Accepted 15 February 1974] ABSTRACT Caimanopsgen. novo is proposed for Diporiphora amphiboluroides Lucas & Frost. The following species and subspecies ofPhysignathus and Diporiphora are studied: P. longirostris (Boulenger), P. temporalis (Giinther), P. g. gilberti (Gray), P. g. centralis Loveridge, D. convergens nov., D. a. albilabris nov., D. a. sobria nov., D. b. bennettii (GraY), D. b. arnhemica nov., D. magna nov., D. lalliae nov., D. reginae Glauert, D. winneckei Lucas & Frost, D. b. bilineata Gray, D. b. margaretae nov., and D. superba novo INTRODUCTION Recent collections have made it increasingly clear that there are many more species of Diporiphora in the far north of Western Australia than previously believed. The main purpose of this paper is to define these additional species of Diporiphora. Because juvenile Physignathus have often been mistaken for Diporiphora, that genus has been included in this study, and so too has Caimanops gen. nov., whose single species was long placed in Diporiphora. Generally Western Australian species of reptiles seldom extend further east than about longitude 140o E. Brief study of Queensland material showed that Diporiphora and Physignathus were not exceptional in this respect and that most, if not all, specimens belonged to different species or subspecies. It therefore seemed unnecessary to include the Eastern States species in this account of the Western species. The three species of Physignathus and single species of Caimanops are strongly characterized, and their identification should present students with no problems. -

WESTERN AUSTRALIAN Electoral Commission Local Government Postal Elections Election Report 2007 Foreword In October 2007, the Electoral Commissioner was made responsible for the conduct of 64 postal elections and one voting in person election under the Local Government Act 1995. By making the Electoral Commissioner responsible for these elections, the local governments concerned ensured that the elections were conducted independently and with impartiality. In addition, for those choosing postal voting, local government adopted a method of conducting elections that is more convenient for electors and typically achieves a higher rate of voter participation. Postal elections for local government were first trialled by four local governments in 1995. This increased to eight in 1997, 34 in 1999, 47 in 2001 and 55 in 2003. In 2005, 50 local governments chose the postal voting option, whilst in 2007 this rose to 64. On 20 October 2007, the 64 local governments using the postal voting method consisted of 1,202,481 electors. At the close of nominations on 13 September 2007, 715 candidates had nominated for 375 vacancies resulting in 59 postal elections. A total of 1,054,343 election packages were forwarded. A total of 68 candidates were elected unopposed and two vacancies were unfilled. A total of 94% of all electors in Western Australia had the opportunity to vote in a postal election. Postal elections have clearly become the preferred way that electors choose to participate in local decision-making in Western Australia. The conduct of these elections remains a considerable task for the Commission. A shift in the date of the election from May to October every two years; and the introduction of Preferential and Proportional Representation voting, presented additional challenges to the management of the 2007 program. -

Article Using Deliberative Democracy for Better Urban Decision-Making through Integrative Thinking Janette Hartz-Karp and Dora Marinova * Curtin University Sustainability Policy (CUSP) Institute, Curtin University, Perth, WA 6845, Australia; [email protected] * Correspondence: [email protected] Abstract: This article expands the evidence about integrative thinking by analyzing two case studies that applied the collaborative decision-making method of deliberative democracy which encourages representative, deliberative and influential public participation. The four-year case studies took place in Western Australia, (1) in the capital city Perth and surrounds, and (2) in the city-region of Greater Geraldton. Both aimed at resolving complex and wicked urban sustainability challenges as they arose. The analysis suggests that a new way of thinking, namely integrative thinking, emerged during the deliberations to produce operative outcomes for decision-makers. Building on theory and research demonstrating that deliberative designs lead to improved reasoning about complex issues, the two case studies show that through discourse based on deliberative norms, participants developed different mindsets, remaining open-minded, intuitive and representative of ordinary people’s basic common sense. This spontaneous appearance of integrative thinking enabled sound decision-making about complex and wicked sustainability-related urban issues. In both case studies, the participants exhibited all characteristics of integrative thinking to produce outcomes for decision-makers: salience—grasping the problems’ multiple aspects; causality—identifying multiple sources of impacts; sequencing—keeping the whole in view while focusing on specific aspects; and resolution—discovering novel ways that avoided bad choice trade-offs. Upon introduction to areas outside of its natural range, these characteristics often give O. mossambicus a competitive advantage over indigenous fishes. Accordingly, O. mossambicus may have deleterious impacts on aquatic communities. Since nonindigenous O. mossambicus populations were first observed in Western Australia in the Gascoyne/Lyons River system (ca 25°S) in 1981, the species has spread north to the Lyndon and Minilya Rivers (ca 23°S), and south to the Chapman River (ca 28°S). There is a high probability of further range expansions of this cichlid in Western Australia due to natural dispersal and human-mediated translocation. Adult and juvenile O. mossambicus consumed primarily detritus and vegetal matter, though juveniles collected from the Gascoyne River were carnivorous. There was no demonstrable dietary overlap between O. mossambicus and the carnivorous and omnivorous sympatric species in the Chapman and Gascoyne Rivers. -

Geological Survey of S e a s h o r e E n g i n e e r i n g Western Australia 2 Executive summary The aim of this report is to identify a hierarchy of sediment cells to assist planning, management, engineering, science and governance of the Mid-West coast. Sediment cells are spatially discrete areas of the coast within which marine and terrestrial landforms are likely to be connected through processes of sediment exchange, often described using sediment budgets. They include areas of sediment supply (sources), sediment loss (sinks), and the sediment transport processes linking them (pathways). Sediment transport pathways include both alongshore and cross-shore processes, and therefore cells are best represented in two-dimensions. They are natural management units with a physical basis and commonly cross jurisdictional boundaries. Sediment cells provide a summary of coastal data in a simple format and can be used to: 1.
