Chicago's oldest African American, private, non-sectarian school, Howalton's educational philosophy stressed discovery, enthusiasm, creativity, the arts and the humanities in an informal, controlled atmosphere.

    ABSTRACT A CASE STUDY OF CROSS-OWNERSHIP WAIVERS: FRAMING NEWSPAPER COVERAGE OF RUPERT MURDOCH’S REQUESTS TO KEEP THE NEW YORK POST by Rachel L. Seeman Media ownership is an important regulatory issue that is enforced by the Federal Communications Commission. The FCC, Congress, court and public interest groups share varying viewpoints concerning what the ownership limits should be and whether companies should be granted a waiver to be excused from the rules. News Corporation is one media firm that has a history of seeking these waivers, particularly for the New York Post and television stations in same community. This study conducted a qualitative framing analysis of news articles from the New York Times and the Wall Street Journal to determine if the viewpoints expressed by the editorial boards were reflected in reports on News Corp.’s attempt to receive cross-ownership waivers. The analysis uncovered ten frames the newspapers used to assist in reporting the events and found that 80% of these frames did parallel the positions the paper’s editorial boards took concerning ownership waivers. Powers 2 3 4 CHICAGO LGBT HALL OF FAME The Chicago LGBT Hall of Fame (formerly the Chicago Gay and Lesbian Hall of Fame) is both a historic event and an exhibit. Through the Hall of Fame, residents of Chicago and the world are made aware of the contributions of Chicago’s lesbian, gay, bisexual, and transgender (LGBT) communities and the communities’ efforts to eradicate bias and discrimination. With the support of the City of Chicago Commission on Human Relations, its Advisory Council on Gay and Lesbian Issues (later the Advisory Council on Lesbian, Gay, Bisexual and Transgender Issues) established the Chicago Gay and Lesbian Hall of Fame (changed to the Chicago LGBT Hall of Fame in 2015) in June 1991. The inaugural induction ceremony took place during Pride Week at City Hall, hosted by Mayor Richard M. Daley. This was the first event of its kind in the country. Today, after the advisory council’s abolition and in partnership with the City, the Hall of Fame is in the custody of Friends of the Chicago LGBT Hall of Fame, an Illinois not- for-profit corporation with a recognized charitable tax-deductible status under Internal Revenue Code section 501(c)(3).

  • 8. Emergency School Delay Or Closing Procedures
    EMERGENCY SCHOOL DELAY OR CLOSING PROCEDURES The Wyoming County Board of Education and the personnel in all of our schools are sincerely concerned about the students placed in our care. Their Wyoming County Schools safety is of utmost importance. Emergency situations sometimes occur that warrant the closing of schools to protect the well-being of students. This brochure is intended to inform parents, students, and community members 'Inspiring Our Students to Learn, Dream, and Achieve!' about such situations and the procedures to be followed when closings occur. Under what conditions are schools closed? The primary reason for closing schools is unsafe road conditions caused by severe weather. Extreme snow, ice, cold, or flooding may result in cancellation of school. In addition, failure of mechanical or electrical equipment in schools, or other emergency situations could make it inadvisable to operate schools on certain days. Who is responsible for making the decision to close schools? Chapter 18, Article 4, Section 10, relating to the School Laws of West Virginia, designates the Superintendent of Schools as the person to make the decision to close schools when conditions are detrimental to the health, safety, or welfare of students. How does the Superintendent arrive at a decision to close schools? Every effort is made to accurately assess the conditions of roads and school facilities. Efforts to determine these conditions are generally started with television, radio, and computer weather forecasts and forecasts from the weather service during the night. Early in the morning, calls will be made to the National Weather Service and Department of Highways to determine road conditions, as well as a future schedule for road upkeep.
