This DGAR was prepared pursuant to Section 9.1(a) of the Administrative Settlement Agreement and Order on Consent for Remedial Investigation/Feasibility Study, Docket No. CERC-03-2009-0061DC (Settlement Agreement), effective April 9, 2009, between FWEC and the United States Environmental Protection Agency (EPA). The FWEC/Church Road TCE Site (Site) is located in Mountain Top, Wright Township, Luzerne County, Pennsylvania. It includes: • The former FWEC Facility, located within the Crestwood Industrial Park Complex; and • The Church Road TCE Site, including the Affected Area, as defined in the Administrative Settlement Agreement and Order by Consent for Removal Response Action for the FWEC/Church

EPA Superfund Program Proposed Plan for Interim Remedial Action Foster Wheeler Energy Corporation/Church Road TCE Superfund Site Mountain Top, PA EPA ANNOUNCES PROPOSED PLAN May 2018 The United States Environmental Protection Dates to Remember Agency (EPA) is issuing this Proposed Plan to present EPA’s Preferred Interim Remedial Action May 9, 2018 to for the Foster Wheeler Energy Corporation/Church June 8, 2018 Road TCE Superfund Site (the Site). EPA is the Public Comment Period on lead agency for the Site and the Pennsylvania EPA’s Proposed Plan Department of Environmental Protection (PADEP) is the support agency. The Preferred Interim Public Meeting Remedial Action is based on the findings of the May 23, 2018 June 2017 Remedial Investigation (RI) and the 7:00 pm December 2017 Feasibility Study (FS). The St. Jude’s School aforementioned documents are contained in the 422 Mountain Blvd Administrative Record file for the Site. Mountain Top, PA 18707. The Site consists of three primary areas, the former Foster Wheeler Energy Corporation (FWEC) Facility, the Affected Area, and the Surrounding Industrial Properties (SIPs). This Proposed Plan presents EPA’s Preferred Interim Remedial Action to address contaminated sediment, soil, and groundwater at the former FWEC Facility and Site-wide vapor intrusion. The Affected Area and SIPs will be addressed under subsequent actions. The National Superfund Database Identification Number is PAD003031788. Wapwallopen Creek Section 01 Section 01 can be characterized as a small, coldwater stream. The 2005 examination (conducted at two sample sites) recorded the presence of 12 fish species, including a Class A wild brown trout population estimated at 49.18 kg/ha. Section 02 This segment can be characterized as a moderate size, coldwater stream. The 2005 examination recorded the presence of nine fish species, including a Class A wild brown trout population estimated at 41.28 kg/ha. Section 03 Section 03 can be characterized as a moderate size, coldwater stream. Adult trout stocking was added to the management of this section of stream in 2004. The 2005 examination recorded the presence of eight fish species, including a biomass Class B wild brown trout population estimated at 38.17 kg/ha.
