1.1 EXECUTIVE SUMMARY The lease area of Mangrol-Tilakhera Limestone Mine (M L No. – 07/ 1997) is situated near Village – Mangrol & Tilakhera, Tehsil – Nimbahera, District- , for an area of 299.20 Ha. The mining lease was originally sanctioned in favor of J. K. Cement Works by State Govt. vide letter no. P.9(9)khan/Gr.4/75 dated 23.07.1977 for an area of 299.20 Ha. The first Mining Plan was approved vide letter no. 682(23)(500)/94-MCCM-(N)UDP dated 31.07.1995 under Rule 22(4) of MCR 1960 for period 1995-96 to 1999-2000. The Scheme of Mining has been approved vide letter No. 682(23)(MS-513)/2009- MCCM(N)Udai dated 06.04.2015 under rule 12(4) & 23(B)(4) of MCDR 1988 for the period 01.04.2015 to 08.05.2018. First lease renewal granted by State Govt. for a period of 20 years from 09.05.1998 to 08.05.2018. Copy enclosed as Annexure – VI. Environment Clearance obtained from MoEF&CC, New vide letter no. J- 11015/25/2011-IA.II(M) dated 23.01.2014 for 1.6 MMTPA for captive use. Copy enclosed as Annexure – III. As per provision of MMDR Amendment Act’2015, lease validity has been extended till 31.03.2030 vide State Govt. order no. AME/Nimba/CC-1/ML7/1997/2034 dated 27.02.2015. Cement Limited, which is a public limited company registered under Indian Companies Act. J. K. Cement Works was established in the year 1974 and is ranked among western ’s leading industrial group and the premier producer of cement. J. K. Cement Works has its cement manufacturing plant at Nimbahera and Mangrol, District – Chittorgarh (Raj.). J.K. Cement Limited is an India-based holding company. The Company is engaged in manufacturing cement and cement products. Its product portfolio includes grey cement, white cement and wall putty. It offers a range of grey cement, which include Portland Pozzolana cement (PPC), ordinary Portland cement (OPC) and Portland slag cement. Its white cement portfolio includes J.K. White Cement, J.K. Wall Putty, J.K. Waterproof and J.K. Primax. Its white cement is used for decorative and architectural applications. J.K. Wall Putty is white cement based fine powder, which provides a base for concrete/cement plastered walls and ceilings. J.K. Water Proof is a water repellant powder, which prevents passage of water through pores and capillaries of the concrete. JK PRIMAXX is a product used for interiors and exteriors. Its grey cement plants are located in Rajasthan and Karnataka. Its white cement and white cement-based wall putty plants are located in Rajasthan and Madhya Pradesh.

2.2 BRIEF DESCRIPTION OF NATURE OF THE PROJECT The Nimbahera Cement Plant was commissioned in 1974 with a single kiln with capacity of 900 TPD. Subsequently, in 1979 the capacity of the plant was increased to 2100 TPD with the addition of a second kiln of 1200 TPD. In 1982, a third kiln of 1350 TPD capacity and subsequently after modification and modernization, the present capacity of the Nimbahera plant for producing 2.80 MMTPA of Clinker, limestone requirement is around 4.2 MMTPA. The Mangrol Cement plant Line no. 1 was commissioned in 2001 and Line no. 2 in 2014, the clinker production capacity of Line no. 1 & Line no. 2 is 0.75 MMTPA & 2.15 MMTPA respectively. Therefore, the limestone requirement of Line 1 and Line 2 of Mangrol plant is 4.06 MMTPA. The company is proposed to increase the clinker capacity of Mangrol plant with installation of new kiln with a capacity of 2.75 MMTPA. After expansion, total clinker capacity of Nimbahera and Mangrol plant will be 8.45 MMTPA. The total limestone production requirement for Nimbahera and Mangrol plant will be 12.63 MMTPA. To fulfill the requirement, company has decided to increase the capacity of Mangrol-Tilakhera Limestone Mine from 1.60 MMTPA to 2.40 MMTPA & Karunda limestone mine from 2.0 MMTPA to 3.6 MMTPA. There is no change in lease area. Expansion in production is envisaged through deploying efficient and high yield production machineries, increased drilling and blasting.

The housing sector is the biggest demand driver of cement, accounting for about 67% of the total consumption. The other major consumers of cement include infrastructure (13%), commercial construction (11%) and industrial construction (9%).Cement production increased at a compound

annual growth rate (CAGR) of 9.7% to 272 Million Tonnes (MT) over FY06-13. The domestic cement consumption is expected to increase as India has a lot of potential for development in the infrastructure and construction sector and the cement sector is expected to largely benefit from it. Limestone is the main component for cement manufacturing. About 2.4 Million TPA of limestone will be mined from the existing ML. With the proposed development in & around the area, there will be supporting facilities/infrastructure eventually leading to the development of the area. The mining and associated activities in the mineral bearing areas will bring about gains in gross domestic product, i.e. there is though a minor contribution by the proposed expansion project but will add to the gains in the G.D.P. The mine shall be contributing every year to the State & Central Govt. exchequer by way of mining revenue (Royalty, Premium, DMF& NMET)after the expansion project. A total of 77 persons will be employed in this mine after expansion. Beside it, company will also provide employment opportunities &various means as source for population of the village. It will also bridge the gap between demand and supply of cement to the consumers. The project will help in the overall growth of the region. Past Cement Consumption in Rajasthan The past cement consumption in Rajasthan grew at an average of ~ 10.1% pa in the last 5 years and at ~8.4% p.a. in past 10 years. The company is intends to increase the production capacity of limestone from 1.60 MMTPA to 2.40 MMTPA. This requires more reserves/ production to sustain the plant for a longer period as well as to support other mining leases.

2.4 DEMAND - SUPPLY GAP In India limestone has a wide application and demand The production of limestone in the country for 2014-15 at 292.8 million tonnes increased by about 4% as compared to that of the previous year owing to high demand in the market. There were 740 reporting mines in 2014-15 as against 779 during the previous year. 13 mines, each in the production range of 2 to 3 million tonnes was about 11% of the total production. About23% of the total production was contributed by 46 mines, each producing 1 to 2 million tonnes, annually. The remaining 25% of the total production was reported by 656 mines and four associated mines during the year. Twenty five principal producers contributed about 79% of the total production. About 4% of the production was reported by public sector mines as against 4.1% in the previous year. About 97% of the total production of limestone during 2014-15 was of cement grade, 2% of iron & steel grade and the rest 1%consisted of chemical grade. Major producing areas/ Supply Rajasthan was the leading producing state accounting for (21%) of the total production of limestone, followed by Madhya Pradesh (13%), Andhra Pradesh (12%), (9%),Karnataka, Telangana, Chhattisgarh and Tamil Nadu (8% each ), Himachal Pradesh and Maharashtra (4% each) and the remaining 5% was contributed by Meghalaya, Odisha, Uttar Pradesh, Jharkhand, Assam, Kerala, Bihar, and Jammu & Kashmir. Mine-head closing stock of limestone for the year 2014-15 was 13.3 million tonnes as against 12.4 million tonnes for the previous year. Average daily labour employment in limestone mines in 2014- 15 was 21,655 as against 22,977 in the previous year. There is a large gap between the demand of limestone and the supply of Limestone. The proposed project aims to fill the demand – supply gap through optimum allocation and excavation of natural resources required to meet the demand effectively. Future Cement Demand in Rajasthan The likely demand-supply gap has been calculated based on the estimated future most likely demand as well as the expected growth of cements capacity in the state of Rajasthan. Future supply has been estimated based on the assumption that in the year of commissioning a plant is capable of supplying only 50% of its installed capacity and it starts supplying 100% from the next year onwards. Rajasthan is a surplus state and is likely to remain so in future. The state is expected to supply its surplus cement to the neighboring states of Haryana, Delhi, Punjab and West Uttar Pradesh, which are cement deficit.

2.5 IMPORTS VS. INDIGENOUS PRODUCTION The existing project will cater the requirement of limestone to cement plant. The limestone raised from the mine shall be primarily for manufacture of cement.

2.6 EXPORT POSSIBILITY No exports of limestone are proposed.

2.7 DOMESTIC/ EXPORT MARKETS There has always been a huge demand of limestone in both domestic and foreign markets. It is normally demanded for construction, cement, glass, sugar, etc. industries. Due to high cost of transportation, it is normally exported in finished form of slabs, tiles, lime, cement, etc. However, the proposed mining activity is not envisaging any exports.

3.4.1 REGIONAL GEOLOGY The rock formation of eastern Rajasthan and also Mandasaur district of Madhya Pradesh were studied by Dr. A. M. Heron in 1936. He classified the limestone formations of this area

3.4.2 LOCAL GEOLOGY Geologically, the area comprises of Nimbahera Limestone and Nimbahera shale belonging to Khorip Group of Vindhyan Super Group. Most of the area is soil covered, small outcrops are intermittently exposed. The limestone of the area is light grey, greenish grey, Pink, Banded Pink, Medium grey and Dark grey in color. The limestone is trending almost N10°W-S10°E direction with rolling dips varying from 20° to 35° easterly. 3.4.3 HYDROGEOLOGY Project area is categorized as notified (over-exploited category) zone as per the guidelines/ criteria for evaluation of proposals/ requests for ground water abstraction with effect from 15.11.2012 by CGWA. Common NOC for ground water abstraction has been obtained for cement plant & mines from CGWA vide letter no. 21-4(34)/WR/CGWA/2005-1675 dated 28.10.2015 and applied for renewal vide letter no MGR/PC/23/2562 on date 16.10.2017. The water table in pre-monsoon is 370MSL and post – monsoon is 390 MSL. The working depth in first year will be 390 MSL and ultimate pit limit will be 374 MSL. Hence, water table will not be encountered during the lease period. Major water bearing formations in the district are Limestone, Gneiss, Basalt, Schist/ phyllite & Shale and project area falls in limestone formation. Groundwater occurs under unconfined condition in saturated zone of rock formation. Its occurrence is controlled by topography, physiography and structural features of the geological formations. 3.5.2 PROPOSED METHOD OF MINING 3.5.2.1 Open Cast Mining The mining is being done by open cast mechanized method of mining. The bench height of 8 + 0.5m and width 13-15 m is being maintained. Haul road width for convenience mining operation is maintained at 13-15 m. The workings are proposed in slices of 8 + 0.5 m height each. The face slope will be 80°-85°, whereas ultimate pit slope is proposed 35° and Ultimate Pit Level is 374 MSL. The mineral will be transported through tipper. The drilling is being done by heavy duty drills using 3.0m effective drill rods with 115mm diameter bits.

3.5.2.2 Salient Features of Mining Method The mining operations are being carried out by open cast mechanized method with shovel – tipper combination & DTH hole drilling with deep hole blasting. The salient features of mining method are:-  The lease area is divided into three pits i.e. North, South & West.  The mining of limestone is being carried out by forming benches each of 8+0.5m height.  The width of benches will be minimum up to 13-15 m advanced in all direction.  The slope has been kept at an angle of 80° - 85° with horizontal.  The haul road and ramp will be maintained with proper width and gradient for easy movement of vehicles/ machine.  Ultimate Pit Level will be 374 MSL.

3.5.5 DRILLING The excavation of mineral is proposed by excavators. The mineral is easily exploitable by excavators. The hard strata are proposed to be excavated after drilling of 115 mm dia in practice with hole having 10% extra sub-grade drilling and blasting.

3.5.6 BLASTING The holes drilled by DTH drills are blasted based on the two important factors i.e. Powder factor and the Charging ratio. 3.5.6.4 Storage of Explosive Project’s proponent already had License 10 Metric tonnes Twin Magazines approved from Chief Controller of Explosive to meet requirement of all mines.

3.5.7 MINERAL TRANSPORTATION Loading of mineral will be done using hydraulic excavator of 2.0 cu.m. and 2.1 cu.m. Ashok Leyland tippers of 25 MT rated capacity will be used for transportation of limestone from the face to the crusher unloading hopper. In addition, one Dozer, BEML make will be used. It is expected that 320 trips will be required to transport on daily basis. For, movement of daily production (8000 tonnes) of minerals outside the lease area will be through tipper. Thus, the impact generated due to transportation will be kept well within the norms by adopting best Environmental Management practices.

3.6 RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCT/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT. No raw material will be required for production of Limestone. Lumps of limestone will be sent to crusher.

3.7 RESOURCE OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED. Generated soil is being stacked at earmarked sites and being utilized for plantation programme. Sub grade mineral generated is not suitable for immediate use for cement manufacturing. Interstitial clay will be stacked at ear marked sites and will be stabilized by carrying plantation over it. Rainwater harvesting will be done using excavated pit void. Water conservation will thereby reduce exploitation of groundwater.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/ POWER REQUIREMENT AND SOURCE SHOULD BE GIVEN 3.8.1 WATER The total water requirement after expansion will be 80.0 KLD. Common NOC from CGWA for ground water abstraction has been obtained for cement plant & Mines vide letter no. 21- 4(34)/WR/CGWA/2005-1675 dated 28.10.2015 and applied for renewal vide renewal vide letter no MGR/PC/23/2562 on date 16.10.2017. 3.8.2 POWER Power demand of 0.13 MW will be met from Cement Plant at Mangrol.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL. Top soil to the tune of 50,000 tonnes and interstitial clay to the tune of 60,025 tonnes will be generated in plan period. Topsoil is fertile in nature and will be used for greenbelt development. 4.6 SOIL CLASSIFICATION According to soil taxonomical classification, there are six categories of classification i.e. i. Order (the broadest category) ii. Suborder, iii. Great group, iv. Subgroup, v. Family and vi. Series (the most specific category). The soil of the Rajasthan state have been grouped under five orders, namely, Aridosols, Alfisols, Entisols, Inceptisols and Vertisols. Soils have further been subdivided at suborder and great group levels under these five orders. 4.7 CLIMATE The climate of the area is semi arid with a long intensely hot summer, low rainfall and a short wild winter. The temperature normally varies from 6°C in January to 46°C in June. The hot weather usually extends from the beginning of March to the end of June. The average annual rainfall of the region is about 625 mm.

4.8 SOCIAL INFRASTRUCTURE AVAILABLE The well established social infrastructure like hospitals, temple, community centre, roads, bridges, telecommunication and others similar are available/ existing within 15 km radius which is tabulated in point no. III of Form–1.

5.0 PLANNING BRIEF 5.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATIONETC.) TOWN AND COUNTRY PLANNING/ DEVELOPMENT AUTHORITY CLASSIFICATION The expansion project is an opencast mine which shall partially meet the limestone requirement for envisaged cement plant of J K Cement in Nimbahera/ Mangrol. About 2.4 MMTPA limestone production is planned after expansion.

5.2 POPULATION PROJECTION The expansion project will employ 77 workers and will contribute to the projected local population in the study area. However, in order to compensate the loss of vegetation cover, it is suggested to carry out extensive afforestation program mainly in and around the mine lease area. Appropriate plant species of different life forms have been suggested in the following table to grow and to re-establish the vegetation cover and thereby provide habitat for the faunal species. The list of plant species suggested includes the following criteria:-  Tree species which are well adapted to local environmental setting, tall, bearing larger canopy cover and leaf area.  Tree species of different size classes (small, medium and larger) were suggested to maintain the different canopy levels at vertical profile.  Fruit trees in the selection list would help to attract birds and fruit eating bats which are locally available.  Wild species were suggested to provide habitat for faunal species, increase the faunal species diversity and maintain the naturalness.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL AND SOCIAL) The mine site has its own approach road and well connected to the nearest National Highway-56 at 3.00 km in WSW direction from the mine site which will help in communicating workers and transportation of mineral. Mangrol Railway Station is situated at 1.25 km in W from the mine site. On the basis of the preliminary site visit, the infrastructure demand in the nearby villages will be assessed on the basis of need and priority. Job opportunities are limited and newer avenues of skill development for income generation are required. 5.4 AMENITIES/FACILITIES Following facilities are provided for the smooth working of the mine:-  Mine office  First aid room  Store facility  Toilet facility: The toilets facility already provided  Drinking water facilities: Potable water are provided  Rest shelters: Rest shelter room is provided to take lunch and rest for the workers.

6.0 PROPOSED INFRASTRUCTURE 6.1 INDUSTRIAL AREA (PROCESSING AREA) The area is very well connected by road network to the mine, district headquarter etc. The area is self sufficient to cater the needs of the project. Hence, no infrastructure is proposed.

6.2 RESIDENTIAL AREA (NON PROCESSING AREA) As the local person will be given employment based on their skill, no residential area/ housing is proposed.

6.3 GREEN BELT The same has been given in point 5.2.

6.4 SOCIAL INFRASTRUCTURE The existing project is situated at Village – Mangrol & Tilakhera, Tehsil – Nimbahera, District – Chittorgarh (Rajasthan). The proposed expansion project will directly/indirectly develop the area. With the proposed development in & around the area, there will be supporting facilities/infrastructure eventually leading to the development of the area. The mine shall be contributing around every year to the State & Central Govt. exchequer by way of mining revenue (Royalty, Premium, DMF & NMET) after the expansion project & mine is operated at its peak rated capacity which shall be spent for the betterment of the local community. Based on the Need based Assessment, community development program shall be taken up for the betterment of the locals.

6.5 CONNECTIVITY (TRAFFIC AND TRANSPORTATION ROAD/ RAIL/ METRO/WATER WAYS ETC.) Given in point no. 4.0

6.6 DRINKING WATER MANAGEMENT (SOURCE AND SUPPLY OF WATER) The total water requirement for the proposed expansion will be 80 KLD. The drinking and other water demand will be sourced from groundwater and mine pit. Common NOC from CGWA for ground water abstraction has been obtained for cement plant & Mines vide letter no. 21-4(34)/WR/CGWA/2005-1675 dated 28.10.2015 vide and applied for renewal vide letter no MGR/PC/23/2562 on date 16.10.2017. 6.9 SOLID WASTE MANAGEMENT The same has been given in point no. 3.9.

6.10 POWER REQUIREMENT AND SUPPLY / SOURCE Electric power is available near the lease area. About 0.13 MW power will be met from Cement Plant at Mangrol.

7.0 REHABILITATION AND RESETTLEMENT (R & R PLAN) 7.1 POLICY TO BE ADOPTED (CENTRAL/STATE) IN RESPECT OF THE PROJECT AFFECTED PERSONS INCLUDING HOME OUSTEES, LAND OUSTEES AND LANDLESS LABOUR (A BRIEF OUTLINE TO BE GIVEN) Since, it is an existing mine and there is no habitation in the lease area, therefore rehabilitation & resettlement plan is not required/ applicable.

8.0 PROJECT SCHEDULE AND COST ESTIMATES 8.1 LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION (TIME SCHEDULE FOR THE PROJECT WILL BE GIVEN). The project will commence expansion once Environmental Clearance and other necessary approvals will be obtained from the concern departments.

8.2 ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE PROJECT. The existing cost is 10.53 Crore and project cost for expansion will be Rs. 18.72 Crore. The demand supply relation is adequate for supply. The expansion project is economically viable based on preliminary study of cash flow forecast. The cost of limestone is projected at Rs 300 per tonnes while the sale price of the limestone is projected at Rs. 800 per tonne. The mine shall be contributing every year to the State and Central Govt. exchequer by way of mining revenue (Royalty, Premium, DMF & NMET) after the expansion project. 9.0 ANALYSIS OF PROPOSAL 9.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFITS TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA The core benefit of the expansion project is the availability of Limestone in cement industries. Economic development of the region depends largely upon the nature of activities undertaken in the surrounding region. The beneficial aspects of the projects on the socio-economic environment of the area are in the areas of employment, service, trade, commerce, public utility, literacy, social awareness, health care facilities, recreation etc. The underlying benefits through the proposed project are:- Table 28: Financial & Social Benefits S. Employment envisaged from the proposed project is about 77 persons. Direct employment: 77 Approx. There would be many indirect employment opportunities from the expansion project as well as associated cement plants of its subsidiary company, in the form of contractual jobs/works, service facilities, horticulture, housekeeping, building maintenance, rental vehicles and utility stores etc. Moreover, employment opportunities shall also be created due to opening of sale depots, transport of raw materials etc. 2. Social activities: J K Cement Works will contribute substantially to the overall economy and social development of the area. The existing mine after expansion programme shall be contributing every year to the State and Central Govt. exchequer by way of mining revenue (Royalty, Premium, DMF& NMET) after the expansion project. With the proposed development in and around the area, there will be supporting facilities/infrastructure eventually leading to the development of the area. An amount of 30% of Royalty shall be paid as “District Mineral Fund” which shall be spent for the betterment of the local community. The Socio-Economic status of the area will improve with the implementation of various development programs under Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) for welfare of the areas and people affected by mining related operations, using the funds generated by District Mineral Foundations (DMFs). However, in last few years, Company has undertaken various development activities under CSR/ESC for social benefits of the locals such as construction of village roads, Financial aid for tube well drilling and submersible pump, construction of classrooms and boundary wall of village school, construction of toilets, organization of free medical camps, distribution of free medicines, construction of community centre, distribution of sports material etc.

10.0 CONCLUSION It is predicted that socio-economic impact due to this project will positively increase the chance of more employment opportunities for local inhabitants. There are no Resettlement and Rehabilitation issues involved in this project. The project infrastructures will be of use to people of the area. The revenue of the State Govt. will be definitely increasing due to the proposed activity. The entire project area is devoid of any endangered flora and fauna. At the end of life of the mine, it is proposed to convert mined out pit into water reservoir and develop green belt around the mined out pit. Thus, the proposed project is not likely to affect the environment or adjacent ecosystem adversely.
