2012 – Present Vice President for Academic Outreach and Engagement Morgan State University

Responsibilities: leading the division of Academic Outreach and Engagement comprised of the Morgan State University e-Campus (online degree programs and courses), the Division of Continuing Education (professional and non-credit), the Summer Session, Minimester and special programs (English as a Second Language, ESL), and the Office of Civic Engagement and Community Outreach.

2008 – 2012 Vice President for University Operations Morgan State University

Responsibilities: work closely with the and four Vice Presidents in providing vision, ongoing strategic leadership, and program development in the broad areas of administrative (including facilities, finances, human resources, and student services) and academic services (including graduate and undergraduate instruction, the hiring, promotion, tenure, and termination of faculty) in order to improve the efficiency of day-to-day operations at Morgan State University and serve as a key liaison with MHEC and with other local, State, and national organizations.

Responsibilities: creating a vision for the School of Graduate Studies by initiating, drafting, implementing or supporting appropriate strategic plans, policies, procedures, and initiatives that advances the mission of the School of Graduate Studies as a Carnegie Doctoral ; providing leadership and professional development opportunities for the Associate and Assistant Deans, Directors, Managers, and staff in the School of Graduate Studies, the Continuing Studies Program, the Institute for Urban Research, and the Institute for Civil Rights in Education; developing policies and procedures that enhance the opportunities for graduate students to successfully complete the University’s 15 doctoral and 35 master’s programs; and providing leadership to the larger graduate community by serving as officers in national professional organizations including the Graduate Record Examinations (GRE) Board, the Council of Graduate Schools (CGS), the Conference of Southern Graduate Schools (CSGS) and the Council of Historically Black Graduate Schools (CHBGS).

Responsibilities: reviewing all tenure and promotion dossiers; drafting academic policies for University catalog; serving as liaison in legal matters between the office of the Vice President for Academic Affairs and the office of the General Counsel; reviewing residency appeals; reviewing contracts and grant proposals from the Schools/College; serving as a member of the University Council; attending meetings of the President’s Cabinet; and, attending meetings of the Higher Education Commission and legislative hearings in the State’s capitol.

1991-1995 Assistant Dean, College of Arts and Sciences Morgan State University

Responsibilities and Outcomes: managing the budget for the College of Arts and Sciences including approving purchase requisitions for 15 departments and 3 separately budgeted programs; conducting transcript evaluations for the College of Arts and Sciences; facilitated visiting professorship of Wilson Goode; arranged for AARP National Legislative Council to hold a hearing on Health Care Reform at Morgan State University; coordinated Freshman Orientation Program including drafting model syllabus; and, negotiated with author of Success in College and Beyond to include 14 pages of Morgan State University policies.

1997-2000 Senior Vice President for Academic Affairs/Provost St. Augustine’s College

Responsibilities: providing leadership for the academic and administrative initiatives at St. Augustine’s College; supervising the vice presidents of Business and Finance, Development, Student Affairs, and Technology; chairing the meetings of the Academic Council (division directors of academic programs) and the Administrative Council (all staff department heads); chairing meetings of 95 member faculty; executing signature authority for personnel hired at the College; and, serving as secretary to the Board of Trustees.

Responsibilities and Outcomes: passed the Maryland Bar exam; drafted employment contracts; assisted in contract negotiations; drafted minutes for union- management training organization; researched and drafted memoranda on employment discrimination including Title VII, sexual harassment, ADA, age discrimination; handled pro bono legal matters for the firm; and, appointed as Chairperson of the County Human Relations Commission.
