1.0 Introduction and Policy Context

1.1 Highgate Transportation Limited have been appointed by CTU General Partners Limited to prepare this Travel Plan Statement. It is submitted to discharge planning condition 24 of 19/00582/X which states:

“No building or use hereby permitted shall be occupied or the use commenced until a Travel Plan Statement comprising immediate, continuing and long-term measures to promote and encourage alternatives to single- occupancy car use has been prepared, submitted to and been approved in writing by the Local Planning Authority. The Approved Travel Plan Statement shall be implemented in accordance with the measures set out in therein.

Within three months of the occupation evidence of the implementation of the measures set out in Travel Plan Statement shall be submitted to and agreed in writing with the Local Planning Authority unless alternative timescales are agreed in writing.”

1.2 This relates to the earlier planning permission (17/06885/F) regarding the proposal to extend Redcross Village (formerly referred to Perrett House phase one) from 32 residential dwellings to a total of 63 residential dwellings. The planning application was supported by a Transport Statement also prepared by Highgate Transportation (ref: HTp/1781/TS/01).

1.3 This Travel Plan Statement reflects the City Council’s document titled ‘Travel Plan Guide for New Developments’ dated autumn 2017, and follows the guidance set out in the NPPF, Planning Practice Guidelines and the Bristol Local Plan.

1.4 The objective of this Travel Plan Statement is to achieve the following outcomes:

i. Minimise single occupancy car travel to and from the development. ii. Identify which measures are needed to maximise the use of non-car travel iii. Lead to a change in the travel behaviour of individuals to a sustainable mode of travel and then to maintain that change. iv. Identify ways of reducing the need to travel to and from the development.

1.5 The Travel Plan Statement will be the responsibility of the Management Company.

1.6 The developer will fund the City Council to undertake the implementation of the Travel Plan on the developer’s behalf via a Section 106 to the value of £3,735.

1.7 In terms of delivery structure, the City council will act as the Travel Plan Co-ordinator and manage the Travel Plan Statement. The City Council’s role will include responsibility for the following elements of the Travel Plan:

i. Travel Plan Co-ordinator. ii. Travel Information Pack. iii. Steering group and occupier liaison. iv. Marketing. v. Personalised travel planning. vi. Walking, cycle and public transport promotion measures. vii. Car share and car club promotion. viii. Monitoring, travel and user surveys and reporting. ix. Management, data processing and administration.

1.8 The management company will assist the City Council in the implementation of the Travel Plan. Table 1.1 below confirms the details of the development.

Brief Description of Development The development comprises 63 apartments (increased from 32 at present) with a minimum of 90 cycle parking spaces for residents and eight cycle parking spaces for visitors. Ten car parking spaces are provided along the site frontage with the unadopted section of Redcross Street and formalises the existing informal parking in this area.

Site Location Map The plan that forms Figure 2.1 shows the location of the site and the main travel and transport features referred to in this statement.

1.9 The key features of the development and this Travel Plan Statement are:

i. An on-site cycle parking provision that meets the City Council’s guidelines. ii. Limited on-site car parking provision. iii. No entitlement to resident’s parking permits within the controlled parking zone. iv. The provision of £500 worth of sustainable travel vouchers to be used to assist, for example, in the purchase of public transport tickets and/or cycles/cycle accessories. v. The production and promotion of a Travel Information Pack to be provided to residents on first occupation. vi. Confirmation that the development will fund the City Council to act as Travel Plan Co-ordinator and manage the Travel Plan.

1.10 The core purpose of the Travel Plan will be to promote sustainable travel and this Travel Plan Statement contains:

i. A description of the existing travel conditions within and near to the development. ii. A description of the physical measures included in the development to support sustainable transport. iii. The aims, objectives and outcomes expected from the Travel Plan. iv. A description of the full range of measures and initiatives proposed to meet the sustainable travel objectives. v. The monitoring and review strategy. vi. The Action Plan.

1.11 This Travel Plan Statement confirms that the site is located in a highly sustainable and accessible location with excellent public transport facilities close by.

2.0 Site Accessibility and Development

Existing Site and Local Transport Facilities

2.1 The site comprises an unoccupied building with 31 apartments plus the adjacent maisonette. The site is located to the south of Redcross Street and includes a section of utilised for car parking. The site also straddles Redcross Lane which provides a pedestrian link between Redcross Street and Old Market Street.

2.2 The site is located in an area that is mainly residential in character with a mature footway network, including pedestrian crossings, and that provides high quality access to the services and facilities close by including the city centre. From Figure 2.1 it can be seen that the site is adjacent to the city centre.

2.3 Pedestrian access between the site and the city centre is via the footpath through St Matthias Park and Champion Square or via the footway link at the end of Redcross Street. Redcross Lane provides pedestrian access between Old Market Street and Redcross Street and bisects the application site. Old Market Street can also be easily reached via St Matthias Park and Lamb Street to the east.

2.4 The majority of local roads are subject to a 20mph speed restriction and the area falls within a controlled parking zone. Sections of pay and display and single yellow line restrictions exist in the vicinity of the application site.

2.5 The site is located approximately 650 metres northwest of the Bristol terminus of the Bristol and Bath Railway Path. This leisure cycle route and walking route connects to Bristol with Bath and, with the exception of a small number of signalised crossings and circa 550 metre section of Brassmill Lane in Bath, is entirely off-street.

2.6 Partial on-street cycle lanes exist in the local area along with advanced stop lines. The facilities provide, along with other functions, the ability to make turns prohibited to motor vehicles such as turning right from Old Market Street westbound to Midland Road southbound.

2.7 Local facilities required on a daily basis are located on Old Market Street within 300 metres to the west of the site, and the core area of the city centre starts approximately 230 metres to the northwest at Bond Street.

2.8 High quality bus stops and routes are located on Old Market Street. is located on Marlborough Street approximately 1.0km walk distance to the northwest and Bristol Temple Meads railway station is located around 1.1km to the south. The bus services that serve the Old Market bus stops are listed below in Table 2.1 while Appendix 1 shows a plan containing these routes.

2.9 The plan contained in Appendix 2 shows where local services and facilities (including local bus stops) are located and the plans contained in Appendix 3 illustrate the local cycle routes, including those within the city centre. The Bristol Ferry Boats Map is also contained in Appendix 1 and this shows the ferry landing stages and key destinations.

2.10 Overall the site is considered to be located in a highly sustainable and accessible location with excellent public transport facilities close by.

Development

2.11 The development comprises 63 apartments (43 one-bedroomed, 18 two-bedroomed and 2 three-bedroomed units). Two secure cycle stores are provided within the development, one providing approximately 70 spaces and the other approximately 20 spaces, resulting in a total of 90 cycle parking spaces for residents. A further eight cycling parking spaces are provided for visitors which will be provided in the form of Sheffield Stands.

2.12 A property management company will be set up to manage the property once the development nears completion.

2.13 The developer will fund the City Council to undertake the implementation of the Travel Plan on the applicant’s behalf. In terms of delivery structure, the City Council will act as the Travel Plan Co-ordinator and manage the Travel Plan. The management company will assist the City Council in the implementation of the Travel Plan.

2.14 The Architect’s site layout plan forms Appendix 4 and an extract is shown in Figure 2.2.

3.0 Aims, Objectives and Outcomes

3.1 The core aim of the Travel Plan will be to reduce single occupancy vehicle trips to and from the site, through increased use of public transport, walking and cycling.

3.2 The objective of the Travel Plan will be to achieve the following outcomes:

i. Minimise car ownership and car travel to and from the development. ii. Identify which measures are needed to maximise the use of non-car travel. iii. Encourage residents to adopt sustainable travel patterns from the start and then maintain that approach. iv. Identify ways of reducing the need to travel to and from the development.

3.3 These aims, objectives and outcomes will be achieved by:

i. Having a development that is located in a highly sustainable and accessible location and within a controlled parking zone. ii. Providing high quality, covered and secure on-site cycle parking that is easily accessible for residents and visitors with spaces that accord with the City Council’s guidelines. iii. Providing car parking well below the maximum standard and agreeing that resident’s will not be eligible for resident’s parking permits. iv. The production and promotion of a Travel Information Pack to be provided on first occupation of each unit. v. The provision of £500 worth of vouchers per unit on first occupation to be spent on sustainable travel.

3.4 The Travel Information Pack will include details of:

i. Local pedestrian and cycle routes and the health benefits of walking and cycling. ii. The location of local bus stops, bus transport routes and frequency of service. iii. The location of local railway stations and the destinations they serve. iv. How to use the local car clubs and where bays are provided. v. Electric vehicle charging point locations. vi. Ferry landing stages and key destination points. vii. How to car share.

3.5 The pack will also include the contact details of the Travel Plan Co-ordinator, within the City Council, who will have responsibility for the implementation and on-going work associated with the Travel Plan.

3.6 The pack will also promote www.travelwest.info, www.betterbybike.info, the Bristol Workplace Travel Network and the Cycle Champion Scheme.

4.0 Management and Delivery Structure

4.1 The successful impact of the Travel Plan will be dependent upon buy-in from residents, and the processes put in place to support, implement and develop the measures outlined.

4.2 The Travel Plan Co-ordinator plays a vital role in the success of the Travel Plan and is responsible for the day-to-day management, co-ordination, promotion and implementation of the Travel Plan. The Travel Plan Co-ordinator will also be a point of for any occupants who have queries about their travel. It is expected that the Travel Plan Co-ordinator will liaise with the management company in the administration of the Travel Plan.

4.3 The marketing and communication strategy includes the production and promotion of a Travel Information Pack to be provided to residents on first occupation and will be run by the Travel Plan Co-ordinator who will provide updates regarding timetable changes and local and national travel initiatives.

4.4 In terms of delivery structure the developer will fund the City Council to carry out the monitoring and auditing of the Travel Plan.

5.0 Measures and Initiatives

5.1 This Travel Plan Statement sets out the measures anticipated to be contained the Travel Plan in order to meet the aims, objectives and outcomes detailed in Section 3.0 . The measures below are aimed at reducing private car trips particularly single occupancy vehicle travel.

5.2 The measures and initiatives are set out in Table 5.1 .

6.0 Monitoring and Review

6.1 A Travel Plan is an active document that should be reviewed on a regular basis so as to demonstrate that the measures implemented have, over time, met the agreed outcomes.

6.2 The City Council will act as the Travel Plan Co-ordinator for the life of the Travel Plan and will deliver a range of measures based on the agreed Travel Plan, as well as undertake the surveys, monitor and review role.

7.0 Action Plan

7.1 As part of this Travel Plan Statement the developer agrees the following Action Plan:

i. Set up a management company which will assist the City Council in their role as Travel Plan Co-ordinator. ii. Provide the City Council with funding, through a planning obligation to manage the Travel Plan. iii. Instruct the management company to liaise with the City Council and assist the City Council in the implementation of the Travel Plan where reasonable. iv. Instruct the management company to agree a monitoring and review regime with the City Council.
