Occupy Wall Street and the Tea Party Battle over Energy Efficiency Jeff Erickson, Navigant Consulting ABSTRACT Those involved in delivering or evaluating energy efficiency programs have had a reasonably comfortable relationship with environmental advocates over the years. In fact heightened environmental concerns helped spur the latest round of enthusiasm for energy efficiency among regulators and legislators. What about some of the other groups that are battling for the public’s attention lately – how might their efforts affect energy efficiency? If the Occupy Wall Street (OWS) movement grows how will it affect publicly-funded energy efficiency? Will utility-led energy efficiency programs be frowned upon by the OWS crowd? Will they want to see more states taking energy efficiency programs away from utilities and creating new institutions to run them (as, for example, is done in Wisconsin)? On the other side of the spectrum, will the Tea Party target energy efficiency regulations as evidence that the government has overstepped its constitutional purview? Will their push for deregulation lead to a pull back from regulations authorizing public-benefits charges to fund energy efficiency programs? This paper provides a framework for thinking about these questions and considering the potential ramifications if either of these movements grows in influence and targets energy efficiency. The paper will break the energy efficiency realm down into several parts representing key organizational or regulatory issues and consider the positions that the Tea Party and Occupy Wall Street members either have already expressed or are likely to express based on their foundational principles. THESIS THE TEA PARTY: THE DISCOURSE OF CLASS, RACE, & GENDER/SEXUALITY Submitted by Benjamin Thomas Grant Schrader Department of Ethnic Studies In partial fulfillment of the requirements For the Degree of Master of Arts Colorado State University Fort Collins, Colorado Spring 2011 Master’s Committee: Advisor: Eric Ishiwata Joon Kim Courtenay Daum ABSTRACT THE TEA PARTY: THE DISCOURSE OF CLASS, RACE, & GENDER/SEXUALITY My thesis seeks to examine the Tea Party and its effects on the discourse around the intersections of race, class, and gender. It is my contention that the actions and discourse around the Tea Party Movement creates a cultural pedagogy that promotes structural violence that stems from an ideology of individualism. The promotion of individualism breaks down the foundations of democratic practices. In order to examine this, my investigation will work to: 1) explore the ties between neoliberalism, nationalism, and patriotism; 2) trace the ways in which race plays a role in Tea Party rhetoric and show its ties to racism, and; 3) locate the ways in which the Tea Party movement promotes hyper-masculinity. The Effect of Tea Party Activity on the 2010 United States Senate Elections Patricia Ceccarelli A thesis submitted in partial fulfillment of the requirements for the degree of BACHELOR OF ARTS WITH HONORS DEPARTMENT OF POLITICAL SCIENCE UNIVERSITY OF MICHIGAN March 25, 2011 Advised by Dr. Michael T. Heaney ABSTRACT The tea party movement began in early 2009 in reaction to the stimulus bill. Throughout 2009 local and national tea party groups formed and held rallies around the country. A Republican won Ted Kennedy’s Massachusetts U.S. Senate seat with the help of the tea party movement in early 2010. Several GOP establishment candidates lost their primaries to tea party candidates. So, what was the overall effect of tea party activity on the 2010 U.S. Senate elections? Did voter enthusiasm lead to more wins by Republican candidates? Or did the movement push the candidates too far to the right and prevent Republicans from winning? Each of the 37 U.S. Senate races were coded in terms of level of tea party activity, expected lean of the race, and percentage of the vote won by the GOP candidate. The level of tea party activity was based off of tea party movement related endorsements and campaign contributions received by each candidate. A regression analysis produced statistically significant results suggesting that states with high levels of tea party activity earned significantly lower vote shares for Republican candidates, after controlling for races leaning toward the Republican candidate. In order to further explain these results, nine case studies of different races explored the organizing at the grassroots level of the tea party movement. -

												Popular Constitutionalism on the Right: Lessons from the Tea Party
POPULAR CONSTITUTIONALISM ON THE RIGHT: LESSONS FROM THE TEA PARTY † CHRISTOPHER W. SCHMIDT INTRODUCTION Within the legal academy over the past decade or so, popular consti- tutionalism has emerged as an important and often quite controversial theoretical framework for understanding the dynamics of constitutional development.1 In its strongest and most provocative form, popular consti- tutionalism demands that the American people play a central role in in- terpreting the meaning of the Constitution, and that the courts should, to one degree or another, defer to the legitimate constitutional claims of the people and their elected representatives. The Supreme Court is not (or should not be) the final arbiter of constitutional meaning.2 Ordinary citi- zens should regularly engage with their Constitution, and they should do so not just in some abstract sense, but in an immediate and active way.3 Popular constitutionalism, in short, is based on the belief that responsibil- ity for shaping the meaning of the Constitution is not just the province of the courts; it is also a basic duty of the people themselves. History provides a rich canvas for exploring the record and potential of popular constitutionalism. Much of the work produced by scholars of popular constitutionalism has been efforts to excavate past moments of popular mobilization around constitutional claims. Simons and Charles J. Stewart, a rhetorical analysis was conducted on contemporary Tea Party Movement (TPM) artifacts in an attempt to gauge the movement's authenticity as it relates to grassroots advocacy versus astroturfing. The models provided a theoretical framework in which the functions of social movement leaders were analyzed, as well as the rhetorical phases of a movement. Additionally, the notions of advocacy and astroturfing were defined and the concepts compared and contrasted. Used in conjunction with one another the models provided a framework in which TPM artifacts could be analyzed. Analysis was conducted on the websites for the Tea Party Patriots and Tea Party Express, a one-month sample of Sarah Palin FaceBook posts, two speeches delivered by Michelle Bachmann, and finally one speech given by Palin.
