Invitation for Bids Date: 21 November 2017 Loan No. 50312-BAN: Railway Rolling Stock Operations Improvement Project and Title: BR/ADB/40 BG DE Locomotives Contract No. Package 1: Procurement of 40 Nos. Broad Gauge Diesel Electric and Title: Locomotive for Bangladesh Railway Deadline for Submission of Extended to 18 April 2018, 11:30 A.M. (Bangladesh Standard Time) Bids: 1. The People’s Republic of Bangladesh (the Borrower) has applied for financing from the Asian Development Bank (ADB) toward the cost of Railway Rolling Stock Operations Improvement Project and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Bangladesh Railway (the “Purchaser”) under Ministry of Railways now invites sealed bids from the eligible bidders for “Procurement of 40 Nos. Broad Gauge Diesel Electric Locomotive for Bangladesh Railway” including Commissioning & trial run, study tour/training of BR Engineers. 3. International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: Two- Envelope bidding procedure and is open to all eligible Bidders from eligible source countries. 4. Only eligible manufacturers of diesel-electric locomotives and diesel-electric multiple units should participate in this bidding. Key experience and technical capacity requirements are as follows: Contractual Experience: Satisfactory completion of supply of diesel electric locomotives, or diesel electric multiple units with a minimum accumulated value of US$ 200.00 million under a maximum of 5 (five) contracts, executed during the last 10 (ten) years prior to the bid submission date. At least one of the contracts shall have a minimum value of US$ 45 million. Technical Experience: Minimum 15 years of experience in manufacturing diesel electric locomotives; has manufactured a minimum of 200 (two hundred) new (not refurbished) units of diesel electric locomotives in the last 10 (ten) years prior to the bid submission date, with at least 100 (one hundred) of the new units exported outside of the manufacturer’s country; manufacturer shall be ISO 9001:2008 certified. Production capacity: Demonstrates adequate production capacity to manufacture the required type, size and quantity of diesel electric locomotives in accordance with the delivery and completion schedule in Section 6 (Schedule of Supply) of the bidding document. Interested eligible Bidders may obtain further information from Project Director and at the address given below from 10:00 A.M. to 04:30 P.M. (Bangladesh Standard Time) on all working days until 17 April 2018. (Bangladesh Standard Time) Date: 14 January 2018 Venue: Rail Bhaban (Room No.#411), Bangladesh Railway, 16, Abdul Gani Road, Dhaka-1000, Bangladesh 7. The Bidding Document, in the English language, may be purchased by interested Bidders upon submission of a written application to the address in Para .5 above and upon payment of a nonrefundable fee of BDT 20,000.00 (Taka twenty thousand) until 11:00 A.M (Bangladesh Standard Time) on 18 April 2018. The Bidding Document can either be picked up at the address in Para. 5 above, or upon request of the bidder the Bidding Document will be sent by surface mail or courier for overseas delivery by the Purchaser. The cost for overseas delivery will be paid by the bidder on an at cost basis, and should be paid at the same time when the Bidding Document is purchased. The method of payment will be in the form of pay order in favor of “Financial Advisor & Chief Accounts Officer/Project” Bangladesh Railway, Dhaka. No liability will be accepted for loss or late delivery. 8. Bids must be delivered to the address in Para.5 above on or before 11:30 A.M. (Bangladesh Standard Time), 18 April 2018. All Bids must be accompanied by a Bid Security as described in the bidding document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives, who choose to attend at the address in Para .5 above at 12.00 P.M. (Bangladesh Standard Time), 18 April 2018. 9. The Bangladesh Railway will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. .
