(Photo: India Today) Indian authorities have been called on by the head of a UN agency mandated to defend freedom of expression to investigate the mysterious death of TV reporter Akshay Singh while covering the Vyapam scam in Madhya Pradesh, saying crimes against journalists must not go unpunished. The Director-General of UNESCO, Irina Bokova has called on the Indian authorities to investigate thoroughly the death of reporter Akshay Singh in Madhya Pradesh on July 4. “I express my condolences to Akshay Singh’s family, friends and colleagues and urge the authorities to investigate his death,” the Director-General said. “It is essential for rule of law and for society’s right to be kept informed, that the authorities do all they can to clarify the cause of Singh's death. Reporters must be able to carry out their professional duties in a safe environment and crimes against them must not go unpunished”, Bokova concluded. Akshay Singh, a TV journalist for a private Hindi news channel was investigating corruption in the Vypam scam in Madhya Pradesh when he died from what doctors in a local hospital said was a heart attack. Media reports have raised doubts about the cause of Singh's death. The Vyapam scam, simmering for nearly a decade, exploded before the Indian public after Singh's death. Akshay Singh was in Meghnagar in Jhabua district to talk to the family members of Vyapam scam- accused Namrata Damor who too was found dead under mysterious circumstances. With more than two dozen people connected in some way with the scam mysteriously dying, the Supreme Court has ordered that the corruption scandal be investigate by the Central Bureau of Investigation (CBI). The Vyapam scam is an admission and recruitment scandal allegedly involving politicians and senior officials in Madhya Pradesh. The scam involves students who paid bribes to officials to get high marks in entrance tests to get government jobs and coveted slots in medical schools. (With inputs from PTI) .

    CBI: WHY THIS IS PREFERRED FOR INVESTIGATION? CBI-Central Bureau of Investigation traces its origin to Special Police Establishment (SPE) which was set up in 1941 by the Government of India. The functions of the SPE then were to investigate cases of bribery and corruption in transactions with the War & Supply Department of India during World War II. Superintendence of the S.P.E. was vested with the War Department. Even after the end of the War, the need for a Central Government agency to investigate cases of bribery and corruption by Central Government employees was felt. The Delhi Special Police Establishment Act (DSPE Act) was, therefore, brought into force in 1946. This Act transferred the superintendence of the SPE to the Home Department and its functions were enlarged to cover all departments of the Govt. of India. The Delhi Special Police Establishment acquired its popular current name, Central Bureau of Investigation (CBI), through a Home Ministry resolution dated 01.04.1963. Initially, the offences that were notified by the Central Government related only to corruption by Central Govt. servants. In due course, with the setting up of a large number of public sector undertakings, the employees of these undertakings were also brought under CBI purview. Similarly, with the nationalisation of the banks in 1969, the Public Sector Banks and their employees also came within the ambit of the CBI. Though CBI is basically an anti corruption agency empowered with jurisdiction over the Public Servants of Central Government and Central Public Sector Undertakings, it has set up separate wings like Special Crimes Wing, Economic Offences Wing, Banks Securities & Frauds Cell, to investigate conventional offences.

This seemingly innocuous incident in a country used to far more brazen (and well documented) attempts at cheating by desperate students eventually went on to blow the lid off one of the largest cases of institutional corruption in the country. Exactly two years to the day, and approximately 502 (other figures claim as many as 1563) suspicious deaths later, Shivraj Singh Chouhan, the Chief Minister of Madhya Pradesh, finally buckled under immense pressure and on July 7th, 2015 called for a probe into the matter by the Central Bureau of Investigation, claiming "a wish to honour public sentiment"4. This was seen by some, however, as nothing but the Chief Minister simply yielding to the inevitable, since the Supreme Court had decided to hear petitions asking for the Vyapam probe to be entrusted to the CBI two days later on July 9th. As expected, it ordered the investigations to be transferred from the state’s Special Task Force (STF) to the CBI on that day itself5. Moreover, the bench criticised the Madhya Pradesh High Court for failing to rule on whether to transfer the Vyapam investigation to the CBI on the grounds that the matter was pending before the Supreme Court.
