Answer: The Honourable the Minister for Police: I am advised that: As part of the Government's Night Network trial, a typical night will see approximately 160 Protective Services Officers (PSOs) and 70 Transit Police working across the network during the extended weekend timetable. PSOs will be stationed at 78 premium rail stations across the metropolitan network, while roving Transit Police will patrol all train lines throughout the night on weekends, and will be supported by police in divisional vans when required. In line with the public transport arrangements for New Year's Eve, the four city loop stations will close during the Night Network Trial. The remaining 78 premium stations, which will be staffed by PSOs throughout the night during the trial, are listed at http://ptv.vic.gov.au/getting-around/stations-and-stops/premium-station s/. At approximately 2am, V/Line coaches will leave Southern Cross Station for Ballarat, Bendigo, Geelong and Traralgon. This will provide a mix of stopping and express services, for commuters travelling to regional centres. Local police will continue to provide a police response across these four key regional centres. Attachments: No Attachments Answer Published Date: 29/01/2016 Question: 6649 QUESTION ON NOTICE — Mr Hodgett to ask the Minister for Public Transport — With reference to the 12 month Night Network overnight train services commencing in 2016, during the initial 12 month trail: (1) What total annual patronage is forecast for the Night Network on: (a) Metro trains; (b) Yarra Trams; (c) reconfigured NightRider buses; (d) V/Line 0200 hours coach departures. (2) What total additional passenger revenue is the Night Network forecast to create for: (a) Metro trains; (b) V/Line. Answer: I am informed that, as at the date the question was raised: In terms of the number of passengers likely to use services, these services have never been provided on a regular basis in Melbourne before. The purpose of the 12 month trial is to assess the demand for late night travel on weekends to enable a decision on the level of future services to be provided. As the level of additional revenue depends on the demand for late night travel, the Government is unable to provide forecasts for revenue until it has established the trends for patronage. It is a straightforward question; it does not require a rehash of the government's commitment to the education state, obfuscation designed to pretend that decisions have not been made or cheap political shots about the former government. The education department has informed Donvale Primary School that it is high on the list to receive funding for an upgrade to its buildings. We are all aware that the minister has the final say about which schools are to be funded in the budget. Therefore I ask the minister: will Donvale Primary School receive funding in the 2016 budget for the significant capital works that it needs? Answer: The Andrews Labor Government is commied to supporng schools in the effecve management of their assets, which includes capital works projects at some schools. This is why we have commied to invesng in educaon and school infrastructure, and this has been demonstrated through the allocaon of $730 million to school facilies in the 2015-16 State Budget. I am aware of the infrastructure requirements of Donvale Primary School and our challenge is to responsibly balance and priorise the needs of over 1,500 government schools in Victoria, all in varying condion. Four years of no investment and no future road planning by the Liberal-Nationals coalition government have left significant congestion on state and council roads in my electorate of Yan Yean. The Andrews Labor government is now getting on with the much-needed duplication of Yan Yean Road up to Kurrak Road. However, the community wants this upgrade to continue well beyond Kurrak Road, so I ask the minister: when will the declaration of Yan Yean Road as a state arterial road beyond Kurrak Road to Bridge Inn Road occur so that planning for further duplication can be undertaken and funding bids made? Answer: Yan Yean Road between Kurrak Road and Bridge Inn Road has recently been declared as a state arterial road. The declaration was listed in the Victorian Government Gazette dated 8 December 2015. I ask: what funding is available for the extension of the main runway at Mildura Airport? The Mildura Airport is vital economic and transport infrastructure and it has secured $10 million from the federal government to strengthen the main runway. The federal government has recognised the increased traffic and size of aircraft using the Mildura Airport. The main runway also requires lengthening, a project Regional Development Victoria is familiar with, to increase the length to allow for operation of heavy aircraft in all weather conditions. There are valid reasons to combine both projects, and this government should now fund the lengthening of the Mildura Airport runway, as it makes good economic sense to do both projects together. Answer: The Victorian Labor Government has long recognised the significance of the Mildura Airport, having previously provided funding totalling $6,320,000 through the Regional Infrastructure Development Fund across two separate projects, including: terminal extensions and upgrades, relocaon of refuelling areas, strengthening works to pavement of apron and taxiway C & D and sealing of the main runway shoulders .

Answer: • The Department of Education and Training (the Department) is continuing to provide principals, teachers and school staff with resources to support their students’ mental health and wellbeing during the coronavirus (COVID-19) pandemic. • The pandemic is likely to have a significant impact on the mental health and wellbeing of some of our students and the wider community. Mental health and wellbeing support to students is critical given the impact physical distancing and isolation is likely to have on some students during the pandemic and longer term. • Principals, teachers and health and wellbeing support staff are continuing to support the mental health and wellbeing of students. • It is challenging to compare reporting in schools while students have mostly been learning from home, with reports from schools at the same time last year. That superstop is so wide that it will reduce the traffic lanes in both directions to one lane. In response to our numerous requests to the MMRA that the tram stop be reduced in size so as to allow two lanes in each direction we are told it cannot be done because that is the “Policy”. The effect of that one tram stop in the last 500 metres or so of the eight kilometers the Toorak Road tram has travelled to that point will be to create a massive traffic jam for vehicles travelling to St Kilda Road and out of St Kilda Road in an easterly direction. The chaos caused by this traffic jam will impact a large part of Melbourne, will continue for the estimated five years of the Metro construction and perhaps forever because of what is now plainly the PTV (misconceived) intention that the current Park St/Domain Road tram will never be returned. It is extraordinary that one tram stop should be permitted to cause such harm to Melbourne and that it cannot be changed because of the “policy”. It is even more extraordinary when for the previous eight kilometers or more of the Toorak Road tram there are two traffic lanes during peak hours plus a tram line on which cars can travel and not one single disabled tram stop.

The Committee comprises ten members of Parliament drawn from both Houses of Parliament. The Committee carries out investigations and reports to Parliament on matters associated with the financial management of the State. Its functions under the Act are to inquire into, consider and report to the Parliament on: • any proposal, matter or thing concerned with public administration or public sector finances • the annual estimates or receipts and payments and other Budget papers and any supplementary estimates of receipts or payments presented to the Assembly and the Council • audit priorities for the purposes of the Audit Act 1994. The Committee also has a number of statutory responsibilities in relation to the Office of the Auditor-General and Parliamentary Budget Office.

Formerly Minister for the Prevention of Family Violence, Natalie Hutchins will again be a determined voice on behalf of victim survivors, taking up the portfolios of Victim Support and delivering the Government’s reform agenda in Corrections, Youth Justice, and Crime Prevention. Having spent his parliamentary career representing communities in the outer east, Shaun Leane will ensure our growing suburbs have the services and infrastructure they need as Minister for Suburban Development. As Minister for Local Government, he will support local councils as they grapple with the pandemic, and as the son of a World War II veteran, he’ll also bring his very real personal connection to the portfolio of Minister for Veterans. As Assistant Treasurer and Minister for Regulatory Reform, Danny Pearson will work closely with the Treasurer to deliver the Budget, oversee government shared services and bring clarity and coordination to the government’s regulatory structure. As Minister for Government Services, he will oversee the public sector, cyber security and citizen digital transaction reform. Six months into the coronavirus pandemic, the role of government in supporting business and industry has never been more important. Martin Pakula will take on the key portfolio of Industry Support and Recovery – helping Victorian businesses navigate restrictions and restart their operations in a COVIDsafe economy, and delivering targeted support for our key job-creating sectors. Recognising their importance to our state’s ability to grow new jobs, Minister Pakula will also take responsibility for the development of the Docklands precinct, Fishermans Bend and the Footscray precinct as part of the new Business Precincts portfolio.

The ​ treatment she experienced highlights the disrespect towards consumers by the Australian mental health system. It exposes consumer powerlessness despite the rhetoric and money spent, intended for their support. Kerry O’Malley was subjected to a Community Treatment Order (CTO) in December ​ 2019, leading to her forced medication. This caused severe mental and physical side effects including increased anxiety, lack of motivation, poor concentration, weight gain, loss of hair and emotional stress caused by her lack of autonomy. She was accused of sitting in a chemist shop, confused, for six hours. However, no evidence was given of her being a risk of serious harm to herself or to others. The NSW Mental Health Review Tribunal rejected her proposed alternative plan, which incorporated medical and social intervention strategies to increase Kerry’s control over her own life. She is one of 5,000 in NSW and one of 17,000 in all of Australia currently forcibly injected under CTOs. Kerry O’Malley’s rights to representation, access to medical files and bodily autonomy had all been breached. These issues were well defined and the case was won in the NSW Supreme Court.
