In Seattle, the nexus of land use and transportation planning has produced an approach that incorporates negotiation of site-specific transportation demand management elements into the municipal process of permit and design review. The City requires by Director’s Rule some elements, recommends others, and leaves to negotiation the rest. The result is an individualized transportation management program (TMP) process that is ultimately site- specific but reflective of both City policy and developer needs. This study is a qualitative analysis of the transportation management programs implemented in Downtown and South LaKe Union since the start of the TMP program in 1988. A content analysis of the individual transportation management programs is supported by a review of the commercial development context in which each Director’s Rule was written. The content analysis reveals limited consistency or patterned response regarding the major categories of transportation demand management strategies-- physical improvements, bicycle/walking programs, employer-based incentives, transit and car/van pooling, and parking management.
