Summary

This report advises the committee about the implications for the present primary school catchment areas resulting from the proposed housing developments at Cardowan, , and recommends the issue of formal consultation papers. Recommendations

The committee is asked:

(i) to note that the present primary education zoning arrangements for the Cardowan development site may result in overcrowding at Stepps and St Joseph’s Primary Scho 01,

(ii) to approve the issuing of formal consultation papers proposing the rezoning of the Cardowan development site to Primary School and St Barbara’s Primary School,

(iii) to refer this report to the planning and environment committee for its interest.

Housing Development at Cardowan

Report by the Director of Education

1 BACKGROUND

1.1 Major housing developments are proposed in the Cardowan area near Stepps. Part of the site is currently zoned for primary education to Stepps Primary School and St Joseph’s Primary School and the remainder of the site zoned to Chryston Primary School and St Barbara’s Primary School.

1.2 Stepps Primary School is currently operating in excess of its maximum pupil capacity and St Joseph’s Primary School is at present operating near its maximum pupil capacity. Under the current zoning arrangements these schools may be unable to accommodate any additional pupils.

1.3 In addition, the existing catchment area arrangements for the proposed Cardowan site would result in pupils from the same street in the development site being zoned to attend different schools (Stepps Primary School/ Chryston Primary School and St Joseph’s Primary School/St Barbara’s Primary School).

2 PRO PO SALS

2.1 In order to reduce the impact of the new housing on the projected rolls for Stepps and St Joseph’s Primary Schools and also to ensure that the zoning arrangements for primary school aged pupils from the development site direct children in the area to the same schools, it is proposed to recommend that formal consultation documents be issued proposing the rezoning of the Cardowan development site to Chryston Primary School and St Barbara’s Primary School.

2.2 The proposals will be that all the new houses at the Cardowan development site should be zoned to Chryston Primary School and St Barbara’s Primary School. These schools have sufficient accommodation for all the primary school age pupils from their existing catchment areas and from the whole of the development site.

3 RECOMMENDATIONS

3.1 The committee is asked:

(1) to note that the present primary education zoning arrangements for the Cardowan development site may result in overcrowding at Stepps and St Joseph’s Primary Schools,

(ii) to approve the issuing of the formal consultation papers shown in appendix 1 proposing the rezoning of the Cardowan development site to Chryston Primary School and St Barbara’s Primary School,

(iii) to refer this report to the planning and environment committee for its interest.

1 BACKGROUND

1.1 Major housing developments are proposed in the Cardowan area near Stepps. Part of the site is currently zoned for denominational primary education to St Joseph’s Primary School and the remainder of the site zoned to St Barbara’s Primary School. Maps showing these catchment areas and the proposed housing development are shown in Appendix 1.

1.2 St Joseph’s Primary School is at present operating near its maximum pupil capacity and under the current zoning arrangements may not accommodate the additional pupils for this residential development. Details of. the likely impact of the proposed housing on the rolls of St Barbara’s Primary School and St Joseph’s Primary. School are included in Appendix 2.

1.3 In addition, the existing catchment area arrangements for the proposed Cardowan site would result in pupils from the same street in the development site being zoned to attend different schools (St Barbara’s Primary SchooVSt Joseph’s Primary School).

2 PROPOSALS

2.1 In order to ensure that the projected roll for St Joseph’s Primary School is maintained within the designed capacity of this school and also to ensure that the zoning arrangements for primary school aged pupils from the development site direct children in the area to the same school, it is proposed to re-zone the Cardowan development site to St Barbara’s Primary School from the beginning of session 2000/2001. Maps showing the proposed alterations to the school delineated areas are shown in Appendix 3.

2.2 The proposals are that all the new houses at the Cardowan development site should be zoned to St Barbara’s Primary School for denominational education. It has sufficient accommodation to absorb all the primary school age pupils from its existing catchment area and from the whole development site.

3. RECOMMENDATIONS

3.1 It is recommended that:

(a) The Education Committee agrees to adopt the proposals that

1. The delineated area of St Barbara’s Primary School be altered to include the Cardowan development site as shown in Appendix 3 and the delineated area of St Joseph’s Primary School be altered to exclude the development.

ii. The proposed alterations take effect from the beginning of session 2000/01.

(b) All interested parties, including the relevant school boards, be asked to make written representations on the proposal to the Director of Education, Municipal Buildings, Kildonan Street, no latter than 31 May 2000.

(c) The director of education prepares a report on the results of the consultative process for consideration at a future meeting of the education committee.
