As stated in the Notice, the petitioner filed its request pursuant to the provisions of Section 1.420(i) of the Commission’s Rules which permits the modification of a station’s authorization to specify a new community of license without affording other interested parties an opportunity to file competing expressions of interest.2 The proposed reallotment of Channel 224C to Dolan Springs, which is not within an urbanized area, is mutually exclusive with the petitioner’s current authorization at Kingman.
