EXECUTIVE SUMMARY

Lyell McEwin Hospital (LMH) Emergency Department is a Level 5 Adult and Level 4 Paediatric Service that provides complex specialist emergency care 24 hours, 7 days a week - including Resuscitation and Emergency assessment and stabilizing treatment. The Unit sees more than 71,000 presentations, majority non-ambulance arrivals, annually. Growing demand is expected with population growth forecast to increase by around 50,000 over the next 5 years.

Identified five years ago for transformation to one of three major tertiary hospitals in , LMH services the north of the state as part of Northern Adelaide Local Health Network (NALHN). Hospital redevelopment in the order of $52M is planned with Emergency Department service improvements over the next 12 months to include the next phase expansion works and Phase 2 Model of Care.

The new Head of Unit - Emergency Department will provide pivotal leadership to service improvement and expansion, ensuring the highest standards of patient centered care and accountability for the overall performance of the Unit, including budget. The role will be responsible for ensuring performance standards and targets are met and for leading effective collaboration and cohesion across care teams as well as hospital Divisions to positively impact patient access and flow.

The role is an opportunity for an experienced and highly regarded leader, with public hospital experience in the field of Emergency Medicine, to successfully lead the Unit and the team through growth and redevelopment in transforming the Service to a next level service.

Essential: Eligible to possess specialist registration with the Medical Board of Australia (MBA) with a Fellowship of the Australasian College of Emergency Medicine (FACEM) or equivalent, and in-depth experience in emergency medicine.

Northern Adelaide Local Health Network (NALHN) provides acute and community health services for around 398,000 people living in the northern metropolitan area of Adelaide as well as providing tertiary services to a wider catchment area.

The northern area of Adelaide is currently the highest population growth area in SA. This will mean that by 2026 it is expected a quarter of the state’s population will live in the northern metropolitan catchment area. More than 4,200 skilled staff provide high quality patient care, education, research and health promoting services. The LHN includes some of the least affluent parts of the state. As a whole, residents of NALHN rate lower on population health measures than residents of other LHNs and are also more likely to have chronic disease or risk factors for chronic disease.

In the last 2 years or so, NALHN has developed strong Clinical Directorate structures. Strategically this has been about implementing the Single Service, Multiple Site model with services being amalgamated across campuses to create single services.

Lyell McEwin Hospital (LMH) is developing into a major adult tertiary hospital. LMH ED is a Level 5 Adult and Level 4 Paediatric ED as per the SA Health Clinical Services Capability Framework that provides complex specialist emergency care services to the community 24 hours, 7 days a week, including Resuscitation and Emergency assessment and stabilising treatment. Modbury Hospital (MOD) is developing as a centre for elective surgery and subacute including; rehabilitation, palliative care and older people’s services; with an Emergency Department (ED), and Short Stay General Medicine Unit (SSGMU) on site.

What lies ahead

Looking forward, acute service changes within NALHN will result in the provision of more complex services to residents in the north, including the refocus of the LMH to become one of the three major adult tertiary hospitals in South Australia.

• The realignment of acute services and activity between the Central Adelaide Local Health Network (CALHN) and NALHN will increase the self-sufficiency of NALHN to at least 80% and provide better access to care for residents in the north. • $52.5 million for a new and bigger world-class Emergency Department at LMH • The LMH will be the Trauma Centre for the North with the capability to stabilise major trauma patients who cannot be transported directly to the Major Trauma Services at the RAH or WCH.

HEAD OF UNIT-EMERGENCY DEPARTMENT (CONSULTANT)

POSITION PURPOSE

The Head of Unit-Emergency Department is responsible for the clinical standards and quality of care provided by the Emergency Unit at Lyell McEwin Hospital. In this role, he/she demonstrates leadership, and ensures efficient management and effective operation of the Department.

KEY DUTIES AND RESPONSIBILITIES

The Head of Unit-Emergency Department will

• Monitor standards of care, performance, and compliance in respect of budgets • Advise and collaborate in the development of an agreed financial and activity budget for the Unit with the Emergency Division. • Be responsible for the day to day management of the Unit and the overall delivery of a balanced budget, both financial and activity • Work collaboratively with other Heads of Unit to ensure the efficient operation of the acute hospital services • Contribute to and participate in, strategic planning and policy formulation across services, teaching and research • Facilitate the development and maintenance of linkages with consumers and the broader community • Contribute to the development and maintenance of effective relationships with the , Flinders University, University of South Australia, Department of Health and other appropriate government agencies • In collaboration with the Divisional management team, other Heads of Unit or designated staff, prepare reports and make recommendations to the Divisional Medical Co-Director on matters pertaining to the effective management of the Unit.

The Head of Unit-Emergency Department is required to have

Reporting into the Head are all medical staff within the Emergency Department. He/she will also ensure teaching commitments are met for medical students and junior medical staff within the Unit.

The Head of Emergency is expected to work collaboratively in the multi-disciplinary team in the ED and with senior nursing and medical staff of all Divisions and Departments to ensure that the acute hospital services function well within available resources

The Head of Unit (Consultant) substantive status is unaffected by the term nature of the appointment to Head of Unit, pursuant to clause 9 of the SA Health Salaried Medical Officers Enterprise Agreement.

The assignment of Head of Unit duties will be reviewed twelve (12) months following assignment of such duties, pursuant to Clause 9 of the SA Health Salaried Medical Officers Enterprise Agreement.

Our Legal Entities: SA Health is the brand name for the health portfolio of services and agencies responsible to the Minister for Health, the Minister for Ageing, and the Minister for Mental Health and Substance Abuse. The Department for Health and Ageing is an administrative unit under the Public Sector Act 2009.

The legal entities include but are not limited to the Central Adelaide Local Health Network Inc., Northern Adelaide Local Health Network Inc., Southern Adelaide Local Health Network Inc., Women’s and Children’s Health Network Inc., Country Health SA Local Health Network Inc. and SA Ambulance Service Inc.

SA Health Challenges: The health system is facing the challenges of an ageing population, increased incidence of chronic disease, workforce shortages, and ageing infrastructure. The SA Health Care Plan has been developed to meet these challenges and ensure South Australian’s have access to the best available health care in hospitals, health care centres and through GPs and other providers.

Health Network/ Division/ Department: The implementation of the National Health Reform in 2011 saw the establishment of five Local Health Networks across SA intended to promote, maintain and restore the health of the communities they serve.

The Northern Adelaide Local Health Network (LHN) provides care for around 341,000 people living in the northern metropolitan area of Adelaide as well as providing a number of state-wide services, and services to those in regional areas. More than 3,800 skilled staff provide high quality patient care, education, research and health promoting services.

The Northern Adelaide Local Health Network (NALHN) provides a range of acute and sub acute health services for people of all ages and covers 16 Statistical Local Areas and four Local Government Areas (one of which crosses the Central Adelaide Local Health Network) and includes the following:

▪ Lyell McEwin Hospital ▪ Modbury Hospital ▪ Sub-Acute ▪ GP Plus Health Care Centres and Super Clinics ▪ Aboriginal Health Care Services ▪ Mental Health Services (including two statewide services – Forensics and Older Persons)

NALHN offers a range of primary health care services across the northern metropolitan area of Adelaide, with a focus on providing preventive and health promoting programs in the community, and transition and hospital substitution and avoidance programs targeted at chronic disease and frail aged.

Clinical leadership of care systems is central to the current national and state wide health reforms. NALHN care delivery is configured within clinical divisions that are patient–focused, clinically led groupings of services. Clinical Divisions are responsible for managing service delivery activities across NALHN campuses and units, bringing together empowered experts to directly make relevant decisions.
