P IV Beach Handball World Championships Antalya 2010

Dear Handball Friends,

Beach Handball nowadays is an integral part of the International Handball Federation. At the scenic beach coast of Antalya, Turkey, the IV World Championships for Women’s and Men’s Beach Handball will be carried out. Beach Handball is a global story of success, as seen at the three previous World Championships in Egypt, Brazil and Spain. Another Beach Handball highlighter was the tournament at the 2009 in Kaohsiung/Taiwan.

24 teams –twelve women’s and men’s each - with a total of 240 players will compete in Antalya, including all world class teams like the reigning champions from Croatia, who won both titles in 2008 in Cadiz. The organizer did great work in advance, so that the world of Beach Handball is ready for Antalya as Antalya is ready for the world of Beach Handball.

This tournament will bring the best players of the world – and I hope it will bring joy and interest to the people from Antalya and whole Turkey to become friends of Beach Handball. To host the World Championships will bring our in the focus of fans, sponsors and media – and I hope this will be another great step for the development of Beach Handball and handball in general in Turkey. Especially on sand the Turkish teams are close to world class, so the hopes are high in your country. Aside your indoor handball national teams have shown a great improvement in the last decade, the women are close to the European top class, for example.

On this occasion I would like to invite the Turkish audience and spectators to attend matches whether their team is playing or not in order to achieve the set goals of this important championship. And I hope that when the Championships are over, handball will continue to flourish in Turkey. I wish all participating teams the very best of luck in the tournament and a good time ahead.

Dr President International Handball Federation

FAIR PLAY – The Philosophy of Beach Handball

The Philosophy of Beach Handball is based on the principles of “Fair Play”. Every decision has to be taken in accordance with these principles.

Fair Play means: • Respect the health, integrity and body of the players • Respect the spirit and philosophy of the game • Respect the flow of the game

According to the Philosophy of Beach Handball (attractiveness of the game – two teams playing as much as possible in full strength), any punishments shall be against the players as individuals and not against the team.

We hereby ask all participants of the IV Beach Handball World Championships to respect the main principle of Beach Handball and to have in mind that every action and decision should be in accordance with these principles.

THE LATEST CHANGES IN THE RULES OF THE GAME

Comment: In order to be oriented in every detail one must study the Rules of the Game closely. In the current document we only present the most important modifications made with the intention of being simple and practical. These are: 1. Rule 1.1 A more detailed description of the sand quality and lighting requirements of a Beach Handball court.

2. Rule 1.8 It is now allowed for all players to leave the playing area the shortest way on their own team’s side. The entering goalkeeper is allowed to await his turn to enter the court by kneeling (or sitting) just outside of his own team’s goal area line.

3. Rule 2.14 Specification of the obligatory time-outs: I. Suspension, disqualification and exclusion; II. 6m-throws; III. Team time-out; IV. Signal from timekeeper or delegate; V. Consultations between the referees (in accordance with Rule 17.9); VI. Suspension of an official. In case of IV., the timekeeper stops the time without confirmation from the referees. Any action after that is considered as “invalid” (excluding personal punishments).

4. Rule 3.2 The number of balls available per game increased from 3 to 4. One behind each goal, the third one at the table, and the fourth ball in play. 5. Rule 4.4 The “responsible team official” (RTO) shall ensure that only players entitled to participate enter the court. A violation of this Rule is to be penalized as unsportsmanlike conduct by the RTO.

6. Rule 4.6 A team is allowed to have 4 four team officials (TO). Only two of them (including the RTO) may remain in the substitution area, while the other two can stay (quietly) in the safety zone and enter the court upon referees’ permission (e.g. to give medical assistance).

Players are to be punished under Rule 4.14 and 16.2a, team officials will be punished under Rule 16.2h and 16.6a. If the TO, instead of assisting, approaches the opponents or the referees, the TO shall be punished for unsportsmanlike conduct.

8. Rule 4.8 New regulations for improving the athletes’ uniforms (read also appendix IV). Each team’s officials must also have identical dress, in colors contrasting those of the opposing team.

9. Rule 6.2 / Rule 12.1 When an attacking player with the ball (or without the ball but gaining advantage) enters the opponents’ goal area, then a goalkeeper-throw is called. Rule 16 Suspension must be given also to the: I.16.2g RTO, if players, who are not entitled, enter the court or more than the allowed number of participants are present in the substitution area; II.16.2h TO entering the court as a third person to give medical assistance; III.16.2i TO who, instead of assisting with injuries, gives instructions or approaches referees or opponents. Comment 4 I. The goalkeeper is allowed to play outside of the goal area; II. In this case, he is fully responsible for any contact if the attacking player: 1. Has NO CHANCE to see the goalkeeper; 2. Has NO CHANCE to avoid the goalkeeper. III. Such a contact during the Shootout will be a 6m-throw and disqualification; IV. During the regular playing time, it will be handled with progressive punishment and the game will be restarted with a throw corresponding to the situation; V. T H E N E W I H F B E A C H H A N D B A L L L O G O Ever since its first appearance in the IHF's event calendar in 2001, beach handball has became an integral part of the world of international handball. The IHF boosted its efforts to develop and promote this new form of our by establishing a dedicated Working Group. One of the Group’s top priorities was to create a special look and identity for the sport. This effort begun by creating a distinctive logo in order to designate all of the IHF’s beach handball activities.

Almost 100 different draws were submitted to the IHF, within a period of two months, many of them of high quality standards, thus making the selection process rather difficult. Among all the contestants the winning draw was that of the Greek graphic artists George Drossos and Zefi Athanassopoulou of “Paraphernalia-art” (both active beach handball players, www.paraphernalia-art.com) as chosen by the IHF’s Executive Council.

The basic concept for the IHF beach handball logo was the depiction of infinite motion (which characterizes this game), of the season that this sport takes place and of the identity of the federation.

Given those headlines, the International Beach Handball logo was designed based on the natural elements that are dominant in beach handball: sand, sun, and sea. Those elements appear in a linear form together with a human figure and the official logo of IHF, conveying an infinite movement which is derived from their spiral development within a circle.

In detail, the whole composition is formed inside a circle with the words INTERNATIONAL HANDBALL FEDERATION around its perimeter. Within this frame, the human figure appears diagonally, while in motion (ready to shoot), being the most dynamic feature of the logo. In its hands it holds the golden ball of the IHF Logo with the sun rays spirally unfolding around it, emphasizing the identity of the logotype.

The blue circle that surrounds the golden ball/sun is placed in the golden section of the composition in order to further emphasize the significance of the IHF. The two curves that represent the sea, form another element that is in motion and highlights the summer time. The static element of the composition is the horizontal lines that represent sand and symbolize the earth.

The colors are combined harmonically, for the orange yellow of the sun rays, the figure and the sand is complimentary with the blue used in the official IHF Logo and, therefore, they produce a sense of unity which is vital for a logo.

The IHF boosted its efforts to develop and promote Beach Handball by establishing a dedicated Working Group. One of the Group’s top priorities was to establish a referee educational system.

This effort begun by keeping apace with the demands placed on the men and women in the middle who are responsible for running the action on the court. In conjunction with its member federations, IHF takes great care in nurturing the Beach Handball refereeing sector – fostering the elite and up-and-coming referees, and ensuring that newcomers to the IHF list are given the proper instructions for their duties.

The purpose of the Beach Handball Referee Training DVD that the Working Group has prepared is to outline some difficult tasks of the referees during the game such as the progressive punishment, the spectacular goals and the passive play. It is important to establish a culture in which qualified referees can help run tournaments more smoothly.

The IHF adopts the view that referees are present to make the game run smoother and to arbitrate contestations between players. The aim of IHF Beach Handball Working Group's officials education programme is to provide the sport with well trained and competent officials who will help uphold the sport’s standards and therefore develop the sport of Beach Handball.

In 2004, the IHF held the first official Men’s and Women’s Beach Handball World Championships in El Gouna, Egypt. At the end of four thrilling days, 57 high-rate matches and two highly dramatic finals the Russian women’s and the Egyptian men’s dream came true. They became the first official Beach Handball World Champions. On the occasion of the tournament’s colorful opening ceremony in the Egyptian seaside resort of El Gouna, Dr Hassan Moustafa, who, as President of both the International Handball Federation and Egyptian Federation, took the role as double host, once more stressed the importance of the tournament. “In many ways our sport is still a child you need to carefully raise with much support.“ In the very end all those involved agreed that the attempts at walking undertaken in late November in the Egyptian sand were really successful and that a bright future would be held in store for the much-lauded young hopefuls. On the four match days the eight women’s teams and nine men’s sides did not miss determination and sporting ambitions despite the holiday mood that was easily emerging against the breathtaking scenery of the holiday idyll on the Red Sea. Quite to the contrary: a shoot-out had to decide many of the matches so that the tension for the players and spectators alike kept high until the very last minute.

R I O D E J A N E I R O, B R A Z I L 2 0 0 6 In the very end you could read the results of the II Beach Handball World Championships from the face of Manoel Luiz Oliveira, the President of Confederaçao Brasilieira de Handebol. And he was right: The masterpiece they set up in terms of organization in several-month long preparations led by OC Chief Fabiano Redondo finally came along with sporting success. Brazil gained the 2006 Beach Handball WCh crown in both the men’s and women’s tournament. While the Brazilian ladies were confident that they may win a medal, their male compatriots did spring a surprise. Following modest efforts in the preliminaries they constantly boosted during the knock-out stage to make through to the final. Their final victory over Turkey was the prelude to a very successful outcome for the host they would never have dreamt of. In the subsequent women’s final, the Brazilians demonstrated their class to put down the German side into second place. But not just the top teams managed to fascinate the crowd. Newcomers like the Dominican Republic and Uruguay as well as the men’s selection of Bahrain, showed fine performances to amaze both the opponents and the crowd, demonstrating the quality of beach handball as a stepping stone to break into the circuit of international top tournaments.

BEACH HANDBALL ANALYSIS SYSTEM (BAS)

For the first time in the short history of Beach Handball an explicit analysis of the game itself was done during the Beach Handball World Championships 2008 in Cadiz. With the help of the Institute of Sport Sciences of the University of Tubingen and the PH Weingarten, Germany a scouting sheet for the matches was developed. This system has been developed further with the help of the company ENFAKTOR to the actual electronic Beach Handball Analysis System (BAS).

The goal of the BAS is to get valid data and results for the further development of the sport Beach Handball as well as giving important information to the coaches of the teams during the tournament. With the help of many volunteers from the Turkish Handball Federation all matches of the 4th Beach Handball World Championships 2010 will be scouted live and the scouting reports of all the matches will be uploaded immediately after each match on the internet.

MEDIA IN BEACH HANDBALL

All matches on the main court will be covered by TV. The partner of the Turkish Handball Federation TRT will be responsible for the production of the matches and show the Turkish matches live on TV. Many other main court matches will be broadcasted all around the world. For this reason it is absolutely mandatory that all participants in the matches (coaches, players, referees and delegates) follow very strict the times and procedures before and after the matches.

ANTALYA, T H E C I T Y

In the second half of the 17th century Evliya Çelebi wrote of a city of narrow streets containing 3,000 houses in twenty Turkish and four Greek neighborhoods. The town had grown beyond the city walls and the port was reported to hold up to 200 boats.

In the 19th century, in common with most of Anatolia, its sovereign was a "dere bey" (land lord or landowner). The family of Tekke Oglu, domiciled near Perge, though reduced to submission in 1812 by Mahmud II, continued to be a rival power to the Ottoman governor until within the present generation, surviving by many years the fall of the other great beys of Anatolia. The records of the Levant (Turkey) Company, which maintained an agency in Antalya until 1825, documented the local “dere beys”.

In the 20th century the population of Antalya increased as Turks from the Caucasus and the Balkans moved into Anatolia. By 1911 it was a city of about 25,000 people, including many Christians and Jews, still living in separate quarters around the walled mina or port. The port was served by coast steamers of local companies. Antalya (then Adalia) was picturesque, but ill-built and backward. The chief attraction for visitors was the city wall, and outside a promenade -a portion of which survives to the present. The government offices and the houses of the higher classes were all outside of the walls.

The city was briefly occupied by the Italians from the end of the First World War until the founding of the Turkish Republic in 1923.

Antalya is in south-west Anatolia, on the Mediterranean Gulf of Antalya, approximately 244 kilometers (152 mi) from Ankara, 255 kilometers (158 mi) from Adana, 222 kilometers (138 mi) from Izmir, and 300 kilometers (186 mi) from Istanbul.

The Taurus mountain range of southern Anatolia runs parallel to the Mediterranean in an east-west direction, resulting in the formation of narrow coastal plains surrounded by mountains on three sides and the sea on the fourth. Some parts of the coast feature mountains plunging sharply into the sea, forming small natural bays and peninsulas. Antalya is situated on one such plain where the mountains recede from the shore, consisting of two flat areas formed of travertine rock at a mean height of 35 meters (115 ft); the town center is located on the rocky plain closest the coast, with urban sprawl extending to the Kepezüstü Plain further inland.
