Respondents’ Satisfaction Levels with Greenway Signage ...................................................... 21 3 | 2016 PIGEON CREEK GREENWAY USAGE STUDY EXECUTIVE SUMMARY § USI students counted 8,406 Greenway users and administered 281 surveys during the seven-day period running from Monday, September 26, to Sunday, October 2, 2016. The counts and surveys were taken at three intercept points along the Pigeon Creek Greenway: The Pagoda Trailhead, the Shirley James Memorial Gateway Plaza, and the Garvin Park Trailhead. As in 2006 and 2012, the Riverfront section of the Greenway is the most used segment with over 4,000 users during the week-long study. § From 2012 to 2016, the number of Greenway users increased approximately 93 percent. When analyzed separately, Garvin Park experienced close to a 256 percent increase in traffic, while the Riverfront experienced a 64 percent increase and the Shirley James Gateway experience a 17 percent increase. Some of this growth may be attributed to the Evansville Half-Marathon on Saturday, October 1, and the Walk to Defeat ALS on Sunday, October 2. § An overwhelming majority of 2016’s survey respondents – 97 percent – indicated that they were “very satisfied” or “somewhat satisfied” with the Pigeon Creek Greenway. This is comparable to the 2012 survey results. § Overall, approximately 96 percent of respondents stated they felt “very safe” or “somewhat safe” when using the Greenway. More male respondents (69 percent) stated that they felt “very safe” on the trail compared to female respondents (49 percent). Again, this is comparable to the 2012 survey results. § Based on the census counts, the most popular Greenway activities were walking (41 percent) and running (41 percent), followed by cycling (16 percent). This is a shift from the 2012 study where cycling was ranked higher than running; this change, however, can be attributed to the large number of runners in the Evansville Half-Marathon on October 1. Data from the user intercept surveys support this: walking was the most popular activity (60 percent) followed by cycling (21 percent) and running (16 percent). These survey responses mirror the responses on the 2012 survey. § More than two-thirds (69 percent) of respondents use the Greenway at least once per week. This finding is comparable to the 2012 survey responses. However, the percentage of individuals who use the trail three or more times per week has dropped from 46 percent in 2012 to 38 percent in 2016. § Once on the trail, a little over one-third (36 percent) of respondents will use the trail for more than 60 minutes. Another 22 percent will use the trail for 50 minutes to an hour. While the latter percentage is comparable to 2012’s results, the percentage of individuals using

The existing trail currently extends from an access at Sunset Park in Evansville, Indiana and proceeds north along the Ohio River and Pigeon Creek to its terminus at the Heidelbach boat ramp parking lot as shown on Figure A1 of this addendum (2015, City of Evansville and Evansville MPO).

Courtesy of Willard Library Archives. The roots of the Orr Iron Company date to 1836 when Irish immigrant Samuel Orr established a blacksmith shop on Main Street soon after arriving in Evansville. After Samuel Orr’s death in 1882, the company was run by his son, James L. Orr; grandson, Samuel L. Orr; and Edward H. Mann. The business was reorganized as the Orr Iron Company in 1900. In 1912, the company completed a new headquarters at the intersection of Pennsylvania and Walker Streets, located in the portion of Evansville historically known as Lamasco. Designed by the firm of Brubaker, Stern, and Boyle, the building housed offices and warehouse space.     3 RISK ASSESSMENT 44 CFR Requirement §201.6(c)(2): [The plan shall include] A risk assessment that provides the factual basis for activities proposed in the strategy to reduce losses from identified hazards. Local risk assessments must provide sufficient information to enable the jurisdiction to identify and prioritize appropriate mitigation actions to reduce losses from identified hazards. The risk assessment process identifies and profiles relevant hazards and assesses the exposure of lives, property, and infrastructure to these hazards. The goal of the risk assessment is to estimate the potential loss in Vanderburgh County, including loss of life, personal injury, property damage, and economic loss, from a hazard event. The risk assessment process allows communities in Vanderburgh County to better understand their potential risk to natural hazards and provides a framework for developing and prioritizing mitigation actions to reduce risk from future hazard events. A Multi-Hazard Mitigation Plan was completed for Vanderburgh County in September 2004. Therefore, this risk assessment is an update to the risk assessment previously prepared. There are, however, several improvements: 1) Hazards to include were evaluated and refined; 2) HAZUS-MH MR5 and parcel data provided by the HMPC was utilized to determine assets at risk; and 3) HAZUS-MH MR5 results assessed vulnerability and loss estimates for earthquake, flooding, and levee failure. The risk assessment for Vanderburgh County and its jurisdictions followed the methodology described in the FEMA publication 386-2, Understanding Your Risks: Identifying Hazards and Estimating Losses (2002), which includes a four-step process: Identify Hazards Profile Hazard Events Inventory Assets Estimate Losses This chapter is divided into four parts: hazard identification, hazard profiles, vulnerability assessment, and Summary of Key Issues.

Environmental Reviewer, The Indiana Department of Transportation (INDOT) and Federal Highway Administration (FHWA) intend to proceed with a bridge improvement project in Center Township, Vanderburgh County, Indiana. The project is located on US 41 and involves Bridge No. 041-82-03286HSBL (NBI No. 014310) on US 41 over Pigeon Creek, 0.37 mile north of SR 66, on the north side of the City of Evansville. This letter is part of the early coordination phase of the environmental review process. We are requesting comments from your area of expertise regarding any possible effects associated with this project. Please use the above designation number and description in your reply. We will incorporate your comments into a study of the project’s environmental impacts. INDOT Bridge No. 041-82-03286HSBL is a single span, metal Parker through truss structure built in 1940. The bridge was not included in the Indiana Historic Bridge Inventory (HBI), conducted by Mead & Hunt on INDOT's behalf, because at the time of the HBI efforts, the bridge was programmed for replacement (Des. No. 0100957). Consultation for Des. No. 0100957 under Section 106 of the National Historic Preservation Act (Section 106) resulted in a determination that the bridge is eligible for the National Register of Historic Places (NRHP) under Criterion C as a good example of an ISHC-designed Parker through truss.
