of Trustees of the Village of Homer Glen, Will County, Illinois, as follows: 100.0 Authority and Short Title 101.0 Authority This ordinance is enacted pursuant to the village’s home rule power and the police powers granted to the village by 65 ILCS 5/1-2-1, 5/7-4-4, 5/11-12-12, 5/11-30-2, 5/11-30-8, 5/11-31-2, 5/11-111.1-1 and 5/11-104.1 102.0 Short Title This Ordinance shall be known and may be cited as the Village of Homer Glen Water Resource Management Ordinance. 200.0 Purpose and Definitions 201.0 Purpose of this Ordinance It is the purpose and intent of this Ordinance to: Promote the health, safety, and general welfare of the present and future residents of Village of Homer Glen and downstream drainage areas. This shall be accomplished through the preservation and enhancement of the quality of surface waters and the wise utilization of water and land resources; Promote effective, equitable, acceptable, and legal Stormwater Management measures by establishing reasonable rules and regulations for development; Guide, regulate, and control the design, construction, use, and maintenance of any development or other activity which disturbs or breaks the topsoil or otherwise results in the movement of earth on land situated in Homer Glen; Provide for the protection, preservation, proper maintenance, and use of Village of Homer Glen watercourses, lakes, ponds, floodplain, and wetland areas; Maintain the Village of Homer Glen’s eligibility in the National Flood Insurance Program; Manage and mitigate the effects of urbanization on stormwater drainage throughout the Village of Homer Glen through planning, appropriate engineering practices and proper maintenance; Protect from, and reduce the existing potential for, loss of human life, health, safety and property from the hazards of flooding damages on a watershed basis by preserving storm and flood water storage capacity; Preserve and enhance the natural hydrologic and hydraulic functions, balance, and natural characteristics of watercourses, floodplains, and groundwater to protect or improve water quality, protect aquatic habitats, reduce flood damages, reduce soil erosion, provide recreational and aesthetic benefits, and enhance community and economic development by storing and providing for infiltration of wet-period runoff in floodplains and wetlands and releasing it slowly to the stream; Ordinance 09-003 6 Control sediment and erosion in and from stormwater facilities, developments, agricultural fields, and construction sites; Reduce, protect, and repair streambank and shoreline erosion; Require that planning for development provide for water resource management, taking into account natural features such as vegetation, wildlife, waterways, wetlands, and topography in order to reduce the probability that new development will increase flood or drainage hazards to others or create unstable conditions susceptible to erosion; Maintain and enhance the aesthetic qualities of developing areas; Protect environmentally sensitive areas and areas of special recreation, scenic, or scientific interests from deterioration or destruction by private or public actions; Protect fish spawning, breeding, nursery, and feeding grounds; Require appropriate and adequate provision for site runoff control, especially when the land is developed with a large amount of impervious surface; Require the design and evaluation of each site Stormwater Management plan consistent with watershed capacities; Encourage the use of stormwater storage and infiltration of stormwater in preference to stormwater conveyance, including maintaining natural runoff conveyance systems, which minimizes the need for major storm sewer construction and drainage way modification and improves water quality by filtering and storing sediments and attached pollutants, nutrients, and organic compounds before they drain into streams or wetlands; Lessen the taxpayers’ burden for flood-related disasters, repairs to flood-damaged public facilities and utilities, and flood rescue and relief operations; Minimize conflicts and incompatibilities between agricultural and urban drainage systems and maintain agriculture as a viable and productive land use; Allow the use of simple technologies whenever appropriate and realistic, but require the use of more sophisticated techniques when necessary to ensure the adequacy of stormwater controls; Meet the requirements of 616 ILCS 5/18g Rivers, Lakes and Streams Act; Make federally subsidized flood insurance available for property in the Village by fulfilling the requirements of the National Flood Insurance Program; Comply with the rules and regulations of the National Flood Insurance Program codified as 44 CFR 59-79, as amended; Encourage the continued economic growth and high quality of life of Village

Using a permanent marker, draw a water scene on the outside of the bag including water/waves at the bottom of the bag and clouds and the sun at the top of the bag. 2. Fill the measuring cup with 1 cup of water and add 2 drops of blue food coloring. Carefully stir in food coloring. 3. Slowly pour the water into the freezer bag and seal the bag completely. 4. Tape bag to a sunny window using tape. Choose a window that gets the most sunlight during the day. 5. Check on the bag during the day/several times a day and observe the changes.

Drought and water withdrawals for agriculture and municipal use are acknowledged as primary sources of riverine degradation. We agree that these are critical components adversely affecting the river but also suggest disruption in the normal flood-pulse cycle of the lower Rio Grande, resulting from impoundment of Falcon Lake and poor management of releases from Falcon Lake Dam, have contributed substantially to decline in ecosystem integrity. We provide statistical evidence and real observations in support of the hypothesis that loss of the natural flood-pulse cycle of the lower Rio Grande has detrimentally affected the riparian ecosystem. Although the presence of adverse effects from disruption of the flood-pulse cycle is intuitive, this is the first report quantifying the degree of alteration in the lower Rio Grande. Planning and preparing against these disastrous effects, especially in hillside areas, can reduce or eliminate damage to homes and property. This pamphlet provides homeowners and residents some useful methods for controlling the damage possible from such storms. Page 1 POTENTIAL FOR DESTRUCTION Rain falling on barren or sparsely planted slopes has great destructive potential. When rain strikes a bare slope it washes and carries off the soil surface with the runoff. This erosive effect becomes destructive as the soil surface becomes saturated and the flow increases in volume and velocity. Generated mud and debris flows scour and gouge out the slope creating deep furrows in its surface. Under prolonged rainfall, the slope may even become saturated resulting in a slope failure or landslide. HOMES PROTECTED FROM MAJOR DAMAGE Page 2 Mud and debris flows not only damage slopes, but also have sufficient momentum to damage structures in their path, at times resulting in severe injuries and fatalities to building occupants. Mud and debris flows consist of mud, brush, and trees that are moved by storm water. These flows may range in degree of severity from small mud slides to large landslides moving with destructive force down to the bottom of the slope. In either case this is of serious consequence to the property owner.     Draft GLEN LAKE-CRYSTAL RIVER WATERSHED OVERLAY DISTRICT Working Draft February 2021 SECTION 1 PURPOSE AND APPLICATION A. The purpose of this district is to protect the quality of water resources within the Glen Lake-Crystal River Watershed and to ensure that the structures and uses in this district are compatible with and protect these unique resources. Other specific purposes include: 1. The prevention of water pollution and water quality degradation. 2. The conservation of natural shoreland areas, forested bluffs, and ridge lines in the watershed. 3. Conservation of watershed hydrology by managing stormwater to protect the natural hydrologic regime, especially as it relates to the quantity of runoff versus infiltration and groundwater recharge. 4. Protection against the negative impacts of nutrient loading, erosion, and stormwater runoff. B. The protection of the Glen Lake-Crystal River Watershed is deemed an important public purpose in order to protect public health and welfare and to conserve natural beauty and the environmental, historical, recreational, cultural, scenic and economic attributes of the watershed and region. C. The Glen Lake-Crystal River Watershed Overlay District is a supplemental District that includes all lands located within the Glen Lake-Crystal River Watershed as depicted on the Glen Lake-Crystal River Watershed Overlay District Map. Stormwater discharges from construction sites shall not cause or threaten to cause pollution, contamination, or degradation of State Waters. All work and earth disturbance shall be done in a manner that minimizes pollution of any on-site or off-site waters, including wetlands. 2. Notwithstanding anything depicted in these plans in words or graphic representation, all design and construction related to roads, storm drainage and erosion control shall conform to the standards and requirements of the most recent version of the relevant adopted El Paso County standards, including the Land Development Code, the THE GLEN AT WIDEFIELD EAST Engineering Criteria Manual, the Drainage Criteria Manual, and the Drainage Criteria Manual Volume 2.
