An agenda for the meeting is enclosed. Directions to the High School are also enclosed. Members are asked to consider whether they need to disclose any personal/prejudicial interests in matters appearing on the Agenda. If a Member of the County Council requires advice on declarations of interest, he/she is advised to contact Jill Anderson, Democratic Services (Tel 01772 532284) or Roy Jones, County Secretary and Solicitor’s Group (telephone 01772 533394), in advance of the meeting. Date of Next Meeting The next meeting of the Committee will be held on Tuesday, 16th October at 1.30 pm at the Methodist Church Hall, Galgate, Lancaster. Disclosure of Personal and Prejudicial Interests Councillor Stuart Langhorn declared a personal interest in relation to Item No 16 as a teacher of a school which would be potentially affected by the proposals referred to in the report. County Councillor Liz Scott declared a personal interest in relation to item No 16 as a Governor of Central Lancaster High School which would be potentially affected by the proposals referred to in the report. County Councillor A P Jones declared a personal and prejudicial interest in Item 16 on the grounds that he lived next door to Hornby High School which would potentially be affected by the proposals referred to in the report. County Councillor Sarah Fishwick declared a personal and prejudicial interest in Item 14 on the grounds that her business had direct interests in climate change. Councillor Kerr declared a personal interest in Items 8, 14 and 15 as the City Council Cabinet Member with responsibility for grants. 1 Membership of Lancashire Local – Lancaster District It was reported that the City Council had appointed Councillor John Barnes to serve on the Lancashire Local in place of Councillor Bob Roe. 14. Resolved:- That the report be received. Minutes of the Meeting held on 19th June 2007 15. Resolved:- That subject to the amendment of Resolution 10 (iii) by the substitution of “Lancashire Local” for City Council at the foot of the page and clarification of the Mover of the Motion referred to in Resolution11 as being Councillor Kerr, the Minutes of the meeting of Lancashire Local – Lancaster District held on 19th June 2007 be confirmed as a correct record and signed by the Chair. Public Participation The Chair explained that whilst Lancashire Local meetings were not public meetings, but business meetings to jointly deal with the business of the County Council in a public setting, it was the practice to facilitate public involvement before the transaction of formal business by the Members of the Lancashire Local by inviting comments/question on matters included on the agenda. A thirty minute period was set aside for this, with no person being allowed to speak for more than three minutes. The Chair then invited contributions from the floor. In relation to an application for grant under the Local Grants referred to in Item 8 of the agenda, examples of the range of information and formats of material which had been produced by the children of the 701 Club about the dangers of Morecambe Bay were displayed and a representative of the 701 afterschool club spoke in support of the work of the children which was the subject of the application. There being no further contributions from the floor the Chair declared the public participation session closed. Annual Allocation of Highways Funding Highways Services Budgets 2007/08 It was reported that under delegated powers, the Lancashire Local had discretion in allocating expenditure under two budget heads, namely the Standard Allocation Budget to be spent on areas of work within the highway which under normal criteria would be of insufficient priority to attract funding, and the Additional Highway Maintenance Budget which was intended for repairs or other maintenance to carriageways and footways. For 2007/08 the allocations for the Lancaster District were £26,400 and £34,200 respectively. 2 At its meeting on 19th June 2007, the Lancashire Local had agreed that members should
