Chapter 5.1: Land Use, Zoning, and Public Policy A. INTRODUCTION This chapter describes existing land use, zoning, and public policies applicable to the proposed project and evaluates potential significant adverse effects that may result from implementation of the proposed flood protection system. Potential significant adverse effects to land use as a result of implementing the flood protection system are also evaluated. Potential land use issues include known or likely changes in current land uses within the study area, as well as the proposed project’s potential effect on existing and future land use patterns. Potential zoning and public policy issues include the compatibility of the proposed project with existing zoning and consistency with existing applicable public policies. PROJECT AREA ONE Project Area One extends from Montgomery Street on the south to the north end of John V. Lindsay East River Park (East River Park) at about East 13th Street. Project Area One consists primarily of the Franklin Delano Roosevelt East River Drive (FDR Drive) right-of-way, a portion of Pier 42 and Corlears Hook Park as well as East River Park. The majority of Project Area One is within East River Park and includes four existing pedestrian bridges across the FDR Drive to East River Park (Corlears Hook, Delancey Street, East 6th Street, and East 10th Street Bridges) and the East Houston Street overpass. Project Area One is located within Manhattan Community District 3, and borders portions of the Lower East Side and East Village neighborhoods. PROJECT AREA TWO Project Area Two extends north and east from Project Area One, from East 13th Street to East 25th Street. -

Landmarks Preservation Commission September 20, 1966, Number 1 LP-0179 GRACIE MANSION, East End Avenue at 88th Street in Carl Schurz Park, Borough of Manhattan. Begun 1799, completed 1801; north addition 1810. Landmark Site: Borough of Manhattan Tax Map Block 1592, Lot l in part, consisting of the land on which the described building is situated. On March 8, 1966, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of Gracie Mansion and the proposed desig nation of the related Landmark Site. (Item No. 3). The hearing had been duly advertised in accordance with the provisions of l aw. Two witnesses spoke in favor of designation, including the Park Commissioner Thomas • Hoving. There were no speakers in opposition to designation~ DESCRIPTION AND ANALYSIS Located in Carl Schurz Park on the East River at East Eighty Eighth Street is one of the finest Federal Style country seats r emaining to us from that early period. Standing on a promontory, once known as "Gracie's Point," the large two story frame house is enclosed, at first floor l evel, by a porch surmounted by a handsome Chinese hippendale railing, a near duplicate of the balustrade surrounding the hipped roof above. On the river side the house boasts ~~ exceedingly fine Federal doorway with leaded glass sidelights and a semi-circular lunette above the door, flanked by oval rosettes set between delicate wood consoles. As tradition would have us believe, this work, consisting of additions made b,y Archibald Gracie about 1809, may well represent the efforts of the noted architect, Major Charles Pierre L'Enfant. -

Dyckman House Stands As the Last Typical Dutch Colonial Farmhouse Left on Manhattan Island
Landmarks Preservation Commission July 12, 1967, Number 3 LP-0309 DYC~~ HOUSE, Broadway between West 204th Street and West 207th Street, Borough of Manhattan. Built about 1783. Landmark Site: Borough of Manhattan Tax Map Block 2241, Lvt 35. On June 14, 1966, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Dyclonan House and the proposed designation of the related Landmark Site. (Item No. 41). The hearing had been duly advertised in accordance with the provisions of law. Two witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION JJ[D ANALYSIS Today the Dyckman House stands as the last typical Dutch Colonial farmhouse left on Manhattan Island. Built of fieldstone, brick and wood, this Eighteenth Century house replaced one of 1748 which was destroyed by the British in the Revolutionary War. Descendants of the Dyclonan family purchased and restored the house with period furnishings, presenting it to the City in 1915 which now manages it as a museum and park. It is a modest dwelling with an unpretentious charm and warmth. Architecturally, it is a country farmhouse of the period, at its best. Perched on a small landscaped hillock, with a sturdy fieldstone wall enclosing the property, it is a valued treasure of our architectural legacy. Built in 1783, tho structure has a few features and details su~gesting earlier construction. It is believed that some of the materials salvaged from the 1748 house were used in erecting this farmhouse. The one and one-half story dwelling with high basement, has a sweeping low-pitched gambrel roof, curved out over a full porch. -

The redesigned map should be practical and able to be used in the real world. My choice on the New York State Park is the Central Park in Manhatten New York. I Chose Central Park because of my own experience. As a first time visitor in New York last year, I visited Central Park with my cousin who has been living in NewYork for seven years. While I was doing my research, I did not find any map for first-time visitors from the central park official website. If I were on my own while I first visited Central Park, I would not be able to know where to begin my visit. I am sure that the other first-time visitors would have the same problem. These are the reasons that my map is designed for first-time visitors who have a limited amount of time. In my map, I featured several top attractions in and around the park. I also included some top-rated restaurants around and inside the park since Knowing where to consume good food is essential during visiting. -
