THE PROPERTY The property is 1313 to 1339 South Wabash Avenue. The Property is comprised two parcels. The first, commonly known as 1313 South Wabash Avenue (the “Office Parcel”), is approximately 15,686 square feet and is improvement with a one to three- story commercial building. The second, commonly known as 1327 South Wabash Avenue (the “Residential Parcel), is approximately 32,726 square feet and is currently vacant.

The Office Parcel is zoned DX-7 Downtown Mixed Use District. The Residential Parcel is zoned Residential Business Planned Development No. 1029. The planned development currently permits a 270-foot, 265 dwelling unit residential building with at least 265 off-street parking spaces and three loading berths.

THE PROJECT The Applicant is seeking an amendment to the planned development which would permit the construction of a 280-foot, 307 dwelling unit residential building with at least 200 off-street parking spaces and two 10 foot x 25 foot loading berths. No right way encroachments are proposed other than planters along the South Wabash Avenue frontage.

The PDNA would like to thank all who participated in the DePaul Arena survey. 700 community members provided very valuable early feedback. The PDNA will continue to advocate on this issue as future development proposals materialize.

In keeping with PDNA development objectives and in an effort to provide McPier, DePaul University and our Alderman, with critically important input from impacted residents, the PDNA conducted an early survey on the speculated DePaul arena.

700 area residents weighed in on the initial survey. The survey results clearly show that 70% of residents, living within a few blocks from the site, do not support the construction of an arena and agree that an arena would negatively impact the Prairie District neighborhood.

When residents were asked to identify the best use for the specific site, the survey results reflected strong support for retail and restaurants, medium to strong support for residential and hotels and low support for an arena.

The speculated arena places two Chicago Landmark structures, the H. Rees House and the American Book Co. Building, at serious risk. The survey gauged residents on the preservation issue and 80% of residents do not support the demolition or alteration of the Landmarks.

Further, 75% of nearly 200 write-in comments, view the arena negatively. The survey write-in comments also reveal potential alternative sites for an arena in the South Loop, which would represent a more feasible and vibrant addition to the community.

Overall the survey shows that residents would support a DePaul arena in the South Loop, just not on the speculated site. High Impact Zone Feedback

Dead Space – Research reveals that even successful arena venues sit vacant for most of their useful life. DePaul Basketball has 18 home games, Rush Arena Football has 17 home games, add an additional 50 concerts and /or convention events and you still only have 85 days a year when the arena will be in use. That means that, 280 days or 75% of the year, the arena, which will sit directly adjacent to a dense residential neighborhood and McCormick Place, will offer little economic vibrancy. McCormick Place and the community need and want vibrancy.

Structure – An arena with 12,000+ seats on the speculated parcel will force the design of a massive, tall and unfriendly structure which will overpower and drain life from it’s surroundings.

Security and Rowdiness – An arena will rely heavily on alcohol sales, which means residents will be dealing with additional rowdiness and disturbance issues. Sporting and concert oriented events require substantial police supervision, traffic congestion and road closures. Impacted residents are already frustrated with Soldier Field events, adding an arena within the neighborhood will only increase these issues.

Access – Cermak would be the main access street. 21st Street, Calumet Avenue and Prairie Avenue are not feasible access streets. From a feasibility perspective, access is a serious issue.

Parking – McCormick Place does not have the 6,000+ parking spaces needed for an arena of this size. From a feasibility perspective, parking is a serious issue.

 It is a six-story, historic building across the street from the McCormick Place West Entrance, former warehouse Cadillac Auto.

 The dramatic building is approximately 96,000 square feet and will have about 150 hotel rooms with a quality, business style limited service format.

 The motif with be the Roaring 20’s and 30’s period stylish atmosphere.

 The hotel will feature a breathtaking rooftop deck and a lavish restaurant on the ground floor.

 The project qualifies for Class “L” Property Tax Incentive, Historic Tax Credits, State New Market Tax Credits (NMTC), and Federal New Market Tax Credits (NMTC).

A Large footprint will be on Indiana from Cermak to almost 23rd street. The development will include a parking garage and a Sky bridge from hotel across Indiana to the McCormick Place West building.

. Program: 34 stories, 1200 room hotel 33,000 sq. ft. banquet room, Jr. banquet room and a “major” restaurant.

. Revenue Financed The hotel will be paid for by using revenue bonds. The project will not be financed by tax backed bonds.

. Timeline: Break ground in 4Q of 2014 – opening in 4Q of 2016
