Whereas, on Sunday, January 26, 2003, the Tampa Bay Buccaneers dominated Super Bowl XXXVII, defeating the Oakland Raiders by a score of 48–21; Whereas the 27-year-old Buccaneers franchise won the Na- tional Football League’s World Championship in their first-ever Super Bowl appearance; Whereas coach Jon Gruden, in his first year as head coach of the Buccaneers, led the team to the pinnacle of suc- cess; Whereas the Buccaneers overcame adversity and defeated the Oakland Raiders, a team credited with possessing the number-one ranked offense in the National Football League; Whereas throughout the season the Buccaneers were led by a number of players, most notably veterans Warren Sapp, Derrick Brooks and John Lynch, who banded together to form the number-one ranked defense in the National Football League; Whereas owner Malcolm Glazer’s unwavering dedication to bringing together the most talented coaches and players has resulted in the achievement of the most sought-after 2 honor in professional football: the Vince Lombardi tro- phy; Whereas the Buccaneers are an integral part of the Tampa Bay community; Whereas the entire Tampa Bay community is proud of the Buccaneers and their extraordinary season and tremen- dous accomplishment; Whereas this championship is especially satisfying to the dedicated Buccaneers fans who have loyally supported the team since their inception in 1976; a very long journey that has culminated in a Super Bowl victory and the rec- ognition that the Buccaneers are the best football team in the world: Now, therefore, be it Resolved, That the House of Representatives congratu- lates the World Champion Tampa Bay Buccaneers for their victory in Super Bowl XXXVII. I am not disappointed with the effort of our team, but we got to learn from this and I have to take it upon myself. The penalties and the turnovers are two things that will do you in in big games in December when everything is on the line.” Q: Do you think that first interception was deflating? GRUDEN: “Yeah, I mean it is no question. You overcome a penalty. You are moving the ball and the interception did not help. It is not the only reason why we lost the game. We had an interception that we felt we did intercept that was turned over by the Wizard of Oz or somebody. I do not know what happened on that. Contributions such as a new stadium, new color scheme, and changes to management and leadership backed the branding efforts to change the identity of the organization with the media, fans, and city of Tampa. Malcolm Glazer and his sons headed the rebranding efforts for the franchise and would lead them into success for a number of years. As can been seen with the Buccaneers, a new image is not going to be captured overnight, but will happen through a number of small issue changes that contribute to the bigger picture.
