French govt moves a bill to shrink the country's parliament by 25 % French President Emmanuel Macron's government moves a bill to shrink the country's parliament by 25 per cent as part of an overhaul of country's institutions. • The government introduced a draft law that would reduce the number of seats in the lower house of parliament, the National Assembly, from 577 to 433. • The Senate would go from 348 to 261 members. • The bill also allows for 20 per cent of seats to be based on party lists instead of individual candidates. 2. ADB President meets PM Modi Asian Development Bank, ADB, President Takehiko Nakao met Prime Minister Narendra Modi and pledged to support the government’s new flagship initiatives. • Mr Nakao commended the government’s vision to make India a five trillion dollar economy. • The Prime Minister and ADB President discussed how to further enhance the partnership in areas such as the promotion of new technologies and innovation, renewable energy, solar-pump irrigation, electric vehicle and battery, sustainable tourism, and the recycling of plastic. • ADB expects the country’s growth in 2019 at 7.0 per cent and in 2020 at 7.2 per cent, despite downside risks in the global economy. 3.     Current Affairs 2013- January International The Fourth Meeting of ASEAN and India Tourism Minister was held in Vientiane, Lao PDR on 21 January, in conjunction with the ASEAN Tourism Forum 2013. The Meeting was jointly co-chaired by Union Tourism Minister K.Chiranjeevi and Prof. Dr. Bosengkham Vongdara, Minister of Information, Culture and Tourism, Lao PDR. Both the Ministers signed the Protocol to amend the Memorandum of Understanding between ASEAN and India on Strengthening Tourism Cooperation, which would further strengthen the tourism collaboration between ASEAN and Indian national tourism organisations. The main objective of this Protocol is to amend the MoU to protect and safeguard the rights and interests of the parties with respect to national security, national and public interest or public order, protection of intellectual property rights, confidentiality and secrecy of documents, information and data. Both the Ministers welcomed the adoption of the Vision Statement of the ASEAN-India Commemorative Summit held on 20 December 2012 in New Delhi, India, particularly on enhancing the ASEAN Connectivity through supporting the implementation of the Master Plan on ASEAN Connectivity. The Ministers also supported the close collaboration of ASEAN and India to enhance air, sea and land connectivity within ASEAN and between ASEAN and India through ASEAN-India connectivity project. In further promoting tourism exchange between ASEAN and India, the Ministers agreed to launch the ASEAN-India tourism website (www.indiaasean.org) as a platform to jointly promote tourism destinations, sharing basic information about ASEAN Member States and India and a visitor guide.     mohammad sajjad Politics of Misrepresenting the Oppressed: A Critique of Abdus Samad’s Urdu Novel Dhamak* Abdus Samad (ʿAbduíṣ-Ṣamad) is known less as a teacher of political science and more as a famous Urdu fiction writer. Starting his literary career with short story writing, he later began writing novels. All five of his novels are accounts of the politics of twentieth-century Bihar. The first, Dō Gaz Zamīn (Two Yards of Land, 1988), deals with the politics of the partitions of the Indian subcontinent (first of India in 1947 and then the dismemberment of Pakistan in 1971) and depicts its impact on a declining Muslim feudal family of Bihar Shareef, roughly from the 1920s to the 1970s (Ghosh 1998, 1ñ40; Qasmi 2008, 24ñ26). It earned great praise from Urdu literary critics and in 1990 received the prestigious Sahitya Academy Award. His second novel Mahātmā (The Great Soul, 1992), the least appreciated of his novels critically, is a pessimistic account of the deep decline in the quality of higher education. His third novel, Khvābōñ kā Savērā (Dawn of Dreams, 1994), is the most critically acclaimed in terms of theme, technique, style, treatment, and so on. It deals with Muslims and their engagement with (or place in) the secular democracy of India in an increasingly communalized polity and society.
