    City of Kingston Report to Council Report Number 18-167 To: Mayor and Members of Council From: Susan Nicholson, Director, Legal Services & City Solicitor Lanie Hurdle, Commissioner, Community Services Resource Staff: Paige Agnew, Director, Planning, Building & Licensing Services Date of Meeting: September 4, 2018 Subject: Proposed Settlement on Ontario Heritage Act Appeal 520 Princess Street, the Bermingham-Harty House Executive Summary: Under Section 29(3) of the Ontario Heritage Act, the City issued a Notice of Intention to designate the Bermingham-Harty House, municipally recognized as 520 Princess Street, on July 20, 2017. The owner of the property subsequently filed a notice of objection pursuant to the Ontario Heritage Act. The Conservation Review Board held a pre-hearing conference call on December 19, 2017. Following this call, City staff arranged a meeting with the owner (appellant) to discuss their concerns and to identify whether or not a resolution to such could be found. The meeting was used to review, and in doing so validate, the reasons for heritage designation. Further, City staff clarified the means by which varying degrees of property alteration would be considered once the designation was in place, recognizing that staff have delegated authority to approve certain, limited, types of alteration. Working with the property owner, staff also considered minor adjustments to the designation by- law. The adjustments more specifically reference and clarify the heritage attributes that warrant long-term conservation thereby lessening ambiguity and the potential for future conflicts in interpretation (i.e. determining what can and cannot be altered). The draft amended by-law was circulated to the owners who have confirmed their support for the changes.

    1 GEORGE MONRO GRANT AND THE BOW OF ULYSSES: AN ECUMENICAL VISION IN VICTORIAN CANADA The 1960’s marked the decade at which Christian Canada, long on life support, finally expired.1 George Parkin Grant’s Lament for a Nation (1965) provided an eloquent, if slightly oblique, eulogy. No one had spoken more forcefully or acted more energetically on behalf of Christian Canada - in its English-speaking variant - than his grandfather, the Rev. George Monro Grant. His talents as a journalist and preacher of national righteousness, his organizational skills and fund-raising abilities made him a significant player on the political landscape. He had been on familiar terms with both Sir John A. Macdonald and Sir Wilfrid Laurier and once urged the young Mackenzie King to consider a call to ordained ministry in the Presbyterian Church.2 (King would conclude, after the usual agonizing in his diary, that God’s will was more conveniently aligned with his own political ambitions.) However unconvincing King would later become in his self- appointed role as a “Knight of the Holy Spirit”3 and champion of Christian Canada, it had once produced individuals like Grant or the French Roman Catholic politician and journalist, Henri Bourassa, people who worked effectively and sacrificially for the public good as they understood it. Part of what gave the grandson’s lament its poignancy was a gloomy sense of what had been lost and a foreboding about the ‘liberal’ future, in the absence of any shared and substantive account of the human good. In no sphere was George Monro Grant’s contribution to the public good more significant than his involvement in establishing two universities, Dalhousie in Halifax, Nova Scotia and Queen’s in Kingston.

NEW YORK PREFACE T^HE purpose of this work is to give a short sketch of the lineage * of prominent persons in Canada to-day, with notes of anything of interest or importance regarding any ancestor, and especially to record, briefly but permanently, the achievements of those who, having served their country with distinction, have passed away, but whose names should not be dropped or their deeds forgotten, as is necessarily the case in reference works the scope of which is limited to the living. It was intended at first to confine the work to families of early settlers; but it cannot be overlooked that Canada, though old in tradition, is yet, in its broad expanse, but a new country, whose citizenship is constantly being augmented by new comers from the older stock of the mother lands. The scope of the work, therefore, will include those who, however recent, are intentionally residents in Canada. The work will portray the armorials of such of the families herein em- braced as have coat-armour and are accustomed to use it, for the recognition and preservation of those cognizances borne by our forefathers lend to enhance the interest and value of family history. The Heraldic Addenda contain the arms of notables connected with the events in Acadia, New France, and the two Canadas.
