SUMMARY

The purpose of this report is to provide the Council with the opportunity to recognise the 20th anniversary of the Council’s establishment and provide a record of the occasion.

RECOMMENDATION

That the Council:

1. Recognises the 20th anniversary of the establishment of the Council and thanks:  past and present Council Members for their passion and commitment to service;  past and present staff for their professionalism and dedication; and  past and present volunteers for their generous commitment of time and skills; all for the betterment of the Adelaide Hills community.

2. Acknowledges the importance of:  the generous and friendly people of the Adelaide Hills;  the diverse enterprises, big and small, throughout the district; and  the rich environment and built heritage; in creating and maintaining a safe and attractive place for people to live, work and visit.

3. Reaffirms its ongoing commitment to:  act as a representative, informed and responsible decision maker in the interests of the community;  provide and coordinate services and facilities and to develop the community in a socially just and ecologically sustainable manner;  encourage and develop initiatives to improve the quality of life for the community;  represent the interests of the community to the broader community; and  exercise, perform and discharge its powers, functions and duties in a fair and sustainable manner; all while upholding the highest standards of public administration.

1. GOVERNANCE

 Strategic Management Plan/Council Policy

The activities being undertaken in recognition of the 20th anniversary contribute to a range of initaitives and objectives contained in the Council’s Strategic Plan. These include the following:

Goal 2 Connect Strategy 2.1 We recognise and respect Aboriginal culture and the decendants of our first people.

A Peramangk Elder will provide a Welcome to Country before the meeting.

Goal 2 Connect Strategy 2.4 We will implement the Adelaide Hills Business and Tourism Centre (Old Woollen Mill) Masterplan to stimulate local job creation and create a vibrant cultural hub.

This is being achieved through the holding of the special art prize and exhibition at the Old Woollen Mill from 24 November.

Goal 2 Connect Strategy 2.8 We will improve the engagement of younger people in our district.

Through our support of the Playford Trust, we will look to engage younger people with whom the Council has previously had little direct contact. We will encourage scholars to participate in the Council’s Youth Advisory Committee and contribute to thinking around matters affecting young people in the district.

Celebrating the 20th anniversary of the formation of the Adelaide Hills Council provides an opportunity for the community to celebrate district wide success and achievement.

It is an opportunity for the Council to leverage interest in the anniversary to achieve other cultural outcomes, such as engaging with the arts.

2. BACKGROUND

The Adelaide Hills Council was established on 1 July 1997 through the amalgamation of the District Council of East Torrens, the District Council of Gumeracha, the District Council of Onkaparinga and the District Council of Stirling. This followed a State Government initiated process whereby councils statewide examined the benefits and implications of amalgamation in consultation.

Each of the antecedent councils had its own rich history, but on 7 July 1997 a new history was started with the first meeting of the Adelaide Hills Council at Lobethal Bushland Park. A copy of the minutes of the meeting are contained in Appendix 1.

The history of the district and its people is well documented, but given the occasion of a Special Council Meeting to commemorate the 20th anniversary, it is apt to look at some aspects of how meetings were conducted and how they have changed in that time.

While the first Council Meeting was held at Lobethal Bushland Park, future meetings were held mainly at Woodside and Stirling. The Council has, however, held formal meetings at a range of sites across the district including the Houghton CWA Hall, Paracombe Hall, Upper Sturt Soldiers Memorial Hall and the chambers of the former East Torrens and Gumeracha District Councils. Some meetings have been held in conjunction with Community Forums, but those forums are now held as standalone events.

Every Ordinary Council Meeting contains an opportunity for members of the public to address the Council without having to provide notice. This was a provision introduced early in the life of the new Council and continues to this day.

In 1997, Council Meeting agenda reports focussed on background information and discussion points. There was little formal consideration of risk and opportunity or legal implications. The first meeting commenced with a prayer and blessing from Father John Swan representing ministries in the Adelaide Hills. While there was no acknowledgement of Country at the first meeting, the Council now routinely acknowledges Peramangk and Kaurna – the traditional owners of the land on which the Council meets.

There have been 33 individual Council Members since July 1997, including three Mayors: Anita Aspinall, Bill Cooksley and Bill Spragg. Current Councillors Ian Bailey, Val Hall and Ron Nelson were on the first Council, with Councillors Bailey and Nelson serving continuously since.

Around 550 staff have served the Adelaide Hills Council since its establishment. There have been three Chief Executive Officers, namely Roy Blight, Peter Peppin and Andrew Aitken. Council Members will note that Pam Williams, who has served as Executive Assistant to each of the Chief Executive Officers, has also supported Council Meetings through agenda preparation and minute taking from the start to the present day.

The Council has been supported by countless volunteers and volunteer based organisations. Without their generous contributions, it would be impossible to deliver the range and extent of services currently provided.

3. ANALYSIS

At its meeting held on 28 March 2017, the Council considered a report on options to celebrate the 20th anniversary of the Council’s establishment. Following consideration of the matter, the Council resolved as follows:

In her opening address at the first Council Meeting on 7 July 1997, Mayor Anita Aspinall remarked:

“This evening marks the formation of the new Adelaide Hills Council, an event that will be long remembered in the history of the Adelaide Hills.”

This Special Council Meeting provides the Council with the opportunity to reinforce the memory of that event and commemorate the 20th anniversary milestone in a formal and practical way. It is also an opportunity to put on record the Council’s thanks for those who have contributed to the Council’s success in that time and to recognise what makes the Adelaide Hills the special and unique place that it is.

At the conclusion of this meeting a plaque recognising the site of the first Council Meeting and its foundation members will be unveiled.

Later in the week, the special 20th anniversary community art prize and exhibition will open at the new Arts and Heritage Hub in the Old Lobethal Woollen Mill. Over 49 artists resident in, or with a strong connection to, the Adelaide Hills Council district have entered a total of 105 pieces. The exhibition will run for two weeks and will include an acquisitive first prize, a young artist prize, commendations and a ‘people’s choice’ prize.

The Council’s Playford Trust Scholarship, which has an emphasis this year on youth community leadership, is being promoted now.

Staff are working on an online ‘virtual’ honour board profiling recipients of the Council’s Citizen of the Year, Young Citizen of the Year, Community Group/Event of the Year and Civic Awards since 1997. It is expected to be launched early in 2018.

Mayor Aspinall concluded her remarks by noting that:

“…now we have to be concerned with the betterment of the whole area covered by the Adelaide Hills Council rather than the individual regions.”

It is in that context that the Council has the opportunity to reaffirm its commitment to the community and to good governance.

I am delighted to introduce to you to Mayor of the Adelaide Hills Council, Mrs Anita Aspinall.

Mayor Anita Aspinall lives at Scott Creek with husband Don (formerly of the Waite Institute) and has four adult sons. Mayor Aspinall is a retired journalist and former librarian with a Bachelor of Arts through the Social Sciences Department of Flinders University.

Mayor Aspinall entered Local Government when she was elected as Councillor for the District Council of Stirling in 1987. She became the first female leader of the District Council of Stirling when she was elected as Chairman in 1991. Mayor Aspinall also became the first (and last) Mayor for the District Council of Stirling in 1993.

Welcome to Former Mayor of Gumeracha Mr Milton Checker, Ian Dixon Executive Director Local Government Boundary Reform Board, David Wotton Minister for Environment & Natural Resources, Family & Community Services and Ageing, past Councillors of the four Councils, Staff and interested Residents.

This evening marks the formation of the new Adelaide Hills Council, an event that will be long remembered in the history of the Adelaide Hills. It has taken many months of hard work to get to this point and I want to acknowledge the dedication of the staff of the East Torrens, Gumeracha, Onkaparinga and Stirling Councils as well as that of the elected members.

I feel proud and humble to be elected as the first Mayor of the Council which is very fortunate in having as its membership a team of experienced Councillors, all of whom have served previously and many of whom were involved in the amalgamation process.

It is an exciting time for this new Council. Many challenges lie ahead in the next few months as we forge four organisations and the communities they represented into a well functioning whole.

We are all lucky to live in the Adelaide Hills where there are areas of viable rural land which must be protected, alongside townships, reserves and the more densely populated areas in some of the former Stirling and East Torrens Council areas.

The Council must ensure that the delicate balance is maintained between development to provide housing and jobs and the preservation of what we all hold most dear - the character of the Adelaide Hills.

The former Councils of East Torrens, Gumeracha, Onkaparinga and Stirling have had a proud record of service to their communities. We now have to pick up that task and go forward into the future with that same dedication and that same dedication and that same commitment.

But now we have to be concerned with the betterment of the whole area covered by the Adelaide Hills Council rather than the individual regions.

To do this we have the help of our new Chief Executive Officer, Mr Roy Blight, our staff and the residents themselves who we will consult on an ongoing basis.

Thank you all who are here this evening on this historic occasion to launch the new Council.

Cr Bill Cooksley, Marble Hill Ward Cr Cooksley has lived in Ashton for 18 years, with wife Rosemary and 2 sons. He is a Market gardener with an interest in classical music.

Cr Bonython has lived in Summertown for 30 years. She is married to Roger, 4 adult children. She is a partner in a vegetable farm at Summertown. Cr Bonython’s hobbies include tennis and reading. Community interests: CFS (Member of CFS Board), Water Catchment Authorities and is a member of Sport & Recreation committee.

Cr Tim Potter, Torrens Valley Ward

Cr Potter is married to Anne and has lived in the Mt Torrens district for 19 years living the good life breeding and working Clydesdales. He has served in Local Government for six years, concentrating on land and water issues and was the Local Government representative for the Northern Hills Soil Board, Irrigated Horticulture Standards Committee, Natural Heritage Trust Regional Assessment Panel and Power Lines Environment Committee. Cr Potter is President of the Commonwealth Clydesdale Horse Society, Vice President of the Australian Driving Society and Past President of the South Australian Horse Council. His tertiary education is in Town Planning and Social Work.

Cr Val Hall, Torrens Valley Ward

Cr Hall and husband John operate an export protea farm and entertainment agency at Houghton. She has served on the Gumeracha Council for the past two years, focussing on improving tourism opportunities for the Adelaide Hills. Committees include Torrens Gorge and Adelaide Hills Tourism & Management Committee for Festival and Events in the Hills. With 20 years nursing experience behind her, Cr Hall also takes a great interest in Aged Care and has served on Northern Adelaide Hills Hospital Board, St Johns Ambulance Board, Management Committee for Aged Homes at Kersbrook and Glenview Hostel at Gumeracha.

Cr Ron Nelson, Manoah Ward

Cr Nelson lives in Scott Creek with wife Liz and three children Rebecca, Alicia and Daniel and is the 5th generation of Nelsons. The property has served as market garden, general store and post office. He was educated at Oakbank Area School followed by various TAFE courses and is presently educated by 3 teenage children. He is a keen participant in all sport and still enjoys occasional hit of table tennis. Cr Nelson is a Crows fan and maintains interest in community organisations. He is Captain of Scott Creek/Bradbury CFS, Member of Community Progress Association and School Committee and enjoys listening to music of 60 and 70.

7.1 Declaration of Office - Councillors cont. Cr Leone Taylor, Manoah Ward

Cr Taylor lives in Aldgate with husband Gordon and has 2 daughters and 1 grand daughter. She has been involved in human and community services on a regional basis throughout the Adelaide Hills for the past 4 years. Her primary interests are family support and community care and Cr Taylor is currently undertaking a combined degree in law and politics at Flinders University.

Cr Ian Bailey, Mt Lofty Ward

Cr Bailey has lived in Piccadilly since 1960 with wife Jan, 2 sons and 1 daughter. He started market gardening after leaving school, then worked in mining and processing in Northern Territory and Port Stanvac Oil Refinery. He has run his own business since 1980 employing 35 people. Cr Bailey is a past councillor for East Torrens Council, is the Captain of Piccadilly CFS for last 14 years and coordinator of Mt Lofty Fire Tower.

Cr Kate Thomson, Mt Lofty Ward

Cr Thomson has lived in the Stirling District for 16 years and has a 9 year old daughter, Alice. She was one of Stirling Council’s three representatives on the Interim Management Committee, responsible for steering the Council amalgamation. She has been a member of Stirling Council’s Planning & Corporate Services committees, and was a member of the Environmental Advisory Board. Cr Thomson has over 20 years management experience gained within the public sector, and currently works as the Director, Nutrition and Food Services, at the Women’s and Children’s Hospital. She has a Science degree, post graduate qualifications in Nutrition and Dietetics and Health Administration and a Masters Degree in Business Administration. Cr Thomson is a member of various conservation and friends groups.

Cr George Healey, Mt Lofty Ward

Cr Healey has lived in area for 35 years, with wife Jill. He has 2 children & 2 grandchildren, is involved in tennis & football as well as Bridgewater CFS, Stirling RSL, KESAB, Bridge Tidy Towns, Deanery Land Care and Stirling Main Street. Cr Healey’s Council activities included Bike Plan, Community Services Committee, Library Review, Aged Accommodation, Australia Day, Patawalonga Steerage, Cemetery and acting as Chairman of Infrastructure.

7.1 Declaration of Office - Councillors

Cr Stan Camac, Onkaparinga Valley Ward

Cr Camac has been on Council for 18 years, since October 1978. He is involved in Weed eradication in District, a working party member of Mt Lofty Ranges Animal & Pest Plant Control Board for Management Structure, committed to waste management and recycling. Cr Camac has a keen interest in Johnston Oval at Balhannah and was responsible for setting up the playground, painting and laying mulch to make it safer for children. He is a member of various committees for local Halls and Parks

Cr Bill Gale, Onkaparinga Valley Ward

Cr Gale was an Onkaparinga Councillor for 8 years and Deputy Chairman for 4 years. He is a Farmer in the family potato business, Enjoys widespread community involvement, especially in landcare and CFS.

Cr David Paschke, Onkaparinga Valley Ward

Cr Paschke lives at Pfeiffer Rd Woodside, married to Judith with 3 children and 7 grandchildren. He has been interested in sport all his life, with 42 years continuous service with the now Onkaparinga Valley Football Club, starting at 17 and holding all positions including president & coach. He has been President of the Hills Football League Trainers Association, Foundation member of Woodside Kindergarten, Committee member of Balhannah Recreation Park & Woodside Recreation Park, President of Weeds Board twice, Hartley waste management committee member and Chair, Chair of recycling at Woodside Dump, Committee member for North Woodside development and planning, Member of the first KESAB committee formed last year. Cr Paschke is currently sitting Council board member of Mt Lofty Catchment, was the Council representative to form the inaugural Onkaparinga Catchment Water Board. He is interested in agriculture and currently runs a 240 acre property. Cr Paschke represents committees of fruit growers and market gardeners in Adelaide and has been the Hills Potato Board Representative for 10 years.

7.2 Statement on behalf of the Government of South Australia, the Hon David Wotton Minister for Environment & Natural Resources, Family & Community Services and Ageing.

Minister Wotton congratulated Mayor Aspinall and Councillors on their election to the Adelaide Hills Council. He recounted the history of the amalgamation process and the discussions that the Councils had engaged in through the Interim Management Committee. On behalf of the State Government Minister Wotton extended best wishes to the Adelaide Hills Council for its future and the future of its area.

12. Proclamation of the Adelaide Hills Council

His Excellency the Governor of South Australia Sir Eric Neal, by proclamation published in the South Australian Government Gazette of Thursday 27 March 1997, pages 1340 & 1341, established the Adelaide Hills Council formed from the District Councils of East Torrens, Gumeracha, Onkaparinga & Stirling with the new Council coming into operation on 1 July 1997.

Refer the proclamation notice as set out on Minute Book Pages 20 - 21.

13. Appointment of Chief Executive Officer

Moved Cr Thomson (5) S/- Cr Bonython and carried That Roy David Blight be confirmed as Chief Executive Officer of the Adelaide Hills Council in accordance with the contract of employment as entered into by the District Councils of East Torrens, Gumeracha, Onkaparinga and Stirling.

15. Allowances 15.1 Mayor’s Allowance . 7.45pm. The Mayor declared an interest in this matter and withdrew from the meeting room. Deputy Mayor Cr Tim Potter presided in the Mayor’s absence.

Moved Cr Gale (9) S/- Cr Bonython and carried That the annual Mayoral allowance be set at $15,000 per annum paid monthly in arrears and that such allowance meet the total expenses of conducting the Mayoral Office other than where the Council has specifically provided for additional expenditure to be incurred on behalf of the Mayor within Council’s overall budget, and that the Mayor be provided with access to a fully maintained motor vehicle to assist in the performance of the role of the Mayor throughout the area.

7.50pm The Mayor returned to the meeting at the conclusion of this item and resumed the Chair.

7.51pm The Deputy Mayor, Cr Tim Potter, declared an interest in this matter and retired from the meeting room.

15.2 Deputy Mayor’s Allowance

That the annual Deputy Mayoral allowance be set at $5,000 per annum paid monthly in arrears, plus a travelling allowance of 47c per km for 4 cylinder car or 56c per km for 6 cylinder car for attendance at duly constituted Council or committee meetings or attendance at such other places as Council’s representative as are duly authorised by Council. 2. That payment of the allowances be made directly through Council’s creditors system on a monthly basis into an account nominated by the Mayor and Deputy Mayor.

15.3 Councillors’ Allowance

That the annual allowances for Councillors (with the exclusion of the Deputy Mayor) be set at $2,600 per annum payable monthly in arrears, plus a travelling allowance of 47c per km for 4 cylinder car or 56c per km for 6 cylinder car for attendance at duly constituted Council or committee meetings or attendance at such other places as Council’s representative as are duly authorised by Council. 2. That payment of the allowances be made directly through Council’s creditors system on a monthly basis into an account nominated by each Elected Member.

17. Delegations from Council

Moved Cr Bailey (13) S/- Cr Camac and carried 1. That pursuant to Section 41 of the Local Government Act, Council delegates to the Chief Executive Officer any power, function or duty vested in or conferred on it under that Act or any other Act including the power of further delegations pursuant to Section 68 of the said Local Government Act as well as including the power, function or duty to take such actions as in his opinion are necessary or practical to give effect to any act or decision made pursuant to the exercise of such delegation.

2. That a record be prepared of these delegations including any alterations which may be made from time to time by the Council in a Delegations Register pursuant to Section 41 (6) of the Local Government Act 1934.

3. That these delegations be reviewed on an annual basis with the next review scheduled for July 1998.

4. That the actions taken by officers of Council under Delegations granted by the former District Councils of East Torrens, Stirling, Gumeracha & Onkaparinga during the period from the Adelaide Hills Council coming into effect until the delegations granted from this meeting are effected be confirmed by the Adelaide Hills Council.

18. Policies A General Policy on Occupational Health, Safety & Welfare was submitted to Council for adoption as set out on Minute Book Pages 22-30.

Moved Cr Camac (14) S/- Cr Nelson and carried 1. That as an interim measure the policies set out in the former Councils of the District Councils of East Torrens, Gumeracha, Onkaparinga and Stirling be adopted by the Adelaide Hills Council, except that where there is a conflict or inconsistency the Chief Executive Officer is authorised to resolve the issue. 2. That the General Policy on Occupational Health Safety & Welfare for the Adelaide Hills Council be adopted.

19. Fees and charges A review of fees and charges of the former Councils will be undertaken in conjunction with the 1997/98 budget approval process. In the interim period these fees should apply to the former Council areas.

20. Appointment of Representatives An inventory of appointments to outside organisations is being assembled and will be available for consideration at the next meeting of Council.

The Local Government Association is holding a Special General Meeting on 18 July 1997 from 8.30am on pressing Local Government matters and a representative from the Adelaide Hills Council must be appointed.

Mr Milton Checker addressed the meeting and congratulated the Mayor and Councillors on their appointment to the new Adelaide Hills Council.
