Local Government Boundaries Commission 1. Summary of Local Government Boundaries Commission comments The Boundaries Commission has reviewed the Delegate’s Report on the proposed merger of Cootamundra Shire Council and Gundagai Shire Council to determine whether it shows the legislative process has been followed and the Delegate has taken into account all the factors required under the Local Government Act 1993 (the Act). The Commission has assessed that: the Delegate’s Report shows that the Delegate has undertaken all the processes required by section 263 of the Act, the Delegate’s Report shows that the Delegate has adequately considered all the factors required by section 263(3) of the Act, and the Delegate’s recommendation in relation to the proposed merger is supported by the Delegate’s assessment of the factors. 2. Summary of the merger proposal On 6 January 2016, the Minister for Local Government referred a proposal to merge the local government areas of Cootamundra Shire Council and Gundagai Shire Council to the Acting Chief Executive of the Office of Local Government for examination and report under the Act. The following map shows the proposed new council area (shaded in green). Local plumbing regulators in NSW On-site plumbing and drainage compliance and inspections This document outlines who performs the functions of the plumbing regulator in NSW. Under the Plumbing and Drainage Act 2011 NSW Fair Trading is the plumbing regulator in New South Wales. The Plumbing Code of Australia is the technical standard for compliance throughout NSW. It is the responsibility of the plumbing regulator in each area to set requirements for inspections of on-site plumbing and drainage. Fair Trading’s area of operation includes all areas in which properties are provided with services (either drinking water, recycled water or a sewerage service) by Sydney Water Corporation or Hunter Water Corporation. This area of operation stretches from Gerringong in the south (the Illawarra), to Newcastle, Port Stephens and Dungog in the north (the Hunter), and west to Mount Victoria (Blue Mountains). The function of the plumbing regulator has been delegated by Fair Trading to local councils, county councils, or other qualified bodies. The delegation of the function has been accepted by local and county councils across NSW, with a small number of exceptions where the council declined the delegation. Below are two tables identifying the local authority for plumbing regulator functions, including conducting inspections, throughout NSW by local government area. Playing Politics with the Federal Heritage Regime Australia Institute Webpaper August 2005 Deb Wilkinson and Andrew Macintosh1 Summary This paper considers the effectiveness and propriety of the Howard Government’s administration of the new federal heritage regime. In particular, it examines the way in which the Federal Government dealt with the nomination to include Sir Donald Bradman’s birthplace on the National Heritage List (NHL) and its decisions to distribute heritage funding to Bradman-related projects in July 2005. The paper finds the following. • The Minister for the Environment and Heritage, Senator the Hon. Ian Campbell (the Minister), was required by law to make a decision on the nomination of Bradman’s birthplace for inclusion on the NHL during the 2004 federal election campaign. • Given the criteria for listing, the Minister had little choice but to reject the nomination. • Minister Campbell delayed rejecting the nomination until seven days after the federal election in breach of his statutory obligations under the Environment Protection and Biodiversity Conservation Act 1999 (Cwlth) (EPBC Act). The available evidence suggests it is likely that the Minister delayed the rejection so as to avoid unwanted public criticism during the election campaign. • The Minister’s failure to reject the nomination of Bradman’s birthplace during the federal election campaign contrasts with his decision to include Kurnell Peninsula on the NHL using the emergency listing process three weeks before the day of the election. The decision to list Kurnell Peninsula was made following a request from the Hon. Mr Bruce Baird MP, the Liberal Member for Cook. • After receiving criticism in the media for failing to include Bradman’s birthplace on the NHL, the Federal Government provided $100,000 for two Bradman-related heritage projects under the Sharing Australia’s Stories 1 The authors are Research Fellows at The Australia Institute. -

These events include street parades, motor races, cycling races, jazz festivals, cultural celebrations, sporting events, open air theatres and concerts, and balls or dance parties and can often attract large numbers of people. A lot of time and effort goes into planning and promoting these events and they are often seen as a way of creating employment and providing economic benefits for the local community. Councils play a variety of roles, from event manager to consent authority, and have to weigh up the advantages and disadvantages for everyone in their community before they give approval for the event to go ahead. Events are often complex and may depend on approvals from a range of different agencies. The key to staging a successful event is good communication, as early as possible in the process, between the promoter of the event and the local council and other consent authorities such as the Police and the Environment Protection Authority. -

MEDIA RELEASE MAYOR ROWENA ABBEY – YASS VALLEY COUNCIL DEPUTY CHAIR CANBERRA REGION JOINT ORGANISATION Thursday, 3 March 2016 CBR Region Celebrate Achievement in Ministers’ Awards Clr Wendy Tuckerman Mayor of Boorowa Council and Chair of the Canberra Region Joint Organisation was recognised in the NSW Government’s Ministers’ Awards for Women in Local Government being awarded the recipient for the category elected representative from a rural and regional Council. ‘This is a great honour and I am so proud to be recognised for the work and contribution I have made to Local Government over the past 12 years. I am indeed very lucky to be representing the wonderful communities of the Boorowa Local Government Area and the greater Canberra Region, Clr Tuckerman said. ACT Chief Minister Andrew Barr said ‘I congratulate Mayor Tuckerman for this recognition of the outstanding work she does promoting the Canberra Region’. Clr Tuckerman also praised the other nominees and said the calibre of women is a testament to the importance of local government at the grass roots and the shared passion and dedication these women give to their communities. ‘The Canberra Region Joint Organisation celebrates this recognition, which is well-deserved, said Clr Rowena Abbey, Mayor of Yass Valley Council and Deputy Chair of the CBRJO. As Chair of the CBRJO, Clr Tuckerman has shown great leadership and commitment; being the champion for the CBRJO membership. This is a great win, not only for Boorowa Council, but the CBR region. Clr Abbey said. Clr Abbey also recognised Clr Danielle Brice from Eurobodalla Shire Council who was also a nominee for the elected representative from a rural and regional council.
