Tuesday, 28th August 2007 PARLIAMENT OF NAURU 1 PARLIAMENT OF NAURU DRAFT HANSARD Seventeenth Parliament First Sitting of the First Meeting Tuesday, 28th August 2007 Mr Speaker, Hon. Ludwig Scotty, M.P., took the Chair at 10.00 a.m. and read Prayers. The Chairman of the House, Mr. Frederick Cain, took the Chair and read Prayers. Mr. Chairman: Good morning Members and welcome to this inaugural sitting of the Seventeenth Parliament. Let me first of all congratulate you all on your recent election as Members of this august House and I trust that most of you have recovered from your week-end celebrations and ready to tackle the tasks ahead of you. We will now commence our business in accordance with our programme and I shall commence first with the Proclamation of the Speaker which reads as follows, and I quote - ‘Whereas the Sixteenth Parliament of the Republic of Nauru was dissolved at the end of the 26th day of July 2007; And Whereas by a Writ issued by the Speaker by and with the advice of the President and dated the 20th day of July 2007, the Speaker appointed the twenty-fifth day of August 2007 for the holding of a General Election of Members of Parliament in accordance with the advice of the President; And Whereas I have received the Return of the said Writ notifying me that the said General Election was duly held and of the names of the persons elected thereat; I, Valdon Dowiyogo, in accordance with the advice of the President do appoint and proclaim that the Seventeenth Parliament of Nauru shall meet at Parliament House at the hour of ten o’clock on the morning of Tuesday, 28th August 2007 and shall proceed to transact the following business, namely – First, the election of a Member of Parliament to be Speaker of Parliament; Secondly, the election of a Member of Parliament to be Deputy Speaker of Parliament; And in that order before the transaction of any other business; Parliament must at its first sitting thereafter elect a Member of Parliament to be President of the Republic. God save the Republic! (Signed) Valdon Dowiyogo, M.P., Speaker of Parliament Given and made this twenty fourth day of August, Two thousand and seven.’ Under Standing Order 3(b) the Chief Justice or a person authorised by him for the purpose, shall thereupon enter the Chamber for the purpose of swearing in Members. Unfortunately, the Chief Justice is unable to be with us on this occasion and has authorised the Resident Magistrate, Mr. Eperama Rokoiko to administer the Oath to Members. Honourable Members, I now lay on the Table of the House the Return of the Writ which reads as under, and I quote – “The Honourable Speaker, Republic of Nauru, The Honourable Speaker, this is to advise you in declaration that in obedience to your Writ of 27th day of July 2007, I have caused a parliamentary election on the date appointed by your, to wit, twenty fifty day of August 2007. I hereby return the said Writ attaching herewith the declaration of the result of election in the Constituency elected to be the Members of the Seventeenth Parliamentary Election on the Republic. Tuesday, 28th August 2007 PARLIAMENT OF NAURU 2 The results of the election is as under – For the Constituency of Aiwo – Dantes Tsitsi and Rene Reynaldo Harris; For the Constituency of Anabar/Ijuw/Anibare – Ludwig Scotty and Riddel Akua; For the Constituency of Boe – Baron Divavesi Waqa and Mathew Batsiua, For the Constituency of Buada – Shadlog Bernicke and Roland Kun, For the Constituency of Ewa/Anetan – Cyril Buraman and Marcus Stephen, For the Constituency of Meneng – Sprent Jared Dabwido and Rykers Solomon, For the Constituency of Ubenide – David Adeang, Frederick Pitcher, Valdon Dowiyogo and Fabian Ribauw, and For the Constituency of Yaren – Dominic Joselito Tabuna and Kieren Keke. Our next order of business is for the swearing in of Members, and I will ask the Resident Magistrate to enter the Chamber for this purpose. Resident Magistrate enters Chamber for the swearing in of the Members of the Seventeenth Parliament. Members take the Oath alphabetically, constituency-wise. (Resident Magistrates leaves the Chamber) Mr. Chairman: Honourable Members, the next business before us is the election of the Speaker, and according to Article 34, Parliament shall, before it proceeds to the despatch of any other business, elect one of its Members to be Speaker. Therefore, are there any nominations for the position of Speaker? Mr. Adeang (Ubenide): Mr. Speaker, I have the privilege to move that the Hon. Valdon Dowiyogo, Member for Ubenide, do take the Chair of the House as Speaker. Mr. Chairman: Any seconder to the motion? Mr. Pitcher (Ubenide): I second the nomination. Mr. Chairman: Duly seconded by the Mr. Pitcher, Member for Ubenide. Does Mr. Dowiyogo accept his nomination? Mr. Dowiyogo (Ubenide): Yes, Mr. Chairman, thank you very much, I do accept. Thank you. Mr. Chairman: Are there any further nominations, from the floor, for the position of Speaker? Tuesday, 28th August 2007 PARLIAMENT OF NAURU 3 There being none, we have two Members nominated, the Member for Ubenide, Hon. Valdon Dowiyogo and the Member for Aiwo, Hon. Rene Harris. As normal this will be conducted by secret ballot and I will ask Counsel to distribute the ballot papers. Election of Speaker done by secret ballot. Mr. Chairman: The results of the voting is as follows – Mr. Dowiyogo 13 votes, Mr. Harris – 5 votes; so I declare the Member for Ubenide, Mr. Dowiyogo, Speaker of the Seventeenth Parliament. I will ask the mover and seconder to escort the Speaker to his Chair. Thank you. (Hon. Speaker, Valdon Dowiyogo, is then escorted to the Speaker’s Chair by his proposer and seconder.) Mr. Solomon (Meneng): Mr. Speaker, I wish to move that the Member for Meneng, Hon. Sprent Dabwido, do take the Chair of the House as Deputy Speaker. Mr. D.
