MASTER PLAN FOR PANDALAM DRAFT REPORT FEBRUARY 2019 PANDALAM MUNICIPALITY DEPARTMENT OF TOWN AND COUNTRY PLANNING PREFACE A Development Plan for an area details out the overall strategy for proper planning and sustainable development of the area. Development becomes comprehensive when the physical, social and economical variables of an area are planned in an integrated manner. Planning provides protection for the environment, promote and facilitate regeneration, help in creating sustainable communities. Developmental issues are more complex and diverse in urban areas. Hence planned development of urban area is a matter of priority. 74th Constitution amendment act envisages empowerment of the Urban local bodies with planning functions, which is enshrined in the 12th schedule to article 243 (W) of 74th amendment. The Kerala Town and Country Planning Act 2016 also mandates the municipal councils to prepare master plans for the area under their jurisdiction, through a participatory process and the master plan shall generally indicate the manner in which the development shall be carried out and also the manner in which the use of land shall be regulated. In view of this Government of Kerala have undertaken the preparation of the master plans for all statutory towns in the State in a phased manner, under the ‘Scheme of preparation of master plans and detailed town planning schemes’ as per GO (Rt) No 1376/2012/LSGD dated 17/05/2012. The preparation of master plan for Pandalam is included under this scheme. Pandalam is considered as a holy town and is an important point of visit for the pilgrims to Sabariala. It is also a renowned educational and health care centre in central Travancore. -

It is said to have originated thousands of years ago following Khandava Dahanam. The temple in its current form was built by Moolam Thirunal. The deity of the Lord at at Evoor is the unique Prayoga Chakra Prathishta. It is presented in the four armed Vishnu form with Panchajanya Shankha, Sudarshana Chakra and butter in three hands and the fourth arm held on hip. Raktha- pushpanjali is a special offering at the temple which is unavailable in Vishnu temples elsewhere. The Makara Utsavam starts with the hoisting of the Garuda printed flag and following various rituals and cultural events is pulled down after the Aarattu ceremony as the Lord proceeds for Pallikkuruppu (Holy Sleep). Several reasons are responsible; in particular, the dwindling availability of plants, the excessive complexity of supply chains, the growing distances between plant sources and manufacturing units, and the control over the medicinal plant market by powerful middlemen. Substitution, adul- teration, and quality control have become sensitive issues and may eventually damage the reputation of the ayurvedic drug sector in a context of high competition between manufacturers. Cultivating medicinal plants is considered to be the main solution for solving the supply crisis, but manufacturers’ demands are often too constraining for cultivators and this may not be such a viable alternative in a context of continuous modernisation efforts for production efficiency. Keywords raw materials – supply chain – cultivation – quality control – traceability Introduction The huge development of the Ayurveda pharmaceutical sector in Kerala since the 1980s is nowadays challenged by the sector’s difficulty to get a steady sup- ply of raw materials that is necessary for pursuing smooth production. In 2006, 91% of the herbal raw material used in Ayurveda came from the wild. The National Wetland Atlas, prepared by the Ahmedabad-based Space Applications Centre (SAC) of the Indian Space Research Organisation (ISRO), has classified Puducherry and Tamil Nadu as wetland-rich States as they have 12.88 per cent and 6.92 per cent of geographic area under wetlands respectively. Lakshadweep leads with 96.12 per cent of its geographic area under wetlands, followed by Andaman & Nicobar Islands (18.52%), Daman & Diu (18.46%) and Gujarat (17.56%). In Tamil Nadu, wetlands occupy as high as 18.05 per cent of the geographic area in Ramanathapuram and as low as 1.08 per cent in Coimbatore. In terms of total wetland area, Kancheepuram is the leading district with 80,445 hectares (8.91%) and Chennai has the smallest area, 917 ha (0.10%). While Ramanathapuram and Pudukottai have over 70,000 ha as total wetland area, Sivaganga and Villupuram have over 60,000 ha and Tiruvannamalai and Nagapatinam districts have a wetland area of over 50,000 ha. Lake/pond and tank/pond are the dominant wetland types found in all the districts, accounting for 61 per cent. -
