Dixon Chairman, Defense Base Closure and Realignment Commission This is a supplement to our report entitled Military Bases: Analysis of DOD’s 1995 Process and Recommendations for Closure and Realignment (GAO/NSIAD-95-133, Apr. 14, 1995). Many interested parties, including Members of Congress, have sent us correspondence on base closures. Several of these letters were from multiple requesters and included attachments of data, analyses, and/or evaluations. In some instances, the letters and material provided useful leads. In other cases, the material added support to issues we were actively pursuing. We could not follow up on many of the issues or points because of the limited time available to us. However, we believe that the letters and materials may be helpful to the Commission as it considers the proposed closures and realignments. Consequently, we are providing all of the letters and materials to the Commission for consideration. Appendix I contains copies of the letters and some of the materials we received. We are sending copies of this supplement to the Chairmen, Senate Committee on Appropriations, Subcommittee on Defense; Senate Committee on Armed Services; House Committee on Appropriations, Subcommittee on National Security; House Committee on National Security; individual Members of Congress; the Secretaries of Defense, the Army, the Navy, and the Air Force; and the Directors of the Defense Logistics Agency and the Defense Investigative Service.     CHAPTER 125 PDF p. 1 of 2 CHAPTER 125 (HCR 104) A CONCURRENT RESOLUTION requesting and petitioning the Kentucky Congressional Delegation to urge the U.S. Forest Service to replace its recently established guidelines on the care, maintenance, and burials at cemeteries in the Land Between the Lakes Recreation Area with the long-established policies imposed by the Tennessee Valley Authority. WHEREAS, the Land Between the Lakes Recreation Area encompassing portions of Lyon and Trigg Counties in Kentucky and Stewart County in Tennessee was created by the federal government as a beautiful, scenic recreational area to be enjoyed by many; and WHEREAS, prior to the land's acquisition by the federal government, generations of families inhabited this land, dating back to the first white settlers in the area; and WHEREAS, in acquiring the land, families with strong ancestral ties to the land were displaced; and WHEREAS, from its inception in 1964 and throughout the creation of the Land Between the Lakes Recreation Area, assurances were made to those displaced and remaining alike, and among the most sacred was a promise to provide access to and entrust the care of the 250 or so cemeteries there to the relatives, friends, and cemetery associations; and WHEREAS, this policy recognized the sanctity of the family by permitting additional burials if space was available, and it remained in place until 2001; and WHEREAS, the management of the Land Between the Lakes was changed from the Tennessee Valley Authority (TVA) to the U.S. Department of Agriculture

WHEREAS, it is fitting that the members of this Body should recognize those fellow legislators who have performed their elected duties with dedication to their respective communities and to this great State, and who have gone on admirably to perform further political offices; and WHEREAS, Senator Marsha Blackburn’s career in the General Assembly came to an end at the adjournment of the 2002 Session of the 102nd General Assembly, when she announced her intent to run for the Seventh Congressional Seat in the United States Congress; and WHEREAS, upon being elected to this highly prestigious office, Representative Blackburn was sworn in on January 7, 2003, and is already making her presence felt in our U.S. House of Representatives; and HR0189 00272284 -1- WHEREAS, a native of Laurel, Mississippi, Rep.
