Chairman Helgevold called the regular meeting of the Wright County Board of Supervisors to order at 9:00 a.m. Members present were Kluss, Rasmussen, and Helgevold.

Minutes of the previous regular meeting of 22, 2021 were read and approved.

Approved claims for payment.

Sandy McGrath with Wright County Public Health gave an update on the COVID cases in Wright County. There is currently 1,769 positive cases since March 2020. There have been 6,601 doses that have been administered. Wright County Public Health has requested to get more of the Johnson & Johnson vaccine and is still receiving 200 doses per week. Wright County is still requiring masks in public indoor spaces as well as continuing social distancing.

Motion by Kluss and seconded by Rasmussen to file a corrective deed and declaration of value for Lot 6 of the Agribusiness Park with Wright County paying the cost associated with the filing. Motion carries.

Adam Clemons, Wright County Engineer, gave secondary roads update. Crews began hauling shoulder rock on the west half of the county on March 25th as well as retrieving the east half shoulders on the pavement roads. Blades are starting to run full miles on secondary roads.

Crews completed one work order last week on 140th Street west of Victor Avenue using Tensar Grid with blended materials from Wright Materials. Works orders prior to 2020 are still being completed.

The project on the Highway 69 bridges north of Belmond began on March 29th and will have a completion date of 2021. There will be a detour for this project on C20. There has been dust control complaints and Clemons will be in touch with the DOT to resolve this issue.

Clemons stated that thru March 2021, 67.93% of the Secondary Roads budget has been spent. A majority of the budget has been spent on bridges and culverts.

Held a public hearing on the DD194 Engineers report. Dan Wiedmeier with McClure Engineering explained that the sections of Boone Township in Drainage Ditch 194 being reviewed are Section 1, 2, 11, 12, 13 and 14. A total of 1,600 feet of Lateral 1 was investigated. Dan explained that the current Open Ditch is at a 0.0% grade causing it to silt in quicker and needing cleaned out more often as seen in the history of the ditch. The difference between repairs and improvements were reviewed before going over the four options.

Motion by Kluss and seconded by Rasmussen for McClure Engineering to proceed with contacting the landowners that will be affected by the new tile location in Option 4, reroute tile Northward, and to put together a price estimate alternative for Option 1, directly replace 36”, using 36” concrete arch pipe for the 900’ of tile located with the lowest soil covering. Motion by Kluss and seconded by Rasmussen to reconvene 12th, 2021 at 10:00 a.m. to review the price estimate alternative and hear the response from the landowners that will be affected by the tile relocation option. Motion carries.
