COMPLETE MERGER LOS ANGELES – August 3, 2015 – Cathay General Bancorp (NASDAQ: CATY), the holding company for Cathay Bank, announced today that it completed its merger with Asia Bancshares, Inc. at the end of the day on July 31, 2015. As a result of the transaction, Asia Bancshares, Inc. has been merged with and into Cathay General Bancorp, and Asia Bank has been merged with and into Cathay Bank. The completion of the merger results in a combined financial institution with total assets of approximately $12.4 billion and deposits of approximately $9.8 billion, 57 branches operating in nine states, and a presence in three overseas locations. Under the terms of the merger, Cathay General Bancorp is issuing 2.58 million shares of its common stock and paying $57.0 million in cash for all of the issued and outstanding shares of Asia Bancshares stock, valuing the merger at approximately $139.9 million, based on Cathay General Bancorp’s closing price on July 31, 2015. Based on properly and timely submitted and accepted elections, the stock consideration of 3.2134 shares of Cathay common stock per share of Asia Bancshares was over-subscribed by Asia Bancshares shareholders and subject to proration. As a result, approximately 36% of the shares of Asia Bancshares that were subject to stock elections will receive cash consideration of $86.76 per share of Asia Bancshares. Asia Bancshares shareholders who elected cash and those shareholders who failed to submit elections on a timely basis will receive cash consideration of $86.76 per share of Asia Bancshares. -

United States Government Accountability Office Report to Congressional Committees GAO January 2013 FINANCIAL INSTITUTIONS Causes and Consequences of Recent Bank Failures GAO-13-71 January 2013 FINANCIAL INSTITUTIONS Causes and Consequences of Recent Bank Failures Highlights of GAO-13-71, a report to congressional committees Why GAO Did This Study What GAO Found Between January 2008 and December Ten states concentrated in the western, midwestern, and southeastern United 2011—a period of economic downturn States—all areas where the housing market had experienced strong growth in in the United States—414 insured the prior decade—experienced 10 or more commercial bank or thrift (bank) U.S. banks failed. Of these, 85 percent failures between 2008 and 2011 (see below). The failures of the smaller banks or 353 had less than $1 billion in (those with less than $1 billion in assets) in these states were largely driven by assets. These small banks often credit losses on commercial real estate (CRE) loans. The failed banks also had specialize in small business lending often pursued aggressive growth strategies using nontraditional, riskier funding and are associated with local sources and exhibited weak underwriting and credit administration practices. The community development and rapid growth of CRE portfolios led to high concentrations that increased the philanthropy. These small bank failures banks’ exposure to the sustained real estate and economic downturn that began have raised questions about the contributing factors in the states with in 2007. GAO’s econometric model revealed that CRE concentrations and the the most failures, including the use of brokered deposits, a funding source carrying higher risk than core possible role of local market conditions deposits, were associated with an increased likelihood of failure for banks across and the application of fair value all states during the period. -

MEADOWS, COMMUNITY DEVELOPMENT DIRECTOR DATE: NOVEMBER 6, 2019 RE: DISTRIBUTION OF DBE PROGRAM FOR FTA-ASSISTED PROJECTS The City of Springfield, through its Department of Community Development and in partnership with the Department of Finance, has drafted and submitted to the Federal Transit Administration a new Disadvantaged Business Enterprise Program FTA-assisted Projects document. This plan document is to be distributed, along with the City of Springfield’s Policy Statement, to the Springfield City Commission; Senior Staff of each department within the City organization; as well as DBE and non-DBE business communities that perform work for the City of FTA-assisted contracts. Additionally, the City’s Program and it’s associated DBE Policy shall be placed on the city’s website at www.springfieldohio.gov/SCAT . The structure of the banking system and its scope of activity Israel has a highly developed banking system. At the end of June 2009, there were 23 banking corporations registered in Israel, including 14 commercial banks, two mortgage banks, two joint-service companies and five foreign banks. Despite the spate of financial deregulation in recent years, the Israeli banking sector still plays a key role in the country’s financial system and overall economy. It is also highly concentrated – the five main banking groups (Bank Hapoalim, Bank Leumi, First International Bank, Israel Discount Bank and Mizrahi-Tefahot Bank) together accounted for 94.3% of total assets as of June 2009. The two largest groups (Bank Leumi and Bank Hapoalim) accounted for almost 56.8% of total assets. The sector as a whole and the large banking groups in particular are organised around the concept of “universal” banking, in which commercial banks offer a full range of retail and corporate banking services. Those services include: mortgages, leasing and other forms of finance; brokerage in the local and foreign capital markets; underwriting and investment banking; and numerous specialised services. Furthermore, until the mid-1990s, the banking groups were deeply involved in non-financial activities. However, a law passed in 1996 forced the banks to divest their controlling stakes in non-financial companies and conglomerates (including insurance companies). This development was part of a privatisation process which was almost completed in 2005 (with the important exception of Bank Leumi). -
