Sealed tenders in two parts are invited on ITEM RATE BASIS from reputed experienced eligible/bona fide manufacturers or their authorized distributor dealer for the following items:-

Tender documents shall be issued to the reputed Manufacturers or their authorized dealer /distributers firms on the written request to the Office of the undersigned at New Sethia Open Cast Mines, Western Coalfields Limited, Pench Area at the address mentioned above.
Terms and Conditions :-
1. The rates should be quoted on F.O.R. Destination basis inclusive of packing forwarding, freight and insurance charges. 2. VAT/Sales Tax & Excise Duty if payable extra shall be clearly mentioned separately. 3. Discount if any on Manufacturer’s Current Price List to be mentioned separately. 4. Prices quoted must be FIRM and shall be valid for acceptance for 4 (four) months. 5. Payment shall be made within 21 days after receipt and acceptance of material at destination. 6. Delivery: In earliest possible time and preferably from ready on urgent basis within 45 days. 7. L.D. : @ ½% per week to 10%, reserving right to levy upto 15% maximum for belated supplies. 8. Guarantee/Warranty : . Supplier shall furnish manufacturer’s guarantee for satisfactory performance in all respect for the complete/composite equipments/stores for a period 12 months from the date of commissioning of the equipment stores or 18 months from the date of receipt of stores at consignee premises, whichever is earlier. 9. Consignee : Colliery Manager/Sr. Manager(E&M), New Sethia OCM, WCL Pench Area. Parasia. 10. Paying Authority : Area Finance Manager, WCL Pench Area Parasia. 11. Part-I of the offer in sealed cover. It shall contain Earnest Money receipt /DD drawn on SBI, Parasia and the documents issued by this Department duly accepted and signed and other documents mentioned below towards qualifying criteria duly signed by the tenderers, Typed/Printed Quotation (techno commercial bid Part-1) duly signed by the bidder. Self attested copy of PAN Card. Self attested Valid VAT / TIN certificate if any Self declaration certificate for non banning or non de-listed from any Govt./Semi Govt. /PSUs.
12 ELIGIBILITY CRITERIA for bidder:-
12.01 Reputed Manufacturers or their authorized distributors/dealers who have successfully executed the supplies for the tendered/similar items in last five years to any of the Govt. Deptt./ Undertakings including CIL or its other subsidiaries/ areas, are only eligible to quote.
(a). In support of the above, the tenderer being a manufacturer shall submit the self attested copy of their valid registration with NSIC/SSI/DIC/DGS&D or any other relevant documents with full address of their works alongwith Techno commercial bid (part -1)/cover-1 in Proof of them being the Manufacturer of tendered/similar items.
(b). However, in case of bidders being the authorized distributors/dealers of reputed manufacturers for the tendered/similar items the authorized dealership certificates to be issued by the manufacturer with current validity and date of issue of the same with detailed factory address and phone no. and also alongwith Manufacturer’s NSIC/SSI/DIC/DGS&D valid registration or any other relevant documents duly self attested in proof of their manufacturing of the tendered /similar items must be uploaded alongwith Techno Commercial bids part -1.
( C) Documents in Support of Provenness Credentials Self attested copy of Purchase order issued to the bidders or their manufacturer by any Govt. Organization including PSU’s including CIL or its other subsidiaries/ areas, during Last 5 years for tendered/similar items must be uploaded alongwith Techno commercial bid part-1/cover-1 and based on the same the provenness/eligibility of the tenderer would be decided by the concerned technical departmental head, Pench Area WCL.
13) Part-II of the offer should be submitted in a separate sealed cover which will contain only price bid with bill of quantities/Scheduled of work issued by the Department along with tender document. The part-II. i.e. Price bid of the offer submitted shall be opened only after ascertaining the eligibility of the valid bidders based on the documentary evidences submitted by them. 14) The intending tender/bidder should submit their offers (both part-I & part-II) printed or typed. Hand written offers (part-I & part-II) will not be accepted. 15) Total amount /grand total amount in part-II (price bid) should be quoted. Bid received in contravention to it will not be accepted.
16) Tender document can be obtained from the office of the undersigned, New Sethia OCM on any working day between 11.00 AM to 3.00 PM from 03.03.2017 to 18.03.2017 except holidays ( Sunday is weekly off day for Pench Area).
17) Earnest money as required as per the N.I.T. shall be deposited along with Part-I of the offer in the form of Demand Draft/ Pay Order drawn in favour of Western Coalfield Limited, Pench Area on any Schedule / National Bank payable at Parasia. It can also be deposited in Cash with the Cashier in the Accounts Department, New Sethia Open Cast Mines Sub Area and the money receipt thereof has to be enclosed with the Part –I of the offer.
18) RECEIPT OF THE TENDER:- Tender will be received in TWO separate sealed covers mentioned in Part-I and Part-II in the office of the undersigned up to 3.30 PM on 30.03.2017. 16) Tender Documents downloaded from the website htpp:westerncoal.nic. in shall also be submitted at this Office along with the required cost of tender document and Earnest Money alongwith part 1 of offer. The bidder shall give an Undertaking declaring that any of the contents of the tender documents downloaded are not tampered.
19) OPENING OF TENDERS :- a) Part-I of the tenders will be opened in the office of the undersigned New Sethia OCM at 4.00 PM. 20.03.2017. b) Part-II of the offer will be opened after ascertaining the eligibility of valid bidders based on documents received along with Part-I as per requirement of the NIT. c) The quotation / tender may be deposited in the tender box located at the Sr. Manager (E&M) at New Sethia OCM, tender notice no. should be written on the cover containing tender documents for easy identification. The details in the tender document not accompanied by earnest money is liable for rejection.
20) Penalty as per General Terms & Conditions incorporated in the Tender documents and as per agreement shall be imposed
21) The management reserves the right to accept or reject the work without assigning the reasons whatsoever.
