilagsbind. Rapporten er endvidere vedlagt en Cd-rom med databasen i Access format. Rapporten præsenterer først fremgangsmåden og de datakilder, der har bidraget til projektet og i høringsfasen. Herefter præsenteres databasens opbygning og de op- nåede resultater. Resultaterne kommenteres først samlet, med en redegørelse af fordelingen på de enkelte kommuner, hvorefter der foretages en gemmegang af de enkelte lokaliteter opdelt i kategorier, med vægt på den geografiske spredning samt lokaliteternes påvirkning af omgivelserne. Rapporten omfatter ikke anbefalinger eller prioritering af lokaliteterne, da dette forventes at hidrører til en evt. efterfølgende fase 2. Fremgangsmåde 2.1 Dataindsamling De enkelte aktiviteter samt affaldsdepoter er lokaliseret på baggrund af eksisteren- de viden hos myndigheder, selskaber og organisationer, som har haft aktiviteter i det åbne land. De enkelte datakilder er nærmere beskrevet i afsnit 3. Indledningsvist er der taget kontakt til de relevante aktører, for at få udpeget en kontaktperson, samt at få datakilderne nærmere beskrevet. Ofte har de relevante oplysninger for kortlægningen været tilknyttet bestemte per- soner, og oplysningerne er derfor hentet ved interview eller ved skriftelig korre- spondance mellem disse personer og NIRAS Greenland. Der er dog også i flere tilfælde gennemført gennemgang af arkiver ved de forskellige organisationer. Formålet med gennemgangen af de enkelte kilder har været at tilvejebringe oplys- ninger om: • Lokaliteternes geografiske placering • Tidligere og nuværende anvendelse • Ansvarlig organisation eller firma • Aktivitetsperiode • Efterladte effekter Lokaliteterne er så vidt det er muligt lokaliseret på kort, og der er aflæst UTM- koordinater af et centerpunkt. Kortarbejdet er udført elektronisk på baggrund af Grønlands Topografiske Kortværk1, ved brug af programmerne VisIT samt MapIn- fo. Som udgangspunkt er der arbejdet i størrelsesforhold 1:250.000. Hvis dette ikke har været muligt er der i stedet arbejdet i målestok 1:500.000. Koordinaterne stammer således primært fra kortene 1:250.000, der er opmålt i Qornoq datum. Alle koordinater er dog omsat til UTM zone 24 WGS84 datum, og opgivet som sådan i databasen. Kildegennemgangen har været delt i to faser med en mellem liggende høringsfase. Den første periode fra juli til december 2002, blev primært anvendt til oprettelse af kontakter og indhentning af data. I december 2002 blev materiale udsendt til kom- mentering hos styregruppen samt de grønlandske kommuner. Den sidste periode med kildegennemgang fra februar 2003 til maj 2003, blev anvendt til at følge op på 1 På Kort & Matrikelstyrelsens produktblad for Grønlands Topografiske Kortværk fra okto- ber 2001 oplyses følgende nøjagtighed for kortmaterialet: Nøjagtigheden afhænger af op- rindelsen af det materiale, der er brugt til kortene. Det ældste materiale ligger til grund for kortene over Grønlands sydvestkyst. Her kan være kilometerstore unøjagtigheder på kortet. Hele Nordgrønland og Sydøstgrønland er fotogrammetrisk opmålt efter nyeste standarder, og nøjagtigheden er bedre end 30 meter på kortet. Some of the amphibolite bands were derived from cross-cutting basic intrusions, which are still discernable in the less severely deformed parts of the Archaean basement (Fig. 17, p. 31).
