Prior to consideration of Planning Application N/03/0001O/FUL, Councillor Maginnis declared an interest and took no part in the determination of this application. PLANNING APPLICATIONS INDEX 1. There was submitted a report (docketed) dated 4 June 2003 by the Director of Planning and Environment on applications submitted for planning permission. With regard to planning application N/03/000423/OUT for the erection of a primary school, public library, community centre and 7-a-side floodlit multi-purpose synthetic pitch for dual use with the community on a site at recreation ground, Cumbernauld Road, Stepps, the Development Control Manager advised the Committee of late representations from Mr. J. Hope, 50 Whitehill Avenue, Stepps requesting a site visit and hearing prior to final determination of the application. With regard to planning application C/03/00030/OUT for the erection of a residential development (in outline) on land east and south of Calderview Avenue and Peebles Path, Carnbroe Road, Coatbridge, the Development Control Manager advised the Committee of late representations from the undernoted which had been submitted following the preparation of the report:- Alison Noble, Development Planning Partnership (on behalf of SDMP), 144 St. Vincent Street, Glasgow; J. McKillion, Carnbroe Residents and Tenants Association, 18 Duns Path, Carnbroe, Coatbridge, and Mclnally Associates, Planning and Development Consultants, 6 Newton Place, Glasgow. 82 1 PLANNING AND ENVIRONMENT - 4 June 2003 Decided: (1) that with regard to planning application N/03/000423/OUT for the erection of a primary school, public library, community centre and 7-a-side floodlit multi-purpose synthetic pitch for dual use with the community at Recreation Ground, Cumbernauld Road, Stepps, the late representations be noted; (2) that with regard to planning application C/03/00030/OUT for the erection of a residential development (in outline) on land east and south of Calderview Avenue and Peebles Path, Carnbroe Road, Coatbridge, the late representations be noted, and (3) that the applications be otherwise dealt with in accordance with the Annex to this Minute subject to the conditions contained within the report by the Director of Planning and Environment. GLASGOW CITY COUNCIL PLANNING APPLICATION CONSULTATION 02l03626lDC - STORAGE AND RECYCLING OF INERT MATERIALS ON SITE ADJACENT TO THE M73lCOATBRIDGE ROADlMANSE ROAD, SWINTON, GLASGOW 2. There was submitted a report (docketed) dated 4 June 2003 by the Director of Planning and Environment (1) advising the Committee of a consultation received from Glasgow City Council requesting comments on a planning application submitted retrospectively to that authority for the storage and recycling of inert material on a site close to North Lanarkshire Council’s boundary at Bargeddie; (2) summarising the proposals; (3) indicating that the proposals represented a departure from the Glasgow and Clyde Valley Joint Structure Plan 2000, and the Monklands District Local Plan 1991, in that they represented an inappropriate use in the greenbelt, and (4) recommending that the Committee advise Glasgow City Council that this Council object to the application as it is contrary to the above Plans and would have a significant impact on visual amenity and potentially on traffic safety. Decided: that the Director of Planning and Environment advise Glasgow City Council that North Lanarkshire Council object to the application on the grounds that it is contrary to both the Glasgow and the Clyde Valley Joint Structure Plan and the Monklands District Local Plan 1991 and would have a significant impact on the visual amenity and potentially on traffic safety. EASTFIELD ROAD, CUMBERNAULD - CONFIRMATION OF FOOTPATH STOPPING UP AND DIVERSION ORDER 3. There was submitted a report (docketed) dated 25 April 2003 by the Director of Planning and Environment (1) seeking authority to confirm and implement the Stopping Up and Diversion Order relating to a section of footpath to the north side of Eastfield Road, Cumbernauld which had been promoted under delegated authority on 23 April 2003; (2) outlining the background relative thereto; (3) indicating that the Stopping Up and Diversion Order had been advertised as required and, as no objections had been received within the statutory 28 day period, the Council was able to confirm and implement the Stopping Up and Diversion Order. Consideration was also given to oral representations made by the local Member, Councillor G. Murray who was in attendance for this item. Decided: that the Director of Administration in conjunction with the Director of Planning and Environment confirm and implement the unopposed Stopping Up and Diversion Order in relation to the footpath to the north of Eastfield Road, Cumbernauld. 822 PLANNING AND ENVIRONMENT - 4 June 2003 COATBRIDGE TOWN CENTRE ENVIRONMENTAL IMPROVEMENTS - PHASE 2 PROPOSALS 4. Under reference to paragraph 18 of the Minute of the meeting of this Committee held on 23 January 2002, there was submitted a report (docketed) dated 28 April 2003 by the Director of Planning and Environment (1) updating the Committee on progress towards a site start on Phase 2 of the proposed Environmental Improvements to Coatbridge Town Centre; (2) summarising the sustainability implications; (3)outlining the background relative thereto and summarising the works which remained outstanding, and (4)recommending that the Committee agree (a) that tenders for the proposed works on Phase 2 of the Coatbridge Town Centre Environmental Improvement Scheme be issued; (b) that i.D. Consultants be appointed to undertake detailed design work on the section of Main Street between Church Street and The Fountain and from Main Street along Muiryhall Street, Baird Street, Church Street, Academy Street, St. John’s Street, Sunnyside Road, and South Circular Road, and (c) to note that Phase 1 of the Coatbridge Environmental Improvements had been nominated for and selected as a Best Practice Project for the Forward Scotland Study on Best Practice in Local Environment Action 2003. Decided: (1) that tenders for the proposed works on Phase 2 of the Coatbridge Town Centre Environmental Improvement Scheme be issued; (2) that i.D. Consultants be appointed to undertake detailed design work on the section of Main Street between Church Street and The Fountain and from Main Street along Muiryhall Street, Baird Street, Church Street, Academy Street, St. John’s Street, Sunnyside Road, and South Circular Road, and (3) that it be noted that Phase 1 of the Coatbridge Environmental Improvements had been nominated for and selected as a Best Practice Project for the Forward Scotland Study on Best Practice in Local Environment Action 2003. TENDER ACCEPTANCE - INVESTMENT IN SMALL COMMUNlTlESlLOCALES 5. There was submitted a report (docketed) dated 13 May 2003 by the Director of Planning and Environment (1)advising the Committee of tenders received in respect of works identified under the Small Communities and Locales Initiative; (2)outlining the background relative thereto; (3)indicating that the lowest tender which was that submitted by Land Engineering Limited in the amended sum of f99,963.97 had been consistently and competitively priced and was recommended for acceptance; (4) intimating that funding for the work had been identified within the Planning and Environment Capital Budget under the heading “Investment in Small Communities and Locales” and a sum of f100,000,identified in the 2003/2004 budget, had been supplemented by the carry forward of f64,046from the previous year giving a total budget of f164,046,and (5) recommending that the Committee (a) accept the tender submitted by Land Engineering in the amended sum of f99,963.97; (b) authorise spending of f106,755.67 (inclusive of fees) from the 2003/2004 budget to implement environmental improvement works, and (c) note that the details of further proposals will be submitted to the Committee in due course. Decided: (1) that the Director of Administration be authorised to accept the tender submitted by Land Engineering Limited in the amended sum of f99,963.97; (2) that the expenditure of f106,755.67(inclusive of fees) be authorised from the 2003/2004 budget to implement the environmental improvement works, and (3) that it be noted that details of further proposals will be submitted to the Committee for consideration in due course. 823 PLANNING AND ENVIRONMENT - 4 June 2003 PETITION - TRAFFIC AT THE REAR OF BARONS TOWER, MOTHERWELL 6. There was submitted a report dated 14 May 2003 by the Director of Administration (1) advising Members of the receipt of a petition from residents of Barons Tower, Motherwell, requesting the provision of traffic calming measures in the area, and
