 The 2011 census showed that 6% of the City population felt they were in bad or very bad health Life Expectancy at Birth which is similar to the London average of 5%.  The census also recorded 14% of the City population as having a long-term limiting illness, the same Westminster average 90.0 as the London average. 86.3  In May 2015, 9,050 people in Westminster claimed Disability Living Allowance (DLA). 85.0  8,600 people claimed under the ‘care’ element of DLA and 7,995 people claimed for the ‘mobility’ 82.3 element (people can receive both elements). 80.0  Life expectancy from birth is estimated using probability of survival, mortality and population for
