IEEE ICBC 2019 is the first fully- financially sponsored conference on blockchains and cryptocurrencies by the IEEE Communications Society (ComSoc) and aims to be the top technical conference in the area of blockchain and cryptocurrency. ICBC 2019 will be the primary forum for technical exchange of the latest research results and innovations, regulations, policies, standards, and applications in this exciting and challenging area. The theme of ICBC 2019 is “Challenges and Opportunities of Blockchain and Cryptocurrency”. With this theme in mind, we have prepared an excellent program consisting of three keynotes from research, industry and application communities, plenary sessions with 30 full technical papers, 5 short papers, two research and industry panels and a distinguished experts panel. We will also have 9 demonstrations of research prototypes and exhibitions showcasing the latest solutions from vendors and telecommunications operators as well as 40 posters of ongoing work by researchers. In addition, we are offering five timely tutorials on important aspects of blockchains and cryptocurrencies. ICBC 2019 received 153 paper submissions from around the world. Each paper had at least three reviews by 163 reviewers from 38 countries. We have selected 30 full papers to be presented, which is 19.6% acceptance ratio. In order to be the top conference in this area, we are operating in a single track with this highly selective excellent papers. We have also prepared an excellent social program, including a Welcome Reception on Wednesday evening and a Banquet on Thursday with sumptuous and delicious Korean food. We will also have a performance by K-Pop stars during the Banquet. We would like to express our deepest gratitude to all the dedicated organizing committee members from around the world and to the technical program committee members for selecting an excellent technical program. We would also like to thank our conference patrons (SKT, Sovereign Wallet, CloudFlare, Dell, IOTA, CoinOne, ICON, Penta Security) for their financial sponsorship and the supporting organizations. We would also like to thank for the support of IEEE ComSoc for trusting us with the launch of this new and exciting conference. Streets and Open Spaces in Seoul (1995– 2010) : A Cultural and Geographical View of Local Neighborhoods* Valérie GELÉZEAU Introduction The transformation of Seoul’s cityscape and urban morphology since the 1970s has been the topic of a tremendous body of research in various fields of the social sciences interested in the construction of landscape. Based upon the perspective of cultural geography, this chapter proposes a particular focus on what is generally considered as “open space,” grounded on a two-fold entry: first, the analysis is centered on a particular urban object, the street, one of the matrix of urban tissue; second, the analysis is oriented more specifically on the scale of neighborhood communities in residential areas.

    1. WHERE TO STAY There are a number of possibilities for hotels. (1) Yonsei Guest House Yonsei University has a very nice guest house in the campus. From the guest house, you can walk to the meeting room in about 10 minutes. The room has a good working desk and has a good price (KRW 70,000 (about US$60) for single occupancy, KRW 80,000 for double occupancy, KRW 120,000 for suite). Equivalently equipped hotels would cost 2-3 times. Yonsei University is in the center of Seoul and a variety of public transportation is available. So you will have easy access to the city. Since there are only 38 rooms, I already made a block reservation for 20 persons (Oct. 16-24). However, the guest house wants each reservation confirmed in a week or two. Please note that you need to make a reservation through me since the guest house does not take reservations from public. So if you want to stay in the guest house, please let me know your arrival and departure dates as soon as possible. Then I will send you a required form. Internet will be freely provided in the campus. Each room of the guest house has an internet port. However, they say that some recent notebooks do not work properly. Yonsei Campus Map (2) Hotels There are a number of hotels in all classes around the university. Deluxe hotels will cost about $150-200 and will take 10 minutes by taxi (cost $4-5). I found the following websites provide hotel reservation in English.

  • Seoul City Guide
Seoul City Guide Page | 1 Seoul Seoul (서울) is the capital of South Korea. With a population of over 10.5 million, Seoul is by far South Korea's largest city and one of East Asia's financial and cultural epicenters. Understand With over 10 million people, a figure that doubles if you include neighboring cities and suburbs, Seoul is the largest city in South Korea and unquestionably the economic, political and cultural hub of the country. By some measures it is the second largest urban agglomeration on the planet, after Greater Tokyo. Situated between Shanghai and Tokyo and bordered by the impenetrable Democratic People’s Republic of Korea to the north, the South Korean capital is sometimes overlooked by travelers. However, Seoul is an exciting location in its own right, not to mention cheaper than its rivals and incredibly safe. With beautiful palaces, great food and a shopping nightlife, Seoul is a frenetic way to experience the Asia of old and new. Historically there is evidence for settlement in this area as far as 18 BC but Seoul as the capital city of South Korea has a history back to the 14th century. Originally named Hanseong (한성; 漢城), the city was the capital of the Joseon Dynasty from 1392 to 1910, when Korea was occupied by the Japanese. The Joseon Dynasty built most of Seoul's most recognisable landmarks, including the Five Grand Palaces and Namdaemun. After the Japanese surrender in 1945, the city was re-named to its current name, Seoul. Since the establishment of the Republic of Korea in 1948, Seoul has been the capital of South Korea.
