SIXTH CROSSING DUBAI CREEK ARCH BRIDGES Pre-Qualification SIXTH CROSSING DUBAI CREEK ARCH BRIDGES Pre-qualification NOTICE TO CONTRACTORS PRE-QUALIFICATION PROCESS FOR SIXTH CROSSING DUBAI CREEK ARCH BRIDGES FOR DUBAI ROADS AND TRANSPORT AUTHORITY Description Parsons International Limited is currently engaged in the design and preparation of the tender documents for the Sixth Crossing Dubai Creek Arch Bridges Project for the Dubai Roads and Transport Authority (RTA). The sixth crossing bridge is located about two (2) kilometers inland of the Ras Al Khor bridge (Business Bay Crossing). This new crossing will not only address the need for additional capacity, but will also create new travel corridor that can improve connectivity between various areas in Dubai. One main focus of this project is the development of world-class bridge which not only is economical and viable solution but it will instantly be identified with Dubai. The proposed bridge will be Steel Arch-Suspended Bridge designed to carry 6 lanes of vehicular traffic in each direction and two tracks of passenger rail system. The Crossing will comprise two Arch Bridges with length of 610m for the main arch and 381m for the second arch. Most bridge piers are located in the creek and will be founded on drilled shafts with footing at water level. General Instructions Contractors who wish to submit a bid for the construction of the Sixth Crossing Dubai Creek Bridge must be pre-qualified as outlined below. This Pre-qualification Process should be completed well in advance of the bid date, because bids for the arch bridge construction for the Sixth Crossing will only be accepted from firms pre-qualified by Dubai Roads and Transport Authority to perform this work. Responses to the pre-qualification questionnaire will be evaluated as they are received. It is the intention of the RTA to inform contractors of their decision on pre-qualifications by August 03, 2008. The RTA will accept completed pre-qualification applications through the close of business on July 13, 2008. Contractors wishing to submit bids for the East and West Steel Arch Bridges with suspended superstructures contract titled above must furnish the information requested in this Special Prequalification Process. The information should be submitted in the same sequence as the questionnaire. The procurement proposed for this project will be Design- Bid-Build method. 2. The Dubai Roads and Transport Authority (RTA) Pre-qualification Committee will administer pre-qualification for this Suspension Arch Bridge contract. The Committee will evaluate the contractor's application and any other information available, including the comments of references, and approve or reject the contractor's application for pre- qualification. Approval of pre-qualification applicants includes the Project Team. Any changes to the proposed Project Team must be resubmitted and approved by Dubai Roads and Transport Authority. The Committee will advise the contractor of its decision by certified mail or by fax stating whether or not the contractor is pre-qualified to bid on this contract. 3. Dubai Roads and Transport Authority will accept completed pre-qualification applications through the close of business on Sunday, July 13 th , 2008. The contractor may appeal a decision of the RTA denying pre-qualification, providing an appeal is made in writing no later than 7 calendar days following the receipt of the notice of denial. The appeal shall be directed to the Chairman. The Chairman will render a decision regarding the appeal within 10 working days following the receipt of appeal. The decision of the Chairman shall be final and binding. 5. Nothing in this procedure shall be construed as depriving the RTA of the right to reject any bid prior to the award of a contract when other circumstances and/or developments in the opinion of the RTA change the pre-qualification of any of the qualified firms. Pre- qualification is not a substitute for responsiveness in the bid document. Failure to provide all information requested may result in the denial of pre- qualification by the Pre-qualification Committee of RTA. Replies shall be in a typed, easy to read format, and the numbering system of this Questionnaire must be used. A. IDENTIFICATION 1. What is the entity of the applicant? a. Proprietorship b. Corporation c. Joint Venture d. General Partnership e. Other (Define) 2. If a proprietorship or corporation, provide the name under which the entity would bid, the home office address, and the name of the principal who will represent the company in any dealings with regard to this prequalification process. 3. If a joint venture or general partnership: a. Provide the name under which it would bid, the office address, and the name of the principal who will represent the company in any dealings with regard to this prequalification process. b. Provide the names and home office addresses of each participant of the joint venture. c. If the applicant is a joint venture or general partnership, the information required in all paragraphs shall be provided individually for each participant of the joint venture or general partner. 4. Organization: Provide an organization chart showing how you will organize your work force for the Sixth Crossing Arch Bridge Project. Be sure to list all key personnel and identify their role in the project, i.e., Construction Manager, Project Manager, Project Superintendent for Erection, Project Engineer, Bridge Design Manager ( Design-Build only) etc. Include both home office and on site personnel. Show the specialty firms that you plan to use for the steel fabrication work, welding, shop drawings, cable installations, bridge design (Design-Build only) and the erection of the bridge. List key personnel from each specialty firm. Any changes to the key personnel need to be resubmitted and approved by the RTA. 2. Personnel: Provide complete experience and education resumes for all key personnel listed in (1) above. Specifically identify experience similar to that anticipated on this project, and your firm's rationale for selecting the individuals for this project, including individuals from each specialty firm you plan to use C. EXPERIENCE NOTE : The RTA is concerned with evaluating the experience of prospective bidders in the following areas only: Long span steel arch and suspension bridges with steel orthotropic box girders fabrication of steel bridges and orthotropic box girders, post-tensioning, cable installation, and complex erection and fabrication. 1. Background Experience: List all successfully completed construction, and design (Design Build only) projects for the experience noted above on which you have worked during the past fifteen-(15) years, including: a. Owner, project name, location b. Owner's contract number. c. Name, address, phone number of Owner's Project Manager. d. Initial contract value and final contract value. (Subcontractors provide initial and final subcontract value.) e. Contract starting date, initial contract completion date, and final contract completion date. Specifically address steel boxes, welding, post-tensioning, and cable installation and erection operations. g. Tonnage of structural steel used 2. Detailed Experience: Provide a detailed factual description of three recently long span cable supported steel bridges with at least one with orthotropic box girder superstructures having a minimum span of 300m with large scale marine foundations. The first of the new trains is scheduled to arrive in Dubai this November and the test run of the first train is planned in December this year.
