APPROVED 5.1.3 20/0571/FUL – 42 Briar Hill, Chaddesley Corbett – Erection of detached dwelling house with new vehicular access and associated works. APPROVED 5.1.4 20/0704/LBC – Old Post Office, The Village – Creation of internal staircase to allow access from ground floor shop to first and second floor apartments, provision of new external doors and removal of internal wall. APPROVED 5.1.5 Adam Hewitt of Harvington had submitted a planning application 20/0856/FUL for change of use for storage of agricultural machinery etc at Callimore Farm, Droitwich Road, Rushock – to which Rushock Parish Council have objected. 5.1.6 Old Coach House, Tanwood Lane – Report from WFDC that the Conservation Officer does not consider this building worthy of retention and therefore the application will be approved. 5.1.7 20/0822/FULL – Spencer House, The Village – Replacement windows. APPROVED. 5.1.8 Wyre Forest District Council Local Plan Public Inquiry- Matter 6(v) - Rural Wyre Forest – Draft Representation to Public Inquiry – Approved for submission. 5.2 NEW PLANNING APPLICATIONS 5.2.1 20/0900/FUL – Tanwood Cross, Tanwood Lane, Bluntington – Erection of an agricultural workers dwelling. NO OBJECTIONS, providing the property is protected by an agricultural tie. 1 5.2.2 20/0904/FUL – Land at Tanwood Farm, Bournes Green – Retrospective change of use of agricultural land to private burial ground – resubmission of planning approval 20/0505/FUL to amend location of park bench and add grasscrete to hardstanding area. NO OBJECTIONS 5.2.3 20/0909/HOU – 3 Morton Road, Harvington – Proposed single storey side and rear extension. NO OBJECTIONS subject to acceptable size of extension. 5.2.4 20/0919/HOU – The Maples, Cakebole Lane – Single storey rear extension and alterations, amendment to approved application 20/0714/HOU – NO OBJECTIONS 5.2.5 20/0990/FUL– Green Acres, The Holloway – Change of Use of ancillary building to holiday let. STRONGLY OBJECT due to previous history of site. 5.3 ENFORCEMENT – See District Councillor report 6.1 below. 5.4 REPORTS FROM PRE-PLANNNG MEETINGS 5.4.1 Woodcote Barn, Tanwood Lane – Notes from landowner circulated. Site visit undertaken by 3 Councillors. Noted new steel supports to barn with footpath alongside. WFDC had previously refused an application for a barn conversion. 6. Councillors’ Reports 6.1 District Cllr Report – Cllr Mrs L Jones reported on ongoing Enforcement Issues: Adam Hewitt site, Harvington – Still awaiting Planning Inspectorate; Mobile Home, Cakebole – Enforcement Notice expired – court prosecutions forthcoming; Caravan Site, Curslow Lane – Ongoing; Polly Tunnells – Ongoing. Wyre Forest District Council are considering making home working for its employees the norm post Covid and selling all or part of the offices in Stourport Road, Kidderminster (Wyre Forest House) and delegating some of their duties to Town and Parish Councils. Town Centre Review – Public Consultation on shopping habits ongoing. Public Spaces Protection Order now prohibits walking of 3 or more dogs. Free parking from 3:00 pm until 3 January 2021 6.2 County Cllr Report – Cllr M Hart reported on various ongoing highway and flooding issues around the Parish. A speed survey would shortly take place on the A448 and Woodrow Lane, and any blocked drains should be reported for investigation. Full report available on the Parish Council website. Funding for Hoobrook island in Kidderminster is now available and the scheme should commence this year. Covid 19 cases in Wyre Forest are currently 130 per 100,000 and hospitals are coping well with capacity at all 3 sites. Free school meals voucher scheme had been extended to Christmas 2021. 6.3 Councillors Reports – Cllr Mrs S Smith reported that £745 had been raised to buy a retirement present for Dr Wilkie. A picture by our local artist, Sue Shaw, was commissioned and a tree planted at the surgery, as well as Garden Centre vouchers. Cllrs Sue Smith and Mark Page were thanked by the Parish Council for organising this collection. Cllr W Mack reported attending by Zoom with the Clerk Worcs CALC’s AGM – 58 attendees, many more than usually attend the meeting in Worcester. 2 6.4 Clerks Report – A significant number of allotment holders had refused to pay the additional £5 rent towards the cost of a skip and it was therefore decided not to provide this service next year. Further quotations for remedial works to steps at top of Hemmingway were requested. Quotation for cost of printing and distribution of newsletter £832 which was agreed. Efforts would be made to find more competitive quotations for the future. 7. CHADDESLEY CORBETT MATTERS FOR DISCUSSION OR DECISION 7.1 Neighbourhood Plan – Minutes of the Steering Group meeting held on 9 November had been circulated. The results of the Call for Sites Consultation was now available on the Parish Council website. Landowners had been notified of successful and unsuccessful sites. AECOM consultants could now complete the Design Statements and Character Appraisal part of the NP Report. A Working Group was currently reviewing Important Spaces around the parish and Cllr G Hogan was reviewing other completed Neighbourhood Plans to see if any useful policies could be considered for inclusion in our NP. A draft of the NP Review had been prepared and reviewed. 7.2 Defibrillators – Thanks to funding raising by Pam Alliband sufficient money had been raised to provide two defibrillators in Harvington, one in the Morton Road kiosk and another on the side of Hall’s Garage and Adam Hewitts in Harvington had purchased one for their own building. With some money left over, fund raising would be continuing to provide a defibrillator for Drayton. The Parish Council agreed to undertake on-going maintenance of the equipment with annual costs of up to £75 per year per unit. 7.3 Dates for Meetings 2021 – Schedule of dates was approved. 7.4 Broadband – Cllr R Rana reported that there had been a large number of people expressing interest in fibre broadband and anyone else interested should approach Cllr Rana direct by email: [email protected]. Cllr D Thomas reported that there were now 4 different schemes proposed in the Parish. 7.5 Newsletter - A draft had been circulated and was approved. This would be circulated to all households in December. 7.6 Emergency Planning – The Plan had been updated and would now be retained for future use by those named in the Plan. Clerk should re-affirm agreement from nominated persons. 7.7 Burial Fees – Deferred 7.8 Lengthsman – A new Lengthsman had been appointed. 7.9 Maintenance 7.9.1 Grips and Gulleys cleared along Drayton Road and Barrowhill Lane and gully cleared near Rowberrys. Village swept and cleared of leaves etc. 7.9.2 Play Area still closed due to Corona Virus concerns, but still being used. Is 8.     Employment Land Review Update – April 2011 Wyre Forest District Council Executive Summary In order to assist the preparation of the Local Development Framework, and the site specific Development Plan Documents that are currently being prepared; the Council has updated its Employment Land Review, which was last produced in 2007-2008. This study provides an update on the existing situation with regard to planning for employment land and economic development within the District, following the adoption of the Council’s Core Strategy. It also includes and updated review of the policy context identifying key drivers at national, regional and local level, specifically the publication of PPS4, which post dates the original study. The key rationale behind the update is to ensure that a refreshed look at the sites is undertaken prior to the allocation of land through the Development Plan process, taking into account the slight shift in policy. There have been a number of changes regarding a few of the sites since the first Employment Land Review was undertaken. However, a large number of the sites that were analysed in the previous review still retained the same recommendations. This study is not split into three stages like the previous Review; instead the document is as one, with the second stage of the review not being re-assessed. This is because the second stage of the previous review was primarily based around need for new floorspace and forecasting; given the long time frame in which forecasting is done, taking into account economic cycles, it was considered inappropriate to revisit this exercise so soon after it had been completed.

The consultation relates to development located outside the District boundary and actually located within the Wychavon District, at Hartlebury Trading Estate which is located approximately 7 km to the south-east of Kidderminster; 4 km to the west of Stourport; and, 2.5 km to the south west of Rushock village (the nearest settlement of note within the Wyre Forest administrative boundary). A revised calculation of the five-year housing land supply at 1st April 2021 has then been made. 1.2 As set out previously, the Council is looking to fix its housing land supply through the Local Plan process until 31st October 2022 and would therefore wish to apply a 10% buffer. However, the Council is aware that the recent Housing Delivery Test result (January 2021) of 84% now means that a 20% buffer should be applied.

Mr Rowberry reported that a sizeable burglary had taken place at the Nursery and the police had not attended or reported back.   • Outcome of Call for Sites for Neighbourhood Plan Review
    NEIGHBOURHOOD PLAN REVIEW REPORT ON OUTCOME OF CALL FOR SITES FOR AFFORDABLE HOUSING NOVEMBER 2020 BACKGROUND As part of the 2020/21 review of the Chaddesley Corbett Neighbourhood Plan, efforts have been made to identify one or more possible Rural Exception Sites to support a small development of affordable housing, as indicated by a Housing Needs Survey. To this end, Chaddesley Corbett Parish Council (CCPC) issued a Call for Sites in December 2019 which produced 10 sites for consideration. AECOM were commissioned to undertake an independent site appraisal of potential Rural Exception Sites; the work undertaken was agreed with CCPC and the Ministry of Housing, Communities and Local Government (MHCLG) in March 2020. The appraisal was prepared in the context of the Wyre Forest Local Plan (pre-submission version and subsequent amendments) and the ‘made’ Chaddesley Corbett Neighbourhood Plan. A total of 18 sites were assessed, comprising those that were identified by the Chaddesley Corbett Call for Sites and also sites within the Parish submitted through the Wyre Forest District Council Housing and Economic Land Availability Assessment (HELAA). A copy of AECOM’s full report is available on the Parish Council website, www.chaddesleyparishcouncil.org.uk/neighbourhoodplan The site assessment was based on a traffic light system (red, amber, green); with green sites suitable for allocation, amber sites potentially suitable if identified constraints can be resolved or mitigated and red sites not suitable for allocation. Eight sites were selected for further consideration and formal consultation, although only one site was classified Green. The Parish Council decided to add another site to the consultation process, NP02(a) land at the top of Malvern View, as an alternative to NP02(c) which in view of its extensive views, they did not consider suitable for development.
