Non-refund of airfares by Air India 1129 Shri Kanakamedala Ravindra Kumar: Will the Minister of Civil Aviation be pleased to state: (a) whether Government is aware of the fact that national carrier Air India has not refunded the booking amount of air journey which were made before the announcement of nation- 273 wide lockdown and subsequent cancellation of all domestic flights including Air India Express flights; (b) if so, the details thereof; (c) whether Government has taken any efforts to repay the air fare due to cancellation of flights in wake of nation-wide lockdown; and (d) if so, the details thereof and if not, the reasons therefor? Modernisation of major airstrips/runways in the country 1130 Shri Parimal Nathwani: Will the Minister of Civil Aviation be pleased to state: (a) whether Government proposes to undertake modernisation of major airstrips/runways in various States/UTs of the country; (b) if so, the details and the present status thereof, State/UT-wise; (c) whether inadequate length of runway of some airports in Andhra Pradesh, Jharkhand and Gujarat makes landing and take-off operations difficult for an aircraft; and (d) if so, the details of action taken or proposed to be taken by the Airports Authority of India (AAI) for expansion? Development of Civil Aviation in Andhra Pradesh and Gujarat 1131 Shri Parimal Nathwani: Will the Minister of Civil Aviation be pleased to state: (a) the steps taken or being taken for development of Civil Aviation sector in Andhra Pradesh and Gujarat; (b) the details of new Greenfield airport projects underdoing or are likely to come up in near future in Andhra Pradesh and Gujarat; (c) the detail of the novel sea-plane service and short distance helicopter service about to begin and already began in the country and particularly in Andhra Pradesh and Gujarat; and (d) whether sea-plane/short distance helicopter service is economically viable, if so, the details thereof? Rationalization of airfare 1132 Shri Sambhaji Chhatrapati: Will the Minister of Civil Aviation be pleased to state: (a) whether Government has any plan to rationalize airfare charged by domestic airlines to ensure that these do not incur losses because of tough competition amongst themselves; (b) if so, the details thereof; and (c) whether Government has any plans to allot specific routes to each airline under UDAN scheme to maintain healthy competition as well as reasonability in airfare? Plane crash at Kozhikode 1133 Shri Dinesh Trivedi: Will the Minister of Civil Aviation be pleased to state: (a) the preliminary findings of the ongoing Aircraft Accident Investigation Bureau (AAIB) investigation into the Kozhikode plane crash; (b) whether Government plans to extend the Runway End Safety Area (RESA) at Kozhikode following the plane crash; (c) if so, the details thereof including estimated time frame and if not, the reasons therefor; 274 and (d) what monitoring mechanism is employed by the DGCA in order to minimize pilot error? THE MINISTER OF STATE OF THE MINISTRY OF ENVIRONMENT AND FORESTS (SHRI JAIRAM RAMESH): (a) to (e) Disposal of half and un-burnt dead bodies is one of the sources of pollution of rivers. To address this problem, setting up of electric crematoria is sanctioned by the Ministry under the National River Conservation Plan (NRCP). The Ministry has so far sanctioned 50 schemes of electric crematoria at a total sanctioned cost of Rs. 41.36 crore under the plan. These include 44 schemes along Ganga in the States of Uttarakhand, Uttar Pradesh, Bihar and West Bengal, 2 schemes along Yamuna in Delhi, 1 scheme along Sabarmati in Gujarat, 1 scheme along Khan in Madhya Pradesh and 2 schemes along Subarnarekha in Jharkhand. 38 of these schemes have been completed and 12 are under implementation. The remaining one scheme along Subarnarekha in Jharkhand has not been taken up as a crematorium has been constructed by the State Government. Expenditure of Rs. 19.28 lakhs in 2006-2007, Rs. 46.54 lakhs in 2007-2008, Rs. 95.73 lakhs in year 2008-2009 and Rs. 26.47 lakhs in 2009-2010 (till June, 2009) has been incurred on the schemes of electric crematoria along the river Ganga.

SHRI PARIMAL NATHWANI: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there is a huge shortage of IPS officers in the country especially in Andhra Pradesh, Jharkhand and Gujarat; (b) whether there is any legal hurdle involved behind this shortfall, especially for induction of officers of Armed forces and paramilitary forces and state police officers into the IPS; (c) what actions are being initiated by Government to clear the legal hurdle; (d) whether it is a fact that some Armed forces officers are facing problem in getting ‘No Objection Certificate’ (NOC) from Ministry of Defence in this regard; and (e) What actions are being contemplated by Government to resolve the above issues? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a): No Sir. As on 01.01.2020, the authorized strength of Indian Police Service (IPS) in the country including Andhra Pradesh, Jharkhand and Gujarat is 4982 against which 4074 officers are in-position. In Andhra Pradesh, Jharkhand and Gujarat, 115, 121 and 169 IPS officers respectively are in- position as on 01.01.2020. -2- R.S.US.Q.NO.386 FOR 16.09.2020 (b): No Sir. There is no such proposal in this Ministry for induction of officers of Armed Forces and Paramilitary Forces into Indian Police Service (IPS). However, the induction of State Police Service Officers into IPS is conducted on the yearly basis under sub-rule (1) of rule 9 of the Indian Police Service (Recruitment) Rules, 1954, read with sub-regulation (1) of regulation 9 of the Indian Police Service (Appointment by Promotion) Regulations, 1955.
