New Legislators Guide New Legislators Guide Updated November 10, 2020 About Missouri Scout Missouri Scout is a private news service providing political intelligence and Call. Started in 2007, Missouri Scout has become the underground tip-sheet for Missouri state politics. Monday through Friday, subscribers receive Daily Updates that include rumors, overlooked facts, and analysis about current events.     The second half of the 2019 Missouri legislative session kicked off Monday. The House focused much of its week finalizing its version of the state’s 2020 budget while the Senate steadily moved through its floor calendar. Activity will be full steam ahead for the final seven weeks that remain in session. Buck O’Neil The House General Laws Committee convened Monday morning to discuss passage of HCR 34, sponsored by Representative Louis Riggs (R-Hannibal). The resolution urges the Baseball Hall of Fame to induct John Jordan “Buck” O’Neil who played for the Kansas City Monarchs and led the effort to establish the Negro Leagues Museum. The committee passed the bill with a unanimous vote. Unemployment compensation The House Workforce Development Committee held an executive session Monday afternoon to consider passage of HB 217, sponsored by Representative Justin Hill (R-Lake St. Louis). The bill modifies the duration of unemployment compensation and the method to pay federal advances, while raising the fund trigger causing contribution rate reductions. After no discussion, the committee passed the bill by an 8-2 vote. New Business Tax Credit The House Economic Development Committee convened Monday evening to discuss HB 1142, sponsored by Representative Noel Shull (R-Kansas City). Currently, only the value of real and depreciable personal property is included in the definition of "new business facility investment" for the New or Expanded Business Facility Tax Credit. The bill changes the definition of "new business facility investment" to include property acquired by purchase, lease, or license, including the right to use software and hardware via on-demand network access to a shared pool of configurable computing resources.

    Good News Bringing the Light of Christ to Missouri | May/June 2021 The 2021 legislative session wrapped up on Friday, May 14th. This year’s session commenced under the continuing cloud of COVID-19, and it wasn’t clear how things would progress. Several changes were made to the way business is conducted at the Capitol in order to slow the spread of the virus. House and Senate committees, for example, allowed witnesses to submit testimony in writing, rather than requiring them to appear in person. In the House, some committees even allowed witnesses to appear via video. Session started with few members of the public present in the building, and most in attendance wearing masks. By the end of session, however, more people were showing up at the Capitol, including groups of school children, with few masks in sight as vaccines became available. The big issue facing law makers this year was Medicaid expansion. As we have previously reported, the House and Senate both voted not to include funding for expansion of the program in the FY 2022 budget, despite voters approving the measure during the August 2020 primary election. Most of the legislators cited the lack of support for expansion in their districts and the cost of the program to the state in the future. Several would-be Medicaid recipients have now sued the state Pro-Life Legislation to allow them to enroll, and the MCC anticipates a ruling to be issued prior to July 1st.
